PROFESSIONAL SERVICES DESCRIPTION FOR THE POSITION OF: Leasing blocks of stalls to be used for training or lesson purposes

FAIR AND OPEN PUBLIC SOLICITATION PROCESS FOR PROFESSIONAL SERVICES FOR

GLOUCESTER COUNTY IMPROVEMENT AUTHORITY 109 BUDD BOULEVARD WOODBURY, NEW JERSEY 08096

Through this Request for Qualifications/Proposals, the Authority seeks to engage a vendor for leasing blocks of stalls to be used for training or lesson purposes. This contract will be awarded through a fair and open process pursuant to N.J.S.A.. 19:44A-20.4 et seq. The proposal must be received and will be publicly opened and read aloud on April 3, 2009 at 2:00 P.M. at the GCIA administrative office located at 109 Budd Boulevard, Woodbury, New Jersey. (see “Fair and Open Standardized Submission Requirements and Selection Criteria” for further information) The following is a description of the services needed including, where appropriate, a brief description of the tasks involved:

1. Proposal o The Gloucester County Dream Park is requesting proposals for leasing blocks of stalls to be used for training or lesson purposes. Stalls are available for leasing in Blocks of 5, not to exceed maximum of 20 stalls. Please submit proposal with number of stalls requested along with the price you are willing to pay the Gloucester County Dream Park per block of 5 stalls. 2. Lesson and/or Training Program o Please specifically outline your proposed public programs, proving sufficient information so that the variety and diversity of your programs can be clearly understood in terms of the number of people you will be able to serve, numbers and types of classes (if applicable), and charges and fees. See below for options. (Can submit proposal for all or individual) • Lessons: • Please provide a summary of your program for teaching beginners to learn horseback riding. • Please provide a summary of your program for teaching intermediate riders. o Should be able to teach beginners both English and/or Western. o Please note some of the beginners will have NO horse experience at all. o Tenant Trainer is responsible for providing all their own horses for said programs. ƒ Said horses must be calm and reliable for beginners. The Dream Park has the right to deem any horse as unsafe and not allow it to be used for lessons. o Tenant Trainer is responsible for providing all their own equipment.

o All students must wear ASTM (or equivalent) approved hard helmets • Please provide a summary of your horse training program you wish to run out of the Gloucester County Dream Park. • Please provide a list with brief descriptions of any additional programs you will be able to offer out of the Gloucester County Dream Park. (ie summer camps, etc.) o Please demonstrate your knowledge and experience running the programs in which you are submitting this proposal, as well as hiring and supervising equestrian staff. o Please submit a list of non related references. (Minimum 5 references)

3. Feeding to be done by Tenant Trainer o Horses must be feed promptly at 8:00 am and again at 3:30 pm. o Horses are to have water in their stalls at all times o Horses are to have access to salt bricks in stalls at all times o Horses are to have an appropriate amount of hay provided at each feeding time. o Tenant Trainer is required to supply all their own feed, hay, salt, buckets, etc. 4. Bedding/Stall Mucking to be done daily by Tenant Trainer o All Stalls must be thoroughly cleaned one time per day in the morning. • Any wet, dirty, or discolored shavings/bedding needs to be removed and replaced. o All stalls containing horses must have adequate bedding at all times, subject to approval from Dream Park Barn Manager. o Tenant Trainer is required to provide all of their own bedding and stall supplies. 5. Tenant Trainers block of stalls needs to be maintained in a clean and professional manner. o All hoses need to be neatly reeled up after use. o Aisle ways need to be swept during each shift after haying/stall cleaning/turn in or out/etc. o Tenant trainer is required to supply all their own equipment, ie pitch fork, wheelbarrow etc. o Barn Aisles need to be kept free of equipment and feed carts when not in use. o Tack stalls and equipment storage areas should be organized, straightened, and swept on a daily basis. o All tools (ie pitch forks, shovels, etc.) need to be stored neatly and marked with name of owner.

6. Barn Procedures applicable to Tenant Trainer o Horses are to look groomed and presentable at all times while in stalls. o Hang all lead ropes, halters, and blankets neatly. o Keep all stall doors and feeders latched closed when not in use. o All water buckets should be scrubbed and cleaned daily and feed buckets should be scrubbed and cleaned no later then seven days from previous cleaning. o All subject to Dream Park Barn Manager’s approval. 7. Facility Usage by Tenant Trainer o Lesson Program is not guaranteed exclusive rights to any ring at any time and must share all rings with Dream Park boarders. o Show facilities rings’ may be off limits in the case that an event is scheduled. o The resident riding ring is off limits for lessons or training unless there are no other arenas available. o A lesson schedule should be provided to the Events Scheduler for the week following the current week. o Facility hours are 7:00am – 11:00pm. All parties must be off the grounds by 11:00pm, excluding emergency situations. o One light key will be provided to tenant trainers for a deposit of $100 to be paid to the Dream Park. Deposit will be returned at the conclusion of the contract term when light key has been returned. Copies prohibited. 8. The Dream Park is not responsible for providing anything for tenant trainers beyond stalls and arenas. o Use of wash stalls is acceptable. o Use of additional stalls, unauthorized pastures, bedding, wheelbarrows, etc are not acceptable. o The tenant trainer is responsible for hiring, supervising, and paying their own equestrian staff members to maintain their program as needed. 9. Abusive treatment of any animals will not be tolerated. o The Dream Park reserves the right to ask any tenant to leave the premises and in turn void that contract if abuse is suspected, reported, or witnessed. o Subject to ASPCA compliance. 10. Subleasing stalls is prohibited. 11. Storage

o Sufficient storage for hay, grain, and bedding will be provided at Dream Park according to space available. Subject to Dream Park approval and oversight. 12. Pasture Usage o Please submit the Dream Park the minimum and maximum pasture needed for the proposal given. o Please describe when your horses will be turned out and for what length of time. 13. Manure Removal by tenant trainer o Tenant trainer is responsible for their own manure removable. A manure bin will be provided. It is Tenant Trainers responsibility to empty manure bin when full. o Manure is not to be spread at the Dream Park. 14. Tack o All tack is to be labeled with owner’s name. Dream Park is not responsible for lost or stolen items. Tack room will be made available for Tenant Trainer to share amongst themselves. 15. Tenant Trainer is responsible for any and all damages to property and will be billed for any damages to stalls, pastures, or arenas at market prices if replacements are needed to be made by Dream Park. All above terms and conditions are subject to the oversight and approval of the Gloucester County Dream Park.
