Job Profile Job Title: Data Migration Analyst Date Completed: 13 November 2014 Job Reference Number: T5STC056 Tier: Tier 5 Job Band: Band 5 Functional Area: Strategy, Transformation and Commissioning Support Accountable to: Data Migration Lead Job Dimensions: No budgetary responsibility or responsibility for people. Responsible for system, process and data analysis across ECC Social Care Case Management. The role will require close working across Adults and Families Social Care teams, Finance, Information Services, the Transformation Support Unit and external vendors.

The Role: Essex County Council (ECC) is one of the largest and most dynamic local authorities in the UK and is undergoing significant transformational change to further enhance customer focus, service and delivery. The Social Care Case Management (SCCM) Project will deliver a single social care case management solution for Essex County Council, to replace multiple existing systems, encompassing both Adult and Families social care case management. The Data Migration Analyst will take a lead role in the analysis of multiple legacy social care systems, modelling past and present working practices, and contributing to the definition of processes and configuration for the new SCCM system. The post-holder will have a key role in identifying data quality issues across legacy systems, and

will be expected to recommend solutions to these issues. The post holder will develop business rules, validations and transformations that are necessary to complete a successful migration to the new SCCM system, and will liaise with stakeholders across the business to ensure that these are understood, accepted and conform to Information Governance requirements.

Job Purpose Summary: To proactively engage with the business to develop migration strategies that ensure ECC social care data is successfully and safely migrated to a new SCCM system, in line with Information Governance requirements. To highlight data quality issues, propose solutions and oversee their final resolution.

Role Specific Accountabilities 

Develop a deep understanding existing systems, and model them in terms of logical data entities.



Take a lead role in identifying data that is in scope for migration.



Analyse data coverage and data integrity across systems.



Identify gaps in data coverage between legacy systems and target system, working with stakeholders and the external provider to solve these issues.



Propose data mapping and data transformation rules



Establish and maintain excellent working relationships with key stakeholders and the wider organisation in order to facilitate the effective delivery of the role.



Workshop facilitation.



Work with stakeholders, subject matter experts and Internal Audit to ensure completeness and accuracy of the data migration



To provide support to the wider SCCM project and contribute to, or take responsibility for specific aspects of project work, ensuring targets and milestones are met.

Knowledge, Skills and Experience (maximum 10):  Qualified to degree level or equivalent, ideally in a relevant subject, or equivalent by experience. 

Advanced knowledge of SQL Server 2005 or higher and Oracle 9i or higher



Advanced Knowledge of Microsoft Excel



2 + years’ experience in a Data Analyst or Business Analyst role



Excellent Microsoft Office/PC skills



Highly organised and results oriented



Advanced analytical skills to identify data quality/integrity issues and make recommendations.



Impeccable attention to detail, with passion for processes and systems



Ability to establish credibility with managers and other stakeholders.



The ability to present complex proposals to an audience of mixed technical ability.

Work Style: Office based. An office based employee will spend most of their working time at a desk. They will rarely attend meetings and are unlikely to be away from the office. They may, however, work flexibly on an infrequent/ad-hoc basis. Flexible office based. A flexible office based employee will have a main base but will either attend regular meetings, and/or work flexibly on a more frequent basis.

Mobile. A mobile employee has a nominated ECC base but spends at least 50% of their time working flexibly. Home based. A home based worker has no nominated ECC base and spends at least 80% of their time working at home.
