REGULATIONS The ISU World Junior Speed Skating Championships 2014 will be held in accordance with the 2012 Regulations of the International Skating Union (ISU) and relevant ISU Communications, in particular ISU Communication No. 1810. Participation in the ISU World Junior Speed Skating Championships is open to Junior Skaters who belong to an ISU Member (Rule 130, paragraph 1), and has achieved the required qualifying times according to ISU Communication No. 1810. A junior is a Skater who has not reached the age of 19 by July 1, 2013 (Rule 108, paragraph 1b). The Championships will include the following events: • • • • • •

Ladies, single distances: 500 meters (2 races), 1000 meters, 1500 meters, 3000 meters; Men, single distances: 500 meters (2 races), 1000 meters, 1500 meters, 5000 meters; Ladies, allround combination: 500, 1500, 1000 and 3000 meters; Men, allround combination: 500, 3000, 1500 and 5000 meters; Team Pursuit race for Ladies: 6 laps by national teams of 3 Skaters each; Team Pursuit race for Men: 8 laps by national teams of 3 Skaters each.

TRACK A standard speed skating track of 400 meters to the lap laid out at Fosenhallen, an artificially frozen indoor ice rink, not fully climatized, in Bjugn – Norway. The radii of the inner and outer curves are 25 and 29 meters respectively. The inside training lane has a width of 3 meters. TITLE AND AWARDS

The winners of the allround combination are the Skaters with the lowest total of points after 4 distances have been completed (Rule 265, paragraph 2 and 268, paragraph 1). The winners will bear the title: “Lady World Junior Allround Speed Skating Champion for 2014” and “World Junior Allround Speed Skating Champion for 2014”, respectively (Rule 133, paragraph e), and will each be awarded the ISU Championships gold medal. The Skaters placed second and third in the final classification after 4 distances will be awarded the ISU Championships silver and bronze medals, respectively. The winners of the single distances will bear the titles “Lady World Junior Speed Skating Champion ___ meters for 2014” and “World Junior Speed Skating Champion_____ meters for 2014”, respectively (Rule 133, paragraph g), and will be awarded the ISU Championships gold medal. The Skaters placed second and third in the respective distance will be awarded the ISU Championships silver and bronze medals. The winning teams of the Team Pursuit event will bear the titles “Ladies World Junior Speed Skating Team Pursuit Champions for 2014” and “World Junior Speed Skating Team Pursuit Champions for 2014” (Rule 133, paragraph f). Prize money will be awarded according to ISU Communication No. 1509.

ENTRIES Entries can only be made using the ISU Online Entry System for Speed Skating Events on www.isu.org, section Speed Skating or www.k4sport.ru/login.php. Each ISU Member may enter maximum 5 Ladies and 5 Men, and 1 substitute per category (Rule 208, paragraph 7). Only skaters who have achieved, during the seasons 2012/13 or 2013/14, the qualifying times listed in ISU Communication No. 1810 may be entered:

To be entered for Single Distance events a Skater must have achieved the qualifying time for the distance concerned. However, a Skater entered for the Allround event, is permitted to compete (and will be considered as automatically entered) in the respective Single Distance events, except for the 500 m. To be entered for the Allround Championships a Skater must have achieved the listed qualifying time in 1500m (Ladies) and 3000m (Men). To be entered for the Team Pursuit event, a Skater must have achieved at least one of the above mentioned qualifying times. Further details on the entry rules are given in ISU Communication No. 1810, paragraph 2.1 e). The Preliminary entry with the number of Competitors & substitutes and the number of coaches and other team staff, as well as provisional names of the Competitors and team leader must be communicated to the Organizing Committee at the latest by 12:00 noon (local time) on Monday, February 17 (See Rule 208, paragraph 8). Final entries including the names of the Competitors and available substitutes, as well as the names of the team leader, coaches and other team staff for whom an accreditation is required must reach the Organizing Committee by letter, fax or electronic mail at the latest by 12:00 noon (local time) on Tuesday, March 4 [(See Rule 208, paragraph 9). Please note that for all persons entered by the Members the procedures regarding the Declaration for Competitors and Officials (all team Officials requiring an accreditation) entering ISU Events (Rule 131) as outlined in ISU Communication 1628 need to be strictly observed. For more details please refer to Rules 115, 131, 208 and ISU Communications No. 1628 and 1797.

CITIZENSHIP/RESIDENCE REQUIREMENTS AND CLEARANCE PROCEDURE In accordance with Rule 109 of the ISU Regulations and ISU Communication No. 1420, all Skaters who do not have the nationality of the Member by which they have been entered or who, although having such nationality, have in the past represented another Member, must produce an ISU Clearance Certificate. DRAWING The drawings will be made in accordance with Rules 239 and 243. ANTI-DOPING CONTROL Anti-doping tests will be carried out in accordance with the valid ISU Anti-Doping Code (ISU Communications No. 1693, 1694, 1765 and 1800 or any further updates of these Communications). LIABILITY In accordance with the ISU General Regulations (Rule 119), the ISU, the Norwegian Skating Association and the Organizing Committee assume no responsibility for or liability with respect to bodily or personal injury or loss of property or damage incurred in connection with this Championship. Each Member is solely responsible for providing insurance coverage thereto. TRAINING TIMES The speed skating track will be open for training for entered competitors from Monday March 3. Trial starts will be organized on Thursday March 6. Only accredited competitors, substitutes and team officials will be allowed to enter the ice-rink during the official training hours. BOARD AND LOADGING The Organizing Committee will be responsible for expenses for board and lodging at the official hotel from lunch on Thursday March 6 until lunch on Monday March 10. (Rule 137 paragraphs 10 and 14) for up to 5 Skaters (Ladies and Men respectively) and 1 team leader or coach for each ISU Member. Expenses of other Skaters and officials (i.e. coaches, other team staff members and accompanying persons) other than those mentioned above, and expenses before or after the period mentioned above, will be at their own expense. Please make all hotel arrangements directly with the Norwegian Skating Association prior to February 10, 2014. OFFICIAL HOTEL The Organizing Committee will arrange hotel reservation for all Skaters and officials at the relevant hotels in the area. TRANSPORTATION The Organizing Committee will organize door to door transportation from February 24 to February 26 from Trondheim Airport and to Trondheim Airport from March 10 to March 11. The cost per person will be NOK 350 in each direction. Please do not book a plane earlier than 11.30 am for departure from Trondheim Airport. For arrival and departure on other dates please contact the Organizing Committee regarding transportation. Team officials who do not travel together with their team cannot be guaranteed this transportation service. The Organizing Committee must be informed about the time of arrival and departure (incl. flight details) of the competitors and team officials as soon as possible, but no later than February 17.

A shuttle bus service will be available between the official hotels and the ice-rink from March 3, 2014

VISA REQUIREMENTS A visitor visa may be required for participants and team officials. Please contact the Norwegian Skating Association if you need an invitation letter for the visa. For the invitation letter please submit the following information: • • • •
