2010 Qualifying Competition Season TECHNICAL ANNOUNCEMENT 1. GENERAL The 2010 U.S. Figure Skating qualifying competition season consists of a total of 14 events. These include 12 qualifying events (nine regional championships, three sectional championships), the 2010 U.S. Junior Figure Skating Championships (juvenile and intermediate) and the 2010 AT&T U.S. Figure Skating Championships (novice, junior and senior). All 14 events are sanctioned by U.S. Figure Skating and conducted according to the most current U.S. Figure Skating rulebook, 2010 edition, with changes and clarifications as posted on the U.S. Figure Skating web site and this announcement. Compliance with these rules as updated or amended is the responsibility of the participants. U.S. Figure Skating reserves the right to incorporate revisions to the international judging system (IJS) made by the ISU for junior and senior events and by U.S. Figure Skating to novice events and below. The qualifying and national championship competitions are only open to competitors who (1) Are current members of U.S. Figure Skating (2) Meet the eligibility requirements according to U.S. Figure Skating Rule 3035 (3) Meet all age and test requirements pertaining to the event you are entering and (4) Meet the citizen and residency requirements as stated in Rule 3065. Non-U.S. citizens who have already received a letter of permission from the chair of the Competitions Committee and were accepted to compete in the U.S. Figure Skating qualifying system are eligible to register. All other non-US citizens seeking eligibility must meet the requirements set forth in Rule 3065. Important Notice for All Coaches All coaches must comply with the coaches’ registration policy in order to be allowed to instruct/coach at all qualifying competitions. Coaches will need to check in at the event registration desk and show proof of registration plus membership in both U.S. Figure Skating and PSA in order to receive a credential. Each local organizing committee (LOC) will ask to see each coach’s registration, membership cards and a photo ID at check in. A list of all coaches who have successfully registered will be available at http://www.usfigureskating.org/Shell.asp?sid=41529. If they have not registered, they will not be allowed a credential – no exceptions. Important Notice for All Pairs and Dance Teams All pairs and dance teams will begin their qualifying at their respective sectional championships (unless they have been notified of a bye advancing them directly to the U.S. Championships). These events will no longer be offered at the regional championships.

2. REGISTRATION A. METHOD Online Electronic Registration (Required) Online registration is the ONLY method available for entry into the 2010 U.S. Figure Skating qualifying competition season. All competitors competing at the sectional championships had to register for the 2010 qualifying competition season by the deadline of Sept. 1, 2009. To update all mandatory forms (Planned Program Content Form, Competition Music Form, Medical Registry, Media Form) for the 2010 qualifying competition season, proceed in the following manner: ! !

B. BYES No medical byes will be considered. Competitors awarded a bye to their sectional championships or the U.S. Championships will receive official notification in writing from U.S. Figure Skating. All competitors wishing to compete in the 2010 qualifying competition season, including those who receive a bye, must enter by the Sept. 1, 2009 deadline.

C. ENTRY FEES Sectional Championships Qualifying Entry Fees Those singles skaters advancing, regardless of method, from their regional championships to the sectional championships will incur an additional $150 entry fee plus $10 administrative fee. This total will automatically be charged to the credit card that paid the initial entry fee. All pairs and dance teams were charged the $150 entry fee plus administrative fee during the initial registration process; therefore, no additional entry fee for these teams will be charged. Singles skaters who receive a bye from their regional championships directly to the sectional championships will only be charged the sectional entry fee of $150 plus the $10 administrative fee. Those who received a late bye after the close of entries and paid the initial $130 entry fee (and the administrative fee) will be charged an additional $20 to cover the cost of the sectional entry fee. Your registration fee is not considered valid until all appropriate entry and administrative fees have been paid and all required forms have been completed online to U.S. Figure Skating.

