PART 1 – JOB DESCRIPTION 1. PURPOSE OF THE TEAM 

To provide an integrated, high quality and effective financial and logistic function and systems support for the International Group.

2. MAIN PURPOSE OF THE JOB



To provide an active and responsive support real-time to the geographic team on all aspects of finance, concentrating specifically on partner plus offices and institutionally funded projects. To ensure controls are operating effectively, project financial reporting is delivered to time and quality, risks are minimised and partners have access to robust and helpful financial support that will aid delivery and build capacity.

3. GENERIC PURPOSE OF THE ROLE

   

To share in responsibility for the overall team task and be responsible for carrying out work packages. To liaise with internal colleagues and external contacts. To take responsibility for reviewing own personal development and overall team tasks. It will be required that the post-holder leads or participates in spiritual sessions of worship, prayer, teaching and reflection and is committed to the outworking of Tearfund’s Missions, Values and Beliefs statement.

4. PARTICIPATION IN THE SPIRITUAL LIFE OF TEARFUND  To attend corporate weekly Staff Prayers on Wednesdays, to hear of Tearfund’s work and to spend time in prayer and worship together.  To lead or participate in spiritual sessions of prayer and biblical reflection within the Team / Group  To be committed to Tearfund’s Missions, Values and Beliefs statement.  To be committed to actively working and living in accordance with Tearfund’s Christian beliefs.  Responsible for maintaining your own spiritual development. 5. POSITION IN ORGANISATION  Reports to the respective Geoteam Senior Finance Business Partner.  Works closely with the Geographical Head and Deputy Geographical Head within the International Group  Works closely with Geographical Head and Deputy Geographical Head, the Country Representatives with the geographical team, Operational Programme Directors and Managers, field finance staff and Tearfund partners.  Works closely with the other members of the International Finance & Logistics team  Works closely with the Geographical Assistant Accountant and the Grants Officer  Liaises with UK Accounting Services and IT teams to ensure good integration of Geographical Team financial operations with corporate accounting and reporting systems.

6. SCOPE OF JOB

To provide the geographic team with real-time and responsive project accounting support covering the following areas:  Financial planning and reporting  Financial business analysis  Financial control and audit management  Financial risk management  Financial year-end  Financial policy and procedure support  Finance training  Business process improvement  Customer relationship management 7. DUTIES AND KEY RESPONSIBILITIES

Financial planning and reporting:  Providing responsive support as financial budgeting exercises are carried out across the geographic team for all activities to quality and deadline  Providing responsive support for financial forecasting activities are carried out across the geographic team for all activities  Providing responsive support to the Senior Finance Business Partner so that the financial management reporting is prepared with full explanations for material variances against budget and profile  Providing responsive support to the Senior Finance Business Partner so that the budgeting and planning for individual programmes is managed effectively and accurately Financial business analysis:  Providing input and support to required business analysis activities including donor proposals, new projects and funding initiatives and cost recovery management for the geographical team Financial Control and audit management:  Provide responsive support to the Geographical Head with quality advice and oversight to ensure that good financial control is in operation across all geographical team Tearfund activities  Provide responsive support to the Country Representatives, Operational Programme Directors and Managers, field finance teams and Tearfund partners to ensure controls are operating effectively, risks are minimised and partners have access to robust and helpful financial support that will aid delivery and build capacity.  Provide responsive support to help ensure each Country office has effective systems for managing and tracking budgets, restricted funds and institutional funding, managing bank and cash accounts, filing of support documentation and other management information.  Designing & implementing financial accounting systems for consolidating large institutionally-funded programmes.  Ensuring the integrity of Tearfund’s financial data for large institutionally-funded projects  Provide responsive support that will assist with monitoring of in-country income and expenditure, accounting and internal control systems  Provide responsive support to assist relevant country offices with preparation of statutory accounts and financial reporting to local authorities  Provide responsive support to the geographic team to ensure all audit issues and follow-up actions are effectively managed and reported on to the Audit and Risk Committee (ARF)

Financial risk management:  Provide the Geographic Head with proactive advice and support to ensure all relevant financial risk procedures are followed across the geographic team  Provide responsive support to Country Offices so that the Quarterly reviews are fully substantiated  Provide support to the Senior Finance Business Partner to ensure the Notifiable Risk Register is adequately maintained and all actions carried out in accordance with Tearfund policy  Carry out risk assessment on Partner’s audited financial statements Financial year-end:  Provide proactive support to the geographic team to ensure all responsibilities for year-end are carried out effectively and to deadline Financial policy and procedure support:  To provide real-time support to the field on Tearfund finance policies and procedures  To provide real-time support to the Tearfund Partners to ensure effective controls are put into place on institutional funding projects and as an effective approach to build Tearfund partner financial capacity  To provide hands-on systems support to field users as required  To conduct field visits as directed by UK and field management  To undertake partner assessments as part of the Institutional Funding project approval process Finance training:  To provide overseas and UK based finance training sessions for finance and non-finance disciplined staff as required  To help rollout of corporate initiatives such as GFS (Global Finance System Project) to countries within the geographic team  To provide finance training to Tearfund partners where required Financial business process improvement:  Provide proactive support to the Geographic Head and geographic team on financial business process improvement initiatives. Customer relationship management:  Nurture and maintain effective relationships with all levels within Tearfund but especially with the geographic team, Country Representatives, Operational Programme Director and managers, geographic field finance staff and the International Group Management Team.

ESSENTIAL QUALIFICATIONS



CCAB, similar professional qualification or strong evidence of qualification by experience

EXPERIENCE



Solid exposure to project budget, planning and forecasting – produce, collate and deliver the project budgets and forecasts, ensuring that all income and expenditure is correctly accounted for, providing commentary on variances Financial Management – proven experience in ensuring all donor financial reports are accurate and delivered to deadlines Experience of managing the finances of large institutionally-funded programmes, involving many players Strong technical finance experience with the ability to analyse numbers Experience of implementing new processes and systems Solid experience in finance training for non-finance professionals Experience of working with and supporting NGO grant partners would be a distinct advantage First class communication both verbal and written Attention to detail and be able to challenge the norm whilst providing commercial astute solutions Ability to work under own initiative and make decisions within a clear systems framework Computer literate; the ability to understand how various accounting systems communicate well in order to produce an accurate summary in Tearfund UK’s financial statements. TEARFUND INFORMATION FOR APPLICANTS JOB TITLE: Finance Business Partner OFFICE HOURS: Monday to Friday 9.00am - 5.00pm with one hour for lunch. 35 hour working week ANNUAL LEAVE - FULL YEAR: 25 days pro-rata + statutory bank hols + additional days at Christmas SICK LEAVE SCHEME: Based on length of service NON-CONTRIBUTORY PENSION SCHEME: Tearfund will contribute 10% of your salary to your pension. All staff are contractually enrolled onto the Tearfund group pension scheme

NEW STAFF SERVICE: 6 months probationary period with a 3 month review Grade: 2 SALARY: £39,929
