The School Hours Study is a report developed by Anne Arundel County Public Schools (AACPS). The information contained in this report is based on historical AACPS data, current operational procedures, and logistics involved with any changes to school start times. Information contained in the charts on pages 14 and 15 was obtained through telephone interviews with other school systems in Maryland. Information contained in the chart on Page 16 was provided by the Maryland State Department of Education.
Overview Over the past ten years, there have been several reviews and discussions regarding the possibility of adjusting school start and end times. This report contains the following information:

Options for New Start Times Option #1
provides for a shift of school start and stop times at 15-minute intervals. A 15- and 30-minute interval option is provided for each school. It is important to note that issues concerning the current dismissal times at Magothy River and Severn River middle schools, Old Mill Middle School North, and Old Mill Middle School South – already a concern among parents of students at those schools – are not addressed in this option. This option would also have additional transportation costs added if moving these schools’ start times later is considered. Additional equipment would be required to accommodate this move.
Option #2
simply shifts all high school start and stop times to 9:45 a.m. and 4:33 p.m., respectively. This option provides minimal change to other school times. CAT North and CAT South will be greatly impacted.
Option #3
establishes an 8:00 a.m. to approximately 4:00 p.m. window component for all schools. Sub-options A and B provide for alternatives that generally reverse middle and high school start and stop times. The options vary in the need for additional buses and drivers as outlined within this report with additional annual costs ranging from $5.2 million to $8.4 million.
Sample of Current Bus Schedules School Hours Data The information in this report is only a review of possible options. Greater time, preparation, analysis, cost modeling, and Board approval would be needed before making any final decision on any option outlined in this report. Options requiring drastic changes to any schools’ start and end times would need to be discussed fully with the school administration and parents as part of the process. Many of the options would have significant budgetary implications requiring higher levels of funding commitments from the County Government. Changing of high school start and end times would also affect both CAT North and CAT South. None of these options takes into account the transportation needs of AACPS students attending special needs centers and out-of-county non-public facilities. Some of these students are transported to and from nonpublic facilities as far away as Frederick on a daily basis. Several of these options would disrupt buses serving those students and would require additional equipment and drivers, thus incurring additional costs.

Rationale Objective
to examine alternatives to current start times for high schools and the impact any changes will have on other school start and end times, activities, and transportation costs.
Current Timing Practice • All high schools open at 7:17 a.m. and close at 2:05 p.m. The length of the high school instructional day is 6 hours and 48 minutes. A simultaneous start time coordinates instructional services at CAT North and CAT South. These simultaneous start times also allow for high school students to apply for magnet programs at other high schools and keep transportation costs to a minimum. • Middle schools open between 7:55 and 9:10 a.m., and close between 2:35 and 3:50 p.m. The length of the middle school instructional day is 6 hours and 40 minutes. • Elementary schools open between 8:05 a.m. and 9:30 a.m. and close between 2:30 p.m. and 3:55 p.m. The length of the elementary school instructional day is 6 hours and 25 minutes. • The start times of special schools range from 7:17 a.m. to 9:30 a.m. Dismissal times range from 1:40 p.m. to 4:10 p.m. • School start times are determined by the Transportation Division and are subject to the above established parameters. Timing coordination is critical to cost maintenance with regard to transportation.

Non-Fiscal Considerations if high school start times are shifted (in no priority order) • Precisely how much of a delay in a high school’s start time is considered to have a significantly positive impact (physiologically, cognitively, emotionally, or mentally) on the well-being of an adolescent student? • Were high schools to start later, what evidence is there that students will not simply stay up later to compensate for the later start time, thereby negating any positive impact upon wellness? • Are parents in Anne Arundel County willing to tolerate their middle and elementary school students ending school even later if the start of all schools is shifted by the same amount of time? Additionally, are parents in Anne Arundel County willing to have their middle and elementary students at bus stops in darkness or twilight hours, either before or after school? • A pilot involving one cluster is not feasible, given that magnet programs draw students from multiple clusters across the county, and that special education programs require buses to traverse the county. In addition, there would be lost instructional time for student athletes who would have to be dismissed from school early at a single pilot school to coordinate athletic schedules. • What will be the impact upon interscholastic athletics – both practices and contests – if high schools end later in the day? Keeping in mind that athletics often require transportation to and from distant events, would the later day present any difficulty with the scheduling of scrimmages and games with teams from other counties? How much later would such student athletes be returning home to begin their homework? In similar fashion, what would be the impact on other extracurricular activities such as drama club, theater rehearsals, etc., in delaying students arriving home? • What would be the impact of a later ending time to the high school day on families who depend upon an older sibling to take care of a younger sibling who would otherwise return after school to an empty house? With high schools ending first now, those older students who have no reason to stay after school can be depended upon to care for their younger siblings. Were the order of schools flipped that would not be the case, leaving many more children in latchkey situations, or families scrambling to find child care. • What would be the impact of a later starting and ending time on students who attend religious instruction or other outside activities such as dance or music classes as well as participation in youth sports leagues and Scouting after the regular school day?

