Position purpose – primary accountabilities Good Shepherd believes that it is the right of all to have access to safe, fair and affordable financial products. We work with key stakeholders including community providers, corporate partners and government who share this view, and are committed to financial inclusion. The Manager Program Design and Advisory Services is a specialist practitioner role that supports the General Manager Advisory, to provide sustainable intellectual and thought leadership, and evidence-based policy positioning for both for the Advisory team and the organisation. This includes providing evidence-based and client-centred advice to the programs delivered by Good Shepherd Microfinance (GSM), including best-practice program design, support and impact evaluation. In particular changes to economic mobility (as defined by the client) facilitated by GSM’s programs of work, and the broader social and economic impact of these activities, especially in relation to financial resilience, will be areas of focus. The role will also support the establishment of a sustainable advisory function within the organisation, liaising with key stakeholders within the industry, government, community and academia, to provide professional advisory services on a range of topics associated with financial inclusion, financial resilience and economic participation. The primary outputs for this role include robust, evidence-based advice to key internal and external stakeholders, high-quality advisory services, program management and project delivery as required, submissions and publications relating to areas of public policy interest, and proactive management of funding opportunities to expand GSM’s advisory capabilities and offerings. The role will also support Good Shepherd’s broader commitment to promote economic justice, and efforts to increase the reach and effectiveness of social justice advocacy, so as to: • • •

Primary Focus Areas The Manager Program Design and Advisory Services role sits within the Advisory team, and has 3 primary areas of focus: 1. Evidence-based, client-centred and sustainable advisory services for key internal and external stakeholders, particularly best-practice program design, support and impact evaluation for programs delivered by GSM. 2. Establishing a sustainable advisory function, liaising with key stakeholders within industry, government, community and academia, to provide professional advisory services on a range of topics associated with financial inclusion, financial resilience and economic participation. 3. Driving the delivery of high-quality advisory, submissions, media and publications relating to areas of GSM’s public policy interest, including the proactive management of funding opportunities to expand GSM’s advisory capabilities and offerings.

Key responsibilities The Manager Program Design and Advisory Services is responsible for: 1. Sustainable advisory services: establish a sustainable, professional advisory services on a range of topics associated with financial inclusion, financial resilience and economic participation. proactive stakeholder engagement and service delivery for key stakeholders within the industry, government, community and academia. robust advice and support for the General Manager Advisory, to promote GSM’s professional advisory offerings. 3. High quality publications and policy positioning: contribute to national and international understanding of financial inclusion, financial resilience and economic participation, through presentations, media, reports and publications (academic and non-academic). contribute to GSM’s reputation and financial sustainability, through high-quality professional advisory services The role is also expected to proactively engage and maintain relationships, manage operational and technical challenges with urgency and focus, manage relevant budgetary and resourcing requirements, ensure that services delivered are of superior quality, and promote an ethos of compassion, ethics and integrity throughout the value chain, consistent with Good Shepherd’s mission and values.

Travel requirements This role is primarily based at Queen Street, travel to other locations is an expectation of the role.

Key Selection Criteria 1. Relevant tertiary qualifications, and demonstrated strong understanding of academic and non-academic frameworks relating to financial exclusion, financial resilience and economic participation. 2. Experience in providing high-quality, timely and client-centred professional advisory services to a range of stakeholders across multiple sectors. 3. Demonstrated capacity to deliver excellent written communications, high-quality content and publications (academic and non-academic). 4. Program design and management experience, including the development of theory of change, program outcome logic, proactive management of strategic and operational implementation issues collaboratively with multiple stakeholders within resource and time constraints. 5. Excellent verbal communication skills, and experience in presenting theoretical concepts to a wide range of non-academic audiences, and prepare content 6. Proven analytical skills, including demonstrated ability to translate theoretical, academic and/or policy frameworks into evidence-based advice, policy positioning and advocacy 7. Proven experience in developing collaborative partnerships and relationship management across multiple sectors 8. Demonstrated capacity to manage and develop staff 9. Relevant experience in community development, international development, microfinance or similar financial services delivery 10. The capacity and commitment to work in alignment with the values of Good Shepherd Microfinance 11. Ability to travel as required