D. PAYMENT Online payment via credit card is the ONLY accepted form of payment. For those competitors advancing to the sectional championships from the regional championships, the credit card used during the initial entry registration will be automatically charged the additional sectional entry fee. If an alternative card must be used for the sectional entry fee, please contact Lindsay Mulvey, U.S. Figure Skating, at 719.635.5200. Once entered, all withdrawals are considered final. A skater may not reenter even if the withdrawal occurs prior to the entry deadline on September 1, 2009.

3. TECHNICAL DETAILS A. CONDUCT OF EVENTS For the 2010 season, all events and levels at all championship competitions (regional, sectional, U.S. Junior Championships, U.S. Championships) will be conducted in accordance with the international judging system (IJS).

B. AGE AND TEST QUALIFICATIONS All age and test requirements can be found in the U.S. Figure Skating Rulebook starting with Rule 3640 (senior singles) and on the U.S. Figure Skating web site at http://www.usfigureskating.org/New_Judging.asp.

C. TECHNICAL ELEMENTS The well-balanced program charts for all levels and disciplines are posted on the U.S. Figure Skating web site at http://www.usfigureskating.org/New_Judging.asp. As referenced earlier in this announcement, U.S. Figure Skating will incorporate all changes made by the ISU with regard to well-balanced programs. Please refer to this web site often for continuous updates. All competitors entering into the 2010 qualifying competition season are required as part of their online registration to submit a planned program content sheet (PPCS) detailing the elements in their program(s). You may update your PPCS at www.usfsaonline.org up to one week prior to the start of your competition. D. MUSIC COMPETITON MUSIC INFORMATION (Required component of online registration) U.S. Figure Skating requires all competitors to fully complete a competition music information form as part of the online registration process. The following information is required for each piece of music used in the composition of the short program/original dance and free skate/free dance: composer, orchestra, duration of music, record label/number (optional but highly recommended if obtainable). COMPACT DISCS (CDs) For all qualifying events during the 2010 season, CDs are the only acceptable media. CDs must be clearly marked with name, event entered and the music length. Each CD must have only ONE (1) track on it. In the case of a short program and free program, two (2) separate discs must be used. Any disc with more than one (1) track will NOT be accepted! Lead in time (time before the music begins) on CDs may not exceed two (2) seconds. New for 2010 Each CD must be in a paper CD sleeve with a see through window (obtainable at any office supply store), also labeled with the skater’s name and event. Standard hard plastic jewel cases or other CD holders are no longer acceptable. CDs that are not properly identified will NOT be accepted. Due to compatibility and reliability reasons, music may NOT be submitted on re-recordable "CD-RW" discs. Competition music must be turned in at the registration desk at the time of registration. At the Championships, competitors will not receive their credentials at registration until they turn in their music. The originals used at the Regional Championships will be forwarded to the

2010 U.S. Figure Skating Eastern Sectional Championships Sectional Championships and the U.S. Junior Championships for those advancing. Those qualifying from the Sectional Championships will have their original music forwarded on to the U.S. Junior Championships/U.S. Championships. Skaters receiving byes to the U.S. Championships must mail their competition music on CD no later than one (1) month (Dec. 13, 2009) prior to the start of the U.S. Championships to the following address: Pete Zurlinden U.S. Championships Music Tech 2950 Los Olivos Lane La Crescenta, CA 91214-2813 CD’s are to be mailed in “CD Mailers”, which can be obtained at the post office or any office supply store. All competitors must have at least one (1) additional copy rinkside at practice sessions and during the actual competition event. The LOC will accept no responsibility for damage or loss. U.S. Figure Skating will supply current dance music for compulsory dances.

E. OFFICIAL BULLETIN BOARD The official bulletin board will contain any announcements or changes, and it is the responsibility of the competitors to check it often for official notices. Please refer to the local portion of the announcement for further information regarding the bulletin board.

