CONTEXT

This is an exciting opportunity to join a high performing team of engineers and surveyors as we continue to develop a world class estate in a Top 40 institution. The University of Lincoln’s Estate extends to over 110,000m2 in over 150 buildings across Lincoln and Lincolnshire. The University has completed an evaluation of the existing estate and identified key objectives which require addressing through a structured programme of works. You will be working within the Maintenance team who are responsible for the delivery of all aspects of reactive, planned and long term maintenance. Managing contract staff and ensuring health and safety are paramount.

JOB PURPOSE

The Mechanical & Electrical Maintenance Engineer will play a significant role in the University’s Maintenance Team in the delivery of works programmes which address our current requirements. The post holder is a key member of the team and will be expected to adopt a flexible working approach and be able to adapt to the demands placed upon the team. The role requires the provision of high level technical skills whilst driving forward an improvement in the quality of the built environment. To manage the effective maintenance of all plant, equipment and associated systems within the built environment to a high standard in compliance with statutory and university requirements and in a cost effective manner. To plan, exercise control, organise and supervise the financial and contractual documentation required in order to support the M & E Maintenance Manager and fulfil University requirements. To ensure the health, safety and welfare of university employees, students, visitors and contractors within the context of the post. Effective and appropriate project management to ensure works are carried out within agreed timescales, qualitative, procedural, safety and financial parameters. Page 1 of 7

KEY RESPONSIBILITIES Management of maintenance operations Manage the maintenance and operation of building services installations, plant, equipment and associated systems to a high standard in compliance with statutory and University requirements in a cost effective manner, through effective and direct site and project management. Maintain all necessary records and archives as required by legislation, University requirements and best practice. Ensure routine maintenance activities are affected in the most appropriate manner so as not to disrupt University activities while ensuring optimum value for money is achieved. Liaise with all University contractors and suppliers to ensure optimum service delivery in accordance with agreed service level agreements. Develop and review systems and procedures to allow accurate details to be recorded for the purposes of audit and financial performance in relation to the maintenance of the University estate. Support the development and implementation of the Divisional service level agreements. Provide technical support to internal and external teams. Support in setting up of mechanical and electrical framework agreements. Auditing of contractors and suppliers Manage and audit maintenance works from conception to completion, ensure they are carried out within agreed timescales, qualitative, procedural, safety and financial parameters. Development and implementation of the long term maintenance plan Supporting the development, implementation and maintenance of the long term maintenance plan pertaining to the Universities mechanical and electrical plant and equipment. Prepare estimates and programmes of work together with detailed forecasting of maintenance schedules for current and future years. Provide technical support and advice on asset management in the forecasting and implementation of the long term maintenance plan.

Procurement of maintenance services and works Support the obtaining tenders for services and minor works in accordance with University regulations. Develop and maintain technical specifications, asset schedules and contractual documentation to ensure technical accuracy and compliance with tendering, financial and statutory regulations. Management of health and safety compliance Follow and review systems and procedures including compilation of all relevant documentation to fully support statutory obligations. Support the management of statutory obligations required of the University with particular regard to the Gas Safety Regulations, Water Hygiene Regulations, Lift and Lifting Equipment, LEV and Fire Alarm systems and Asbestos Regulations. Manage a safe system of work including all necessary risk assessments, method statements, permits to work and update appropriate operational manuals in accordance with all current safety and construction legislation, to ensure effective management of all properties in the Universities portfolio. Assess for areas of work associated with electrical plant, equipment and associated systems and ensure risk is understood and managed. Management of departmental facilities management systems Support the development, implementation and maintenance of the University’s CAFM system, including Ensure all necessary records and archives as required by legislation, University requirements and best practice are supplied and maintained. Act as the E & CF Departmental Building champion for a number of properties throughout the estate as directed by the Head of Maintenance. Establish where required or maintain building user groups for a number of properties and act as the main point of contact for staff, students and members of the public. Support the M & E Maintenance Manager in the maintenance and development of asset registers and life cycle cost plans using computer based information and management systems. Manage departmental building energy management systems Manage and monitor all BEMS systems in the Universities portfolio of properties to support delivery of environmental conditions, improve reliability and control and optimise the performance of the systems that it serves.

Undertake technical investigations to ensure the cost effective use of energy to include energy monitoring against agreed performance standards to identify areas for improvement. Other duties The post holder must be able to work on their own initiative as well as being able to work within a multi-disciplinary team; therefore an understanding of the requirements of other trades and professions is essential. The post holder must be prepared to develop new skills as the post requires keeping abreast of new technological advancement. CPD will be positively encouraged. The post holder will be required to provide on-call cover on a goodwill basis in the event of breakdowns of essential services and equipment. In addition to the above, undertake such duties as may reasonably be requested and that are commensurate with the nature and grade of the post.

ADDITIONAL INFORMATION Scope and dimensions of the role

The post holder will be directed by the M & E Maintenance Manager Engineer who will set priorities to enable the effective operation of the University’s systems. The post holder may be required to represent the M & E Maintenance Manager both internally and externally when required and provide feed back and recommendations. The post holder will apply knowledge and judgement to determine the best approach to complete the priorities as required. The post holder must be prepared to develop new skills as the post requires keeping abreast of new technological advancement. CPD will be positively encouraged.
