Background: Youth+ is an initiative of Edmund Rice Education Australia. The Flexible Learning Centres (FLCs) offer a full-time and multiyear secondary education program for young people who have disengaged from mainstream schooling. Young people typically express a broad range of complex education and social needs and the FLCs respond with a variety of flexible and innovative teaching and learning practices including vocational planning and the development of social connectedness. The purpose of a Flexible Learning Centre is to provide young people with a varied and holistic set of learning experiences which enable them to identify and pursue an individual transition to adulthood, employment, further education and training and social connectedness. Young people include indigenous and non-indigenous young people who are disengaged from mainstream education for a range of reasons and may include:  Young people who have had contact with the juvenile justice system;  Young people in the care of the Department of Child Safety;  Young people with a history of trauma;  Young people with a history of extended periods of unexplained absences from school  Young people who are highly mobile;  Young people who may have mental health and wellbeing concerns  Young people who have been excluded or repeatedly suspended from school;  Young people who are school refusers  Young people who are homeless;  Young people who are young parents;  Young people with a generational history of early school leaving and/or unemployment See www.youthplus.edu.au - Publications for further information.

Qualifications: Formal qualifications such as diploma/degree level would be beneficial and/or relevant working experience in a similar role. The employee should also possess or be eligible for a Positive Notice Working with Children check.

Key Characteristics: The employee in this position is required to demonstrate a high level of competency involving self directed application of and responsibility of the administrative functions of the FLC.

Skills and Knowledge:      

Facilitate effective communication with staff, young people, families, youth hub members, partner organizations and visitors in a way that enhances the school image and contributes to the goals and ethos of Youth+. Demonstrate a capacity for tact and discretion and an ability to maintain confidentiality. Use initiative in self directed development and application of expert knowledge with extensive expertise in some areas A breadth and depth of professional skills are applied to roles and functions in both varied and highly specific contexts A high proportion of competencies involve significant scope and/or complex, specialized or professional functions. Duties of an innovative and/or critical nature are undertaken without professional direction and initiative is exercised in the application of professional practices.

Supervision:   

Work will be carried out under general guidance with limited or no professional supervision The general quality of work is monitored by management and is subject to stated objectives and professional standards Supervision at this level is related to task methodology and work practices

Primary Role Description: Administrative Leadership This position will have the:   

  

Responsibility for the development and maintenance of administrative processes which ensure the efficient and compliant operation of the FLC. Responsibility for ensuring all administrative functions and reporting compliances of the school are completed in a timely and accurate manner. Monitor and analyse regular management information such as staffing and financial resource usage, ensure that associated information systems are maintained and that regular reports are provided to management. Identify procedures requiring review or re-development and define relevant issues. Work collaboratively with staff to provide a safe, conducive work environment for staff and young people. Operate within the context of Youth+ Policies and Procedures

Duties and Responsibilities: Typical duties and responsibilities include but are not restricted to: Supporting young people and front of house operation 

   

Commitment to working under four principles of operation: Respect, Safe and Legal, Honesty and Participation. The principles establish a “common ground” among staff, young people and families, and are the means to resolve conflict, negotiate learning, recognise rights, responsibilities and consequences are modelled and explored, both within the group and individually Respond to enquiries from staff, young people, parents, partner members, the general public and address issues in accordance with the FLC procedures. Provide a welcoming and supportive environment for young people and families Provide a welcoming environment for visiting consultants Support young people with tasks such as travel passes, making phone calls, etc



Manage the safe environment of the front of house/school seeking assistance from teaching/youth work staff as required.

Reporting and Compliance:    

Maintain appropriate records and prepare reports as required by the Head of Campus or delegate. Manage and complete statistical, census and other returns as required by EREA, Government, CEO and other bodies. Prepare the above reports and present to the Head of Campus or delgate for sign off. Take responsibility for ensuring the accuracy of information. Manage the timelines for all reporting and compliance requirements

Staff Records and Compliance:  Manage and maintain staff records including Working with Children checks, staff licences, leave applications and fortnightly timesheets.  Prepare timesheets for sign off by Head of Campus or delegate and forward to payroll. Ensure leave applications are completed by staff and keep on file.  Ensure accuracy of all information  Prepare semester reports to the Head of Campus or delegate of staff compliance with Queensland Institute of Teaching registration, working with children checks and ensure licences are up to date.  Ensure staff information is up to date and on file including contracts, address, emergency contacts etc.  Prepare and maintain staff professional development lists as required for Queensland Institute of Teaching registration. Referral and Enrolment Processes and Young Person data entry:  Develop systems for the efficient managing of referral processes  Ensure referral and enquiry information is recorded and provide reports as required on referral data to assist in the strategic planning of the school development.  Maintain young person records including database entry.  Data input and maintenance of QCAA databases such as SLIMS and SDCS.  Develop systems to ensure accurate young person information is available for outings/camps etc  Manage accountability and records for confidentiality of information forms, permission forms, authority to administer medication etc.  Responsibility to organise student ID cards, yearly travel passes for young people.  Work with partner organisations to manage enrolment processes for deemed enrolments Financial Management: Take responsibility for the financial management of the centre including: o Arrange purchasing of materials and requisites for school o Work with the finance support staff to ensure payment of invoices, mastercard reconciliations and petty cash reconciliations.  Organise the resources of the centre including yearly stocktaking, maintaining registers and asset audits. Workplace, Health and Safety: Develop and maintain systems to ensure school is compliant with all WHS requirements:  Vehicles o Manage and maintain a schedule of servicing of FLC vehicles. o Manage the booking system for use of FLC vehicles by staff each week.

 

Ensure fire and lock down evacuation procedures are established, communicated and practiced within the school Work with the Infrastructure Coordinator to ensure WHS audits are completed according to system requirements

Minutes, report writing, applications:  In consultation with HOC or delegate, complete applications to obtain funding from outside bodies.  Prepare and distribute to families a newsletter each term  Maintain communication and correspondence between the school, other individuals and organisations  Keep minutes of weekly staff meetings and distribute to staff Other:    

Support staff in preparation of school activities e.g. outings, special events Maintain presence on the site during school vacations supporting other staff working on site. Work at a strategic level to ensure all administrative processes are completed in a timely, accurate and efficient manner. Carry out duties and tasks that may be reasonably assigned by the Head of Campus or Principal from time to time.

SC3: Good interpersonal skills in the context of relating to team members, young people and parents/caregivers. SC4: Current or eligibility for a Working with Children Clearance notice SC5: Demonstrated skills, knowledge and experience in analysing complex situations and implementing appropriate strategies to develop and support the administrative processes. Knowledge of school based systems is advantageous.