4. ADVANCEMENT TO U.S. JUNIOR CHAMPIONSHIPS (Strongsville, Ohio)/U.S. CHAMPIONSHIPS (Spokane, Wash.) QUALIFIERS For all competitors advancing to the U.S. Championships Representatives from the 2010 AT&T U.S. Figure Skating Championships will be present to distribute information packets, ensure that all competitors advancing receive and submit the required information and answer any other questions pertaining to the U.S. Championships in Spokane, Wash. A room at each sectional championships has been assigned for those skaters advancing to the U.S. Championships. Representatives from the LOC and U.S. Figure Skating shall be available to assist. The fifth- and sixth-place finishers in singles, pairs and dance for novice-/junior-/senior-level competitors are the first and second alternates to the U.S. Championships. They will receive their announcement on site but do not need to submit any paperwork unless contacted by U.S. Figure Skating. Juvenile and Intermediate Pairs and Dance All juvenile and intermediate pairs and dance will have their first competition at the sectional championships rather than the regional championships. The top eight placed teams at each sectional championship will advance to the U.S. Junior Figure Skating Championships. All teams advancing will receive instructions for downloading the U.S. Junior Championships announcement from www.usfsaonline.org.

2010 U.S. Figure Skating Eastern Sectional Championships The ninth- and tenth-place teams at each sectional championships will be considered the first and second alternates for the U.S. Junior Championships. They will receive instructions for downloading the announcement but do not need to submit any paperwork unless contacted by U.S. Figure Skating.

Alternates do not need to mail in any paperwork or required forms unless contacted by U.S. Figure Skating. 5. INSURANCE/LIABILITY A. LIABILITY U.S. Figure Skating, the host club(s) and/or interclub association, the organizing committee and the ice arenas being utilized for these events accept no responsibility for injury or damage sustained by any participant in these championships (U.S. Figure Skating Rule 3222).

6. ANTI-DOPING Anti-doping tests will be conducted at the U.S. Figure Skating Championships, held in Spokane, Wash., Jan. 14-24, 2010. Senior-level competitors only are eligible to be tested. If selected, testing is mandatory.

The University of Delaware Figure Skating Club (UDFSC) is proud to be hosting the 2010 Eastern Sectional Figure Skating Championships. The club was chartered in January 1986 and is located at 593 South College Ave in Newark. The UDFSC is dedicated to supporting skaters and the sport of figure skating in association with United States Figure Skating and the University of Delaware's Ice Skating Science Development Center. Welcome packets will be supplied to the athletes at the registration desk. These will contain information about the surrounding area. Skaters, coaches and officials will find it a great place to visit with a vibrant skating community. Participants are subject to all rules and conditions set forth in the announcement packet and the 2010 U.S. Figure Skating Rulebook. This event will be judged using the International Judging System (IJS) for all events.

MEDICAL SERVICES Medical personnel will be on-site during the competition and will assist with immediate medical needs. Newark Emergency Center is located nearby on Main Street (302-738-4300) and Christiana Hospital is approximately five miles from the rink at the intersection of routes 4 & 7 (Emergency #: 302-7331601, Information #: 302-733-1000). There is a Happy Harry’s Pharmacy also located on Main Street.

DEADLINES Please read the announcement and accompanying forms very carefully and be sure to meet all deadlines. All photos, practice ice requests, and accreditation requests must be sent to the registrar and postmarked not later than the Thursday following the conclusion of applicable regional championships. DO NOT use any form of mail or delivery service that would require a signature for delivery. Such requirement will cause significant delays in delivery. Please feel free to contact us should you have any question regarding what is required. Any information postmarked after the Thursday following your regional championship will be accepted only at the discretion of the local organizing committee.

OFFICIAL NOTICES The official bulletin board will be maintained by the University of Delaware Figure Skating Club at 593 South College Avenue. Postings on the Official Bulletin Board will constitute official notice to all competitors and coaches of schedule changes and other competition information. It is the skater’s responsibility to check the bulletin board for event or schedule changes. No event will begin prior to the posted start time; however, skaters should be at the rink and checked in 45 minutes prior to their event.