• What would be the impact of a later starting and ending time on high school students who participate in internships or maintain a part-time job after school, often walking or driving to it immediately after the last bell, sometimes to earn critical monies to support their family or college fund? Similarly, how would a later high school ending time impact students who take classes at the community college? • Unlike some suburban and urban jurisdictions that have a mature public transportation system on a grid that permits students to rely upon it for afterschool activities, we are not so fortunate in Anne Arundel County. Moreover, lacking such public transportation, the later our buses traverse county roads, the more likely they will be doing so near or in “rush hour,” often in the dark. • Parent and employee work schedules will be impacted by any changes. Also, school crossing guards, Health Department employees and Recreation and Parks hours would all require adjustments.
Twilight & Evening Schools • A shift in school schedules would have a minimal impact on Twilight School, since the start and end times can slide. Current times are determined by each high school, with the only requirement being twice a week classes for 1.5 hours per class. • The impact on Evening High School programs would be far more dramatic. The current time schedule of 3 to 9 p.m. allows for four periods per day. Thus, on a Monday-Wednesday/ Tuesday-Thursday schedule, students can take up to eight classes. In this way, Evening High School students are able to take as many courses as students in the day schools. A later high school schedule could mean cutting out at least one class period per day and negatively influencing the number of credits that students can earn in Evening High School. This would impact graduation rates. Another impact would be on teaching staff. Since Evening High School relies on day school teachers, a later school start means evening classes would need to be delayed until teachers could arrive. Starting classes by as little as 30 minutes later would result in cutting out a class period each day. It would not be in the best interests of students or teachers to extend the evening high school end time past 9 p.m.
Athletics
Negative Considerations • Baseball and softball practices and games begin in March - Typically, games in the first part of March begin early so that they can be completed in good and proper daylight.

• Basketball, soccer, and lacrosse - Three games are currently played consecutively at one site on each contest night. Typically, these games start at 3:30, 5:00, and 6:45 p.m. or 4:00, 5:30, and 7:00 p.m. depending on the typical game length for that sport. Starting the games later because of later ending school times could result in a 4:30, 6:00, and 7:30 p.m. format. This could mean games ending near 9:30 or 10:00 p.m., with buses getting back to their respective schools by 10:30 or 10:45 p.m. Many students, especially magnet students living out of the regular attendance area, could be getting home from school after 11:00 p.m. Shifts in schedules would eliminate many efficiencies obtained through shuttling buses and combining teams on buses. Additionally, moving games to a two-games-per-site format would require an additional night of contests for field hockey. That, in turn, would dramatically affect our Memorandum of Understanding with the county Department of Recreation and Parks for turf field usage. Lesser amounts of available daylight for after school activities would significantly impact youth sports and recreation participation. Positive Considerations • A later high school start time might allow for swimming teams to practice early before school starts, but that would negate any wellness benefits due to the sleep cycle. • A later high school start time may allow more middle school and elementary school teachers to coach. • A later high school start time may allow more officials to be recruited to work the junior varsity contests. Other considerations • Does a later high school start time allow for morning practices? • Buses are used for both athletics and school. What is this going to mean logistically?

Current Sample Bus Schedules Bus 188 transports approximately 179 students each morning and 172 students each afternoon. Actual student counts vary by season and enrollment fluctuation. As is depicted on these pages, Bus 188 makes 28 stops each morning and 25 stops each afternoon as it services four schools – Meade High, Arundel Middle, MacArthur Middle, and Hebron-Harman Elementary. Other bus routes, particularly those that serve magnet program students, are longer and more complex.
