Data Analyst Job Profile About the HCPC The Health Professions Council (HCPC) is a regulator of 16 health and care professions and our main aim is to protect the public. To do this, we keep a register of professionals who meet our standards for their training, professional skills, behaviour and health. The organisation employs around 200 employees, who work in nine departments Communications; Education; Finance; Fitness to Practise; Human Resources; IT; Operations; Policy & Standards; and Registration.

About the Operations Directorate The Business Process Improvement team reports into the Operations Directorate. The team will consist of the Head of Business Process Improvements, Quality Compliance Auditor and the Data Analyst. The team is responsible for a diverse range of activities at HCPC. This ranges from ISO 9001:2008 registration and internal quality audit; archiving; reporting; business continuity and disaster recovery. Business Process Improvement get the chance to do some very interesting audits, such as down DeepStore archive in the Winsford Mine. The Data Analyst and the Quality Compliance Auditor will report into the Head of Business Process Improvements. Other than the Business Process Improvement, the Operations Directorate comprises the following departments: Registrations, Facilities and Project Management.

Job Description – Data Analyst Department:

Main Purpose of Job 

to identify trends, identify issues and provide insights in HCPC regulatory activities by analysing and interpreting HCPC’s datasets.



to analyse and advise on the structure, policies and operations of the organisation and recommend, or where appropriate implement, solutions



to lead and advise on the use of data and statistical analysis throughout the organisation



to influence change in processes and working methods across the organisation based on the results of statistical analysis

Position in Organisation 

Liaises with all employees, including the Chief Executive, the Executive Management Team members and their departments



Works closely with the Head of Business Process Improvement and the Quality Assurance Auditor to identify areas of interest that require further scrutiny



Works closely with the Secretariat function to fulfil information requests in line with existing legislation such as Freedom of Information Act 2000, Data Protection Act 1998

Scope of Job 

Influences the structure, policies and operations of the organisation by presenting detailed reports, insights and recommendations to the Chief Executive, directors and managers, based on analysis and interpretation of HCPC’s datasets and wider business environment.



Provides advice and direction to managers and directors based on trends and insights gained from analysing and interpreting HCPC’s datasets. 3



Manages certain business process improvement projects using existing resources and according to agreed budget, time and quality criteria, when necessary.

Dimensions and Limits of Authority 

Responsible for influencing critical business decisions by providing advice and making recommendations to the Chief Executive, directors and managers based on sound data and business analysis



Able to order goods or services from existing suppliers up to the value defined by the Director of Operations and the HCPC Financial Policy.



Consults with Director of Operations for guidance on any complex issues and refers matters as appropriate

Skills, Knowledge and Abilities Essential  Graduate or equivalent skills and knowledge 

Experience or relevant knowledge in the use of statistical analysis in a business environment, such as correlation and regression modelling, or similar statistical and business methodologies.



Experience or a thorough understanding of technology-based reporting systems and languages such as Crystal Reports, SEQUEL, Microsoft reporting suite such as Analysis Services, Reporting Services, Integration Services or similar.



Ability to work in a data analysis, business analysis or problem solving role.



Significant and relevant experience in the use of spread sheets and database software packages.



Proven track record to detect trends, identify issues and provide insights in a business, or similar, environment.



Excellent interpersonal and communication skills, both oral and written including the ability to communicate complex ideas to technical and non-technical employees at all levels, particularly at a senior level, of the organisation



Excellent organisational skills and ability to prioritise



Demonstrated ability to exercise initiative with minimum supervision and with a flexible approach to work.



Task oriented, ability to work independently and manage own workload 4



Ability to work as part of a team and support colleagues



Ability to work within a legislative framework where required



Sound working knowledge of window based software packages, including Microsoft Project, word processing, electronic mail, and the internet. Desirable



MBA qualified or equivalent skills and knowledge



Experience of the FAST Modelling Standard for key business forecasting models

Duties and Key Responsibilities Your principal duties and key responsibilities will be those set out below. In addition to those duties, HCPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HCPC. Business analysis 

Develop sophisticated tools, methodologies and techniques to interrogate HCPC’s data set.



Run complex data analysis algorithms on different data sets and provide advice and direction on the results



Interpret new legislative, regulatory or other requirements and, working closely with directors and managers, develop a methodology, approach or plan for implementation.



Influence the structure, policies and operations of the organisation by presenting detailed reports, insights and recommendations to the Chief Executive, directors and managers, based on analysis and interpretation of HCPC’s datasets and the wider business environment.



Produce a regular business intelligence report to the Executive Management team that provides advice on changes to processes and working methods across the organisation based on the results of statistical analysis



Identify trends, identify issues and provide insights in HCPC regulatory activities by analysing and interpreting HCPC’s datasets.

To use the results of data analysis to influence change and continuous improvement in policies, processes and working methods across the organisation



Work with internal stakeholders to analyse the structure, policies and operations of the organisation and recommend, or where appropriate , implement solutions including working on major projects, where necessary



Advise on the use of latest statistical analysis techniques and business best practises throughout the organisation



Provide direction and advice to managers and directors based on trends and insights gained from analysing and interpreting HCPC’s datasets to influence decision across the organisation.



Manage certain business process improvement projects using existing resources and according to agreed budget, time and quality criteria.



Lead on the implementation and adoption of the FAST Modelling Standard for key business forecasting models.

Information requests 

Fulfil information requests from the public in line with existing legislation such as Freedom of Information Act 2000, Data Protection Act 1998, as directed by the Secretariat function

Project Management  Collect, understand and transmit the business requirements for a selected number of major projects when required, and translate these into functional specifications and detailed test plans. 

Analyse and document business processes.



Where necessary, assist in the preparation of user and system test plans, test scenarios and test scripts.

General  To carry out the responsibilities of the post with due regard to the HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times.