REGISTRATION The registration desk at the Fred Rust Ice Arena will be open throughout the week. Competitors should check-in at the registration desk upon their arrival to receive their credentials and other important information. Registration will be open on Monday, Nov. 16 from 7 p.m. to 9 p.m. thereafter the registration desk will remain open during all practice and competition hours.

PRACTICE ICE

(See Form B)

Practice ice sessions will begin on Tuesday, Nov.17, 2009 Official ice packages are available for purchase. The number of sessions and session time varies based on level and discipline. See Form B for details. One minute of each skater’s music will be played on official practices only. A 20-minute warm up per event entered is included in the official ice packages. Warm up sessions will be scheduled for all competitors on the day of the event. Depending on the schedule, official practices and/or warm-ups may take place on the secondary surface. All official ice packages include one Official Program Book, one 2010 Easterns Commemorative Pin and the $10.00 photo submission fee will be waived. Unofficial practice ice is available and may be pre-reserved for $15 per skater, per session. All sessions will be 30-minutes in length with a maximum of 12 skaters. Depending on availability, sessions will be sold for $20 per competitor on-site. The enclosed form (Form B) must be completed and submitted with a check to guarantee official, and if requested, unofficial practice ice times. Please make check payable to UDFSC and include with your entry packet. A schedule will be posted online as soon as it is available – please check the website at www.udel.edu/udfsc/easterns2010.com often for current information. OFFICIAL PROGRAM AND MEDIA INFORMATION All qualifying skaters, whether advancing through a BYE or advancement from the regional championships, are required to provide two (2) 5x7” head/shoulder photos labeled with the name of the competitor(s), home club, event level, and coach. Digital media files should be in Tiff, EPS or PDF format (300 dpi or greater). Please email the image(s) to Tammy Jeandell at [email protected] or if sending printed photos, enclose with your form submission found at the end of this announcement. There is a $10.00 fee, which will be waived with the purchase of an official ice package. All submissions must be emailed or postmarked no later than the Tuesday (SA) or Thursday (NE, NA) following your regional championships.

OFFICIAL MERCHANDISE (See Form D) 2010 Eastern Sectional U.S. Figure Skating apparel will be available for purchase on site. Pre-ordering your official merchandise is available. See Form D for details. Please submit this form along with all other forms no later than the Thursday and following your regional championships. Merchandise details may also be viewed online at www.udel.edu/udfsc/easterns2010.com.

PHOTOGRAPHY and VIDEO Competitive performance videotaping will be provided by and available for purchase from the official event videographer assigned by U.S. Figure Skating. All U.S. Figure Skating Championship Competitions (including sectional championships) will be professionally videotaped and photographed. Videotaping of the competition in any form is not permitted. Photographs are permitted for personal use only. No flash photography is allowed and resale of photos is strictly prohibited.

AWARDS Medals will be awarded to the first through fourth place finishers and trophies will be awarded to the champions. Check the bulletin board for award schedule and location.

Security will be in place and entry will be limited to credentialed and ticketed individuals only. Chaperone Credentials: Each skater may name one chaperone to receive credentials free of charge. One additional chaperone credential may be purchased for $45. Chaperones will not have access to the skater locker rooms or staging areas. Coaches Credentials: Each singles entry may designate a maximum of two coaches for credentials; each pair and dance team may designate a maximum of three coaches for credentials. One coach credential will be provided free of charge; all others are $45 each. All coaches must be current U.S. Figure Skating and PSA members in good standing and show proof of coach’s registration and photo I.D. to be credentialed. Coaching credentials will allow access to all venue areas, including coach’s hospitality. Changes: Changes to chaperone and/or coach designations may be made at the registration desk. Competitors will be limited to one chaperone and one coach designation change. Only a skater who is not a minor, or a parent or legal guardian of a minor skater may designate or change and official chaperone or coach. Replacement cost for any lost or missing credential is $45.00

All-Event Passes are available for $45 and daily tickets are available for purchase separately. Tickets may be pre-ordered (See Form C). This form must be submitted with your other forms by the Thursday following your regional competition.
