Project Manager Job Profile About the HCPC The Health Professions Council (HCPC) is a regulator of 16 health and care professions and our main aim is to protect the public. To do this, we keep a register of professionals who meet our standards for their training, professional skills, behaviour and health. The organisation employs around 230 employees, who work in nine departments Communications; Education; Finance; Fitness to Practise; Human Resources; IT; Operations; Policy & Standards; and Registration.

About the Operations Directorate The Project Management team reports into the Operations Directorate, and is responsible for the delivery of all major projects undertaken by the organisation. The team currently has four members: the Project Portfolio Manager, the Senior Project Manager (we are currently recruiting for another Senior Project Manager) and one Project Manager. This Project Manager vacancy will bring the team up to five people. The Senior Project Manager and the two Project Managers report into the Project Portfolio Manager who reports into the Director of Operations. Other than Project Management, the Operations Directorate comprises the following departments: Registrations, Facilities and Information Management.

Main Purpose of Job 

To manage the progress and delivery of major projects as directed by the Project Portfolio Manager.



To work with the Project Portfolio Manager in co-ordinating all major business improvement projects across HCPC

Position in Organisation 

Liaises with the Chief Executive, the Executive Management Team (EMT) members and their departments.

Scope of Job 

To successfully deliver a range of projects across HCPC using existing resources and according to agreed budget, time and quality criteria.



Provide project-based support to the Director of Operations, the Project Portfolio Manager and other HCPC managers as required.



To provide advice and guidance across the HCPC on best practice in the development and delivery of projects.

Dimensions and Limits of Authority 

To work independently to project manage allocated projects. 3



To lead the project management function when the Project Portfolio Manager is unavailable.

Skills, Knowledge and Abilities Essential 

Educated to degree level or equivalent skills and knowledge



Prince 2, APM or equivalent qualified



Proven project management skills with knowledge of project management methodologies and processes



Proven experience of successfully managing a range of business improvement projects in the role of a Project Manager



Proven experience of managing projects with a significant technology aspect



Excellent interpersonal and communication skills, both oral and written, including the ability to communicate complex ideas to technical and non-technical employees at all levels of the organisation



Task oriented with excellent organisational skills and ability to prioritise



A flexible approach to work with demonstrable ability to lead and exercise initiative with minimal or no supervision



Ability to work independently and manage own workload



Ability to work as part of a team and support colleagues



Ability to work within a legislative framework where required



Experience of Project Management Office (PMO) functions



Sound working knowledge of window based software packages, including Microsoft Project, word processing, spreadsheets, databases, electronic mail, and the internet.

Duties and Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HCPC. 4

Project Management 

Provide day-to-day management of projects allocated by the Project Portfolio Manager using HCPC’s Project Management Methodology and internal processes.



Manage allocated projects in a controlled manner in order that the project objectives are met according to agreed time, budget and quality criteria and in line with the Project Portfolio Plan.



Escalate issues that may prevent the successful delivery of projects through the appropriate channels; always including to the Project Lead, Project Portfolio Manager and the Director of Operations.



Provide essential information and guidance to the Project Lead to enable them to direct and undertake the project



Liaise with third party suppliers and vendors



Track project budget and progress against project plans, manage issues, risks and quality for all allocated projects and regularly report to Project Leads and the Project Portfolio Manager



Provide advice, support and basic training across the HCPC on best practice in project management

Business Analysis 

Conduct and manage User Acceptance Testing on systems-based projects, including writing testing scripts, where required.



Using knowledge of the HCPC business and business needs, assist in providing and implementing appropriate solutions to issues highlighted during the course of a project.



Using knowledge of the HCPC business and business needs, act as a control point to ensure that solutions proposed by the project team are in the organisation’s best interests.

Project Management Office 

Contribute to the preparation of reports required by the Project Portfolio Manager for delivery to committees and management teams



Assist the Project Portfolio Manager in portfolio reporting as required by the Project Portfolio Manager or the Director of Operations

Portfolio Management support 

Assist the Project Portfolio Manager in project portfolio management as required by the Project Portfolio Manager or the Director of Operations



To carry out the responsibilities of the post with due regard to the HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times.
