MINUTES OF THE NORTH BELLMORE UNION FREE SCHOOL DISTRICT BOARD OF EDUCATION MEETING July 7, 2010 _______________________________________________________________________________________ The regular meeting of the North Bellmore Union Free School District Board of Education was held on Wednesday evening, July 7, 2010, in the All Purpose Room of the Martin Avenue School at 2616 Martin Avenue, Bellmore, New York. The following members of the Board of Education were present: Rosemarie Corless, President Grace Cramsie, Vice President JoAnn DeLauter Nina Lanci Joseph Perrone Also present: Arnold Goldstein, Superintendent of Schools Carol Eskew, Deputy Superintendent Marilyn Johnson, Assistant Superintendent Toni Cincotta, Assistant Superintendent for Business Gary Pardo, Director of Technology Frank Russo, Director of Facilities Carol Melnick, District Counsel Jeanne Canavan, Board Secretary

CALL TO ORDER

The meeting was called to order at 8:46 p.m. by Board of Education President, Rosemarie Corless.

APPROVAL OF MINUTES

Mrs. DeLauter moved that the Board of Education approve the Minutes from the June 10, 2010 Board of Education meeting and the special meetings of the Board of Education of June 22, 2010 and June 24, 2010, as presented. Mrs. Cramsie seconded the motion, and the motion was carried 5-0.

VISITORS

There were no questions relating to Agenda Items only.

CORRESPONDENCE

None.

TREASURER’S REPORT

Mrs. DeLauter moved that the Board of Education approve the Treasurer’s report for the month ended May 31, 2010. Mrs. Cramsie seconded and the motion and was carried 5-0.

HIGH SCHOOL REPORT

Mrs. Lanci reported that at their last meeting the Board accepted a $1,500 donation from Merrick Avenue PTA, made CSE placements and disposed of obsolete equipment. High school graduations had taken place. Mrs. Lanci attended the Mepham graduation where 299 students graduated and reported that all had a great day. The Board of Education acknowledged the review of the warrants that have been approved by the Internal Auditor.

Mr. Goldstein thanked Mrs. DeLauter for her service as President of the Board during the past year and for her commitment to the children of North Bellmore. Mr. Goldstein also recognized the Board of Education and welcomed Mrs. Corless as the new Board President. Mr. Goldstein noted that the year ended well and the students performed well on state testing. He added that New York State has significantly increased the cut scores on the Math and ELA assessments given in grades 3-8. This could result in a smaller number of students receiving scores of 3 and 4 and more students scoring 2 and 3. Consequently, the district may need to provide greater support to more students. Mr. Goldstein stated that the summer special education program began yesterday at Saw Mill Road and the Enrichment program will begin next week. The North Bellmore Education Foundation is also sponsoring a summer tutoring program. Mr. Goldstein wished everyone a wonderful summer and urged parents to find the time to read to their children.

STAFF DEVELOPMENT

Mrs. Cramsie moved that the Board of Education approve the Staff Development Report dated July 7, 2010, as presented. Mrs. DeLauter seconded and the motion was carried 5-0.

BUILDINGS AND GROUNDS

Mr. Russo reported that the staff is busy getting the buildings ready for the students return in September. Capital projects being done over the summer include: refurbishing the girls’ bathroom at Newbridge, flooring repairs at Park, Gunther and Dinkelmeyer, chimney work at Martin, Gunther and Park Avenue schools.

CURRICULUM AND INSTRUCTION

Dr. Johnson stated that the summer ESL program has started at Saw Mill Road. She also reported that two curriculum projects are taking place over the summer: extending the Fundations language into fifth grade spelling instruction and a library skills project to create a fifth and sixth grade library skills guide to support the development of research skills and literature across the district.

SPECIAL EDUCATION

Mrs. Lanci moved that the Board of Education approve the CPSE and CSE reports dated July 2, 2010. Mrs. Cramsie seconded and the motion was carried 5-0. Mrs. Eskew reported that summer school is underway and thanked all the teachers and support staff involved in getting the program up and running. A meeting was held with the bus drivers and matrons to familiarize them with the students’ needs and it has been very helpful to all. Ms. Eskew commented that the heat has been a challenge, but everything is going well.

Ms. Cincotta stated that the business office is in the process of closing the books for 2009 and has started the summer audit.

EXCESS OF EQUIPMENT

Mrs. DeLauter moved that the Board of Education approve the disposal of the following equipment that are no longer functioning and beyond repair: Dinkelmeyer: 1Rheem Califone record player and speaker set#NY02900004005, 104 assorted records, 18 record box sets, 10 records per grade for the old textbook series, 1 Vita 7212 clarinet (serial #A03085), Gunther: 37 Hand bells (rusted, broken or unsafe), 9 prs. Sandblocks, 38 Triangles, 5 Tambourines, 8 Hand drums, 7 Crow sounders, 2 prs. Cymbals, 67 Various vinyl records, 1 AIWA record player, Serial # LD0505473, Park Avenue: 1 Gemeinhardt Piccolo, Serial # 30071, 35 student desks. Mrs. Lanci seconded and the motion was carried 5-0.

FUNDING

Mrs. DeLauter moved that the Board of Education accept additional funding in the amount of $2,275 from the NYS office of Alcoholism and Substance Abuse Services to fund the North Bellmore Prevention Office Staff. Mrs. Lanci seconded and the motion was carried 5-0.

BOCES BID

Mrs. DeLauter moved that the Board of Education participate in a Cooperative Bidding Program conducted by The Board of Cooperative Educational Services of Nassau County (“Nassau BOCES”) for the purpose of various commodities

(Attachment B). Mrs. Cramsie seconded and the motion was carried 5-0. LI FOOD SERVICE COOPERATIVE BID

Mrs. Lanci moved that the Board of Education appoint Long Island School Food Service Directors’ Association Cooperative Bid Committee to represent them in the joint bidding of the commodities for selected Food Service Commodities, Food and Food Service supplies for the 2010-11 school year as per the attached. (Attachment C). Mrs. Cramsie seconded and the motion was carried 5-0.

DONATIONS

Mrs. Cramsie moved that the Board of Education accept a check in the amount of $93.51 from Stop and Shop Bonus Bucks Program for Martin Avenue Elementary School. Mrs. Lanci seconded and the motion was carried 5-0. Mrs. DeLauter moved that the Board of Education accept a donation of a sixfoot Kenmore freezer valued at $500 from Mrs. Marion Knigin. Mrs. Cramsie seconded and the motion was carried 5-0. Mrs. Lanci moved that the Board of Education accept a check in the amount of $165 from The Diabetes Foundation to be used for physical education supplies and materials at Martin Avenue School. Mrs. DeLauter seconded and the motion was carried 5-0. Mrs. DeLauter moved that the Board of Education accept a check in the amount of $383.43 from Stop and Shop Bonus Buck Program for the Dinkelmeyer School. Mrs. Cramsie seconded and the motion was carried 5-0. Mrs. Cramsie moved that the Board of Education accept a donation from the Saw Mill Road sixth grade parents in the amount of $820 to be used toward payment of their canoe trip. Mrs. DeLauter seconded and the motion was carried 5-0. Mrs. DeLauter moved that the Board of Education accept a donation from the Park Avenue PTA in the amount of $9,967 to be used at the discretion of the principal of Park Avenue Elementary School. Mrs. Lanci seconded and the motion was carried 5-0.

OLD BUSINESS

Mrs. Lanci suggested that we look into ways to reduce the amount of paper being used in the Board packets.
