2012 Qualifying Competition Season TECHNICAL ANNOUNCEMENT 1. GENERAL The 2012 U.S. Figure Skating qualifying competition season consists of 14 events. These include 12 qualifying events (nine regional championships, three sectional championships), the 2012 U.S. Junior Championships (juvenile & intermediate) and the 2012 U.S. Figure Skating Championships (Novice, Junior & Senior). All 14 events are sanctioned by U.S. Figure Skating and conducted according to the most current U.S. Figure Skating Rulebook, 2012 edition, with changes and clarifications as posted on the U.S. Figure Skating web site and this announcement. Compliance with these rules as updated or amended is the responsibility of the participants. U.S. Figure Skating reserves the right to incorporate revisions to the International Judging System (IJS) made by the ISU for junior and senior events and by U.S. Figure Skating to novice events and below. The qualifying and national championship competitions are only open to competitors who (1) Are current members of U.S. Figure Skating (2) Meet the eligibility requirements according to U.S. Figure Skating Rule 2211 (3) Meet all age and test requirements pertaining to the event to be entered and (4) Meet the citizen and residency requirements as stated in Rules 2230-2243 of the 2012 Official U.S. Figure Skating Rulebook. *Please note: amendments have been made to the requirements for returning U.S. skaters as well as non-U.S. citizens wishing to compete in the qualifying season. Consult the Rulebook to ensure you complete the necessary requirements. NEW RULES FOR NON-U.S. CITIZENS Non-U.S. citizens who are members in good standing with U.S. Figure Skating and have never competed internationally for another national skating federation may enter U.S. Figure Skating qualifying competitions if qualified by test level after submitting form CC-01. Non-U.S. citizens who are members in good standing of U.S. Figure Skating and who have competed internationally for another national skating federation must meet the requirements set forth in Rules 2242 and 2243 and submit a “Non-U.S. Citizen Application to Compete” (form CC-01), found here: http://www.usfigureskating.org/About.asp?id=459 to the Chair of the

Competitions Committee a minimum of seven days prior to the close of entries. Important Notice for All Coaches To coach at a U.S. Figure Skating qualifying level competition, a professional coach or choreographer must be:  Declared by a skater in the registration process with U.S. Figure Skating  Listed as Coaches Education Requirement (CER) Category A compliant for 2011-2012  Current with Coach Registration (requires annual fee and background check)  A current member in U.S. Figure Skating

Each local organizing committee (LOC) will be provided with a list of coaches who are cleared for a credential at the competition Coaches will need to check in at the event registration desk and show a government issued photo I.D. to receive a credential. Coaches who are NOT on the list will need to show proof of membership in both U.S. Figure Skating and the PSA, a Coaches Registration card, proof of Category A compliance in CER, and a photo I.D. at check in. If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary documents, he or she will not be allowed a credential – no exceptions. We strongly urge all coaches to have their cards with them. Important notice for all pairs and dance teams For all juvenile and intermediate pairs and dance teams, it is a requirement for the 2012 qualifying season that all of these teams compete at the sectional championships. The top eight teams from each sectional championship will advance to the 2012 U.S. Junior Championships. In addition, if there are fewer than eight teams from one or more sections, a sufficient number of teams from other section(s) will be permitted to enter in order to bring the number of entrants up to a maximum number of 24 at the U.S. Junior Figure Skating Championships. These additional entrants in the intermediate and juvenile pairs and dance events will be selected in the order of their placement at the comparable sectional event of the same year. If two teams are tied for the additional place both teams will be permitted to enter.

2. TECHNICAL DETAILS A. CONDUCT OF EVENTS For the 2012 season, all events and levels at all championship competitions (regional, sectional, U.S. Junior Championships, U.S. Championships) will be conducted in accordance with the International Judging System (IJS).

B. AGE and TEST QUALIFICATIONS All age and test requirements can be found in the U.S. Figure Skating Rulebook starting with Rule 4230 (intermediate singles) and on the U.S. Figure Skating web site at http://www.usfigureskating.org/New_Judging.asp?id=355.

C. TECHNICAL ELEMENTS The well-balanced program charts for all levels and disciplines are posted on the U.S. Figure Skating web site at http://www.usfigureskating.org/New_Judging.asp?id=355. As referenced earlier in this announcement, U.S. Figure Skating will incorporate all changes made by the ISU in regards to well-balanced programs. Please refer to this web site often for continuous updates. All competitors entering into the 2012 qualifying competition season are required as part of their online registration to submit a planned program content sheet (PPCS) detailing the elements in their program(s). You may update your PPCS at www.usfsaonline.org up to two weeks prior to the start of your competition.

D. MUSIC COMPETITON MUSIC INFORMATION (Required component of online registration) U.S. Figure Skating requires all competitors to fully complete a competition music information form as part of the online registration process. The following information is required for each piece of music used in the composition of the short program/original dance and free skate/free dance: composer, orchestra, duration of music, record label/number (optional but highly recommended if obtainable). COMPACT DISCS (CDs) For all qualifying events during the 2012 season, CDs are the only acceptable media. CDs must be: 

Clearly marked with name (last name, first name), event entered and the music time/ length.



Each CD must have only ONE (1) track on it. In the case of a short program and free program, two (2) separate discs must be used. Any disc with more than one (1) track will NOT be accepted!



Lead in time (time before the music begins) on CDs may not exceed two (2) seconds.



Due to compatibility and reliability reasons, music may NOT be submitted on re-recordable "CD-RW" discs.



Each CD must be turned in - in a paper CD sleeve with a see through window (obtainable at any office supply store), also labeled with the skater’s name and event. Standard hard plastic jewel cases or other CD holders are no longer acceptable. CDs that are not properly identified will NOT be accepted

Competition music must be turned in at the registration desk at the time of registration. At the Championships, competitors will not receive their credentials at registration until they turn in their music. The originals used at the regional championships will be forwarded to the sectional championships and the U.S. Junior Championships for those advancing. Those qualifying from the sectional championships will have their original music forwarded on to the U.S. Junior Championships/U.S. Championships. CD’s are to be mailed in “CD Mailers”, which can be obtained at the post office or any office supply store. All competitors must have at least one (1) additional copy rinkside at practice sessions and during the actual competition event. The LOC will accept no responsibility for damage or loss. CDs not picked up by the end of the competition are not the responsibility of the LOC and will be discarded.

E. OFFICIAL BULLETIN BOARD The official bulletin board will contain any announcements or changes and it is the responsibility of the competitors to check it often for official notices. Please refer to the local portion of the announcement for further information regarding the bulletin board.

3. INSURANCE/LIABILITY A. LIABILITY U.S. Figure Skating, the host club(s) and/or interclub association, the organizing committee, and the ice arenas being utilized for these events accept no responsibility for injury or damage sustained by any participant in these championships (U.S. Figure Skating Rule 3222).

This fantastic facility is conveniently located approximately 90 minutes from Detroit Metro Airport, 25 minutes east of the Capital City Airport and 15 minutes from downtown Lansing, Michigan’s capital city. With the beautiful Michigan State University Campus, beautiful snow and holiday celebrations, you will create a memorable experience in our wonderful city! OFFICIAL ICE ARENA – Suburban Ice East Lansing The 2012 U.S. Junior Figure Skating Championships will be held at Suburban Ice East Lansing at 2810 Hannah Blvd. East Lansing, MI 48823 Suburban Ice East Lansing website: http://www.suburbanice.com/suburban-lansing/ Contact: Mo Parisian, Jeff Mitchell or Jessica Johnston at (517) 336-4272 Suburban Ice East Lansing, originally opened in 1999, and the Suburban Sports Group took over management in 2004. The facility has two NHL size ice surfaces. Both rinks are 85' x 200' with rounded corners and will be used for competition, practice ice and warm-ups. Intermediate events will take place on Rink One and Juvenile events will take place on Rink Two.

PLANNED PROGRAM CONTENT SHEET All competitors entering into the 2012 qualifying competition season are required as part of their online registration with USFS to submit a planned program content sheet (PPCS) detailing the elements in their program(s). You may update your PPCS at www.usfsaonline.org up to one week prior to the start of your competition.

REGISTRATION DESK The official registration desk will be located at Suburban Ice East Lansing. Hours will be posted on the website and during the event. Competitors and coaches are required to check in upon arrival to receive their pre ordered items, credentials and welcome packet.

OFFICIAL DRAW An official draw party will be held on Saturday December 10th, for Juvenile and Intermediate Singles events and for Juvenile and Intermediate Dance and Pairs the draw party will be held on Monday December 12th. An official schedule will be posted at on the event website, at registration and posted throughout the facility. The draw party is NOT mandatory but we encourage all competitors to attend. If you do not attend, the officials will draw for you. Parents are welcome to attend and take photos. The official draw will be offered for all events.

CREDENTIALS Each competitor, one official coach per entry and one parent/chaperone per competitor will be provided a complimentary credential that allows access to the arena. Lost credentials will be replaced for a fee of $50.

AWARDS Medals will be awarded to first, second, third and fourth place in the “Championship Final Rounds.” There will be no awards following the qualifying rounds. All awards will be presented on the ice on Wednesday following each of the final events. Competitors must wear skating costumes and skates.

OFFICIAL AND UNOFFICIAL PRACTICE ICE Official Practice Ice Official practice ice will begin in the morning on Saturday, December 10 for Intermediate Ladies/Men, Sunday, December 11 for Juvenile Girls/Boys, Monday, December 12 for Intermediate/Juvenile Pairs and Dance. Sessions will be 30 minutes in length. Each competitor’s music will be played on official practice ice. The official practice sessions are free of charge. Each competitor will be guaranteed one official practice for the following: Qualifying Round Competitors Final Round Competitors ONLY

Singles: Intermediate, Juvenile Free Skate Singles: Intermediate Short Program, Juvenile Free Skate Pairs: Short Program and Free Skate Dance: Pattern Dance and Free Dance

Warm Up Practice Ice 20-minute warm-ups will be held for all rounds (qualifying and finals). No music will be played on warm up ice. The warm up practice ice are free of charge. Unofficial Practice Ice Unofficial practice ice will be available throughout the competition at the Suburban Ice East Lansing for limited hours. Additional unofficial practice ice will be offered at Munn

2012 U.S. Junior Figure Skating Championships Ice Arena on Michigan State University’s Campus. Directions are located on the website. Unofficial practice ice will begin on Friday, December 9, at Suburban Ice East Lansing. Unofficial practice ice may be pre purchased for $20.00 singles, $30.00 pairs and dance teams per session. Competitors will have a limit of two sessions per day to pre purchase. Pre purchased unofficial practice ice must be submitted with your registration forms and meet the required deadlines. Unofficial practice ice will be assigned by level and event. The unofficial practice ice schedule will be available by Dec. 2 at www.LSC2012juniorchampionships.com. Additional unofficial practice ice will be available during the event on first come, first serve basis and must be purchased at the Suburban Ice East Lansing at the rate of $20.00 singles, $30.00 pairs and dance teams. After payment is made, you will receive a coupon to present at Munn Ice Arena. Music will NOT be played on unofficial practice ice. Sessions will be 30 minutes in length. Unofficial practice is non refundable and non-transferrable to another competitor.

MEDICAL SERVICES Qualified medical personnel will be available during the competition beginning Friday, December 9.

PROGRAM AND PUBLICITY PHOTOGRAPHS If you wish to have your photo included in the program, each singles competitor, pairs team and dance team must submit one photograph by email to Mignon Middlebrook, at [email protected]. The photo for the program book must be in jpg format, 300 dpt, black and white, headshot only. Include in the email the competitor's name(s), event and placement at skater’s specific 2012 regional or sectional championships, coach(es)’ and choreographer's names, home club and what the competitor loves most about skating.

COMPETITORS’ PARTY The “Winter Wonderland” competitors’ party will be held Wednesday, December 14 at the Kellogg Center on Michigan State University’s Campus. The party is scheduled from 9:00 p.m.-11:00 p.m, after the conclusion of the final event. Food will be served in the Kellogg Center for all those attending. Additional information will be available at www.LSC2012juniorchampionships.com , and on the official bulletin board at Suburban Ice East Lansing. Those attending the competitors’ party will receive a commemorative gift. Tickets are $10.00 pre purchased or $15.00 at the registration desk during the competition.

The party is scheduled from 9:00 pm - 11:00 pm, after the conclusion of the final event. Food will be served at the Kellogg Center for all those attending. Tickets are $10.00 pre purchased or $15.00 at the registration desk during the competition. Those attending the competitors’ party will receive a commemorative gift.

The photo for the program book must be in jpg format, 300 dpt, black and white, headshot only. Include in the email the competitor's name(s), event and placement at skater’s specific 2021 regional or sectional championships, coach(es)’ and choreographer's names, home club, and what the competitor loves most about skating. Unofficial Practice Ice 2012 U.S. Junior Figure Skating Championships

OFFICIAL AND UNOFFICIAL PRACTICE ICE Official Practice Ice Official practice ice will begin in the morning on Saturday, Dec. 10 for Intermediate Ladies/Men, Sunday, Dec. 11 for Juvenile Girls/Boys, Monday, Dec. 12 for Intermediate/Juvenile Pairs and Dance. Sessions will be 30 minutes in length. Each competitor will be guaranteed one official practice for the following: Qualifying Round Competitors Singles: Intermediate Free Skate, Juvenile Free Skate Final Round Competitors ONLY Singles: Intermediate Short Program, Juvenile Free Skate Pairs: Short Program and Free Skate Dance: Pattern Dance and Free Dance Warm Up Practice Ice 20-minute warm-ups will be held for all rounds (qualifying and finals). No music will be played on warm up ice. The warm up practice ice are free of charge. Unofficial Practice Ice Unofficial practice ice will be available throughout the competition at Suburban Ice East Lansing for limited hours. Additional unofficial practice ice will be offered at Munn Ice Arena on Michigan State University’s Campus. Directions are located on the website. Unofficial practice ice will begin on Friday, December 9 at Suburban Ice East Lansing. Unofficial practice ice may be pre purchased for the rate of $20.00 singles, $30.00 pairs and dance teams per session. Competitors will have a limit of two sessions per day to pre purchase. Pre purchased unofficial practice ice must be submitted with your registration forms and meet the required deadlines. Unofficial practice ice will be assigned by level and event. The unofficial practice ice schedule will be available by Dec. 2 at www.LSC2012juniorchampionships.com. Additional unofficial practice ice will be available during the event on first come, first serve basis and must be purchased at Suburban Ice East Lansing at the rate of $20.00 singles, $30.00 pairs and dance teams. After payment is made, you will receive a coupon to present at Munn Ice Arena. Music will NOT be played on unofficial practice ice. Sessions will be 30 minutes in length. Unofficial practice is non refundable and nontransferrable to another competitor.
