1 .1 W e lc ome from Rally Austral ia Dear Rally Colleague Welcome to Kennards Hire Rally Australia, the final round of the 2016 FIA World Rally Championship. This will be the 25th Rally Australia and the 5th event located on the Coffs Coast of New South Wales. We are happy to have Kennards Hire join the Rally Australia family as naming sponsor. With their support and major support from the New South Wales Government agency Destination NSW, the Coffs Harbour City Council and other generous sponsors, we can ensure that Rally Australia and the WRC remain on the Coffs Coast. We have had overwhelming support from the local communities and business owners, who have pride and passion for our event. The Destination NSW Super Special Stage returns this year after a one-year hiatus with a new, innovative track design and exhilarating action in the Jetty precinct of Coffs Harbour. It promises to be a wonderful fun filled afternoon for families and the rally enthusiast alike. You will find the 2016 SSS very different from the stage we ran in 2011 – it will be run in daylight on Friday and Saturday afternoons, the re-designed course promises some most interesting features. For spectators, we have listened to feedback from previous years and will be erecting a pedestrian bridge over the track to ensure easy movement at all times. The itinerary also includes a Super Special Stage at Raleigh, close to the Pacific Highway and designed to be easy and inexpensive to access. Rally Australia continues to grow and this year’s event will be better than ever. We look forward to seeing you in November.

The entry application will only be accepted if accompanied by the total entry fees or by a receipt issued by the competitor’s National Sporting Authority. This applies to ALL competitors except Manufacturers and WRC Teams registered in the FIA World Rally Championship including WRC2 and WRC3 Teams, who make their entries to the organiser using the entry form supplied by the FIA. All entry forms must be received by the close of entries on Monday 17th October 2016 at 1700 hours.

5.1 In f or ma tio n about the Ser v ice P ar k The Service Park will be in the C-Ex Sports Stadium located on Stadium Drive, Coffs Harbour between Hogbin Drive and Pacific Highway, and is approximately 12km from Rally Headquarters. GPS Coordinates: 30˚ 19.344S and 153˚5.626E. FIA Priority Competitors can access the Service Park from 10:00hrs on Saturday 12th November 2016. Non Priority Competitors can access the Service Park from 09:00hrs on Sunday 13th November 2016 Manufacturers will be placed on the tarmac surface. Non-manufacturers will be on a hard stand surface. Flexi Service, in accordance with FIA WRC regulations Art. 51, will apply for the end of day service.

Each competitor will be provided with the following area within the Service Park: > WRC Registered as published by FIA (WRC Regulations Appendix VI) > Other competitors 10m x 10m or as agreed
5 .2.1 S ec ur ity in the Service P ar k The organisers will provide 24 hour General Venue Security from Saturday 12th November until Monday 21st November. Should competitors wish to hire dedicated security please refer to the “Service Park Facilities Form” available in the forms section on the website.
5.3 En v i r onm enta l For environmental reasons we ask that all competitors use the recycling facilities provided within the Service Park. Where oils, solvents and degreasing fluid are used all residues must be securely contained and not allowed to come in contact with the ground. A car wash facility just for rally cars will be provided near to the Service Park as noted in the Road Book. The use of pressure cleaners within the Service Park is prohibited and any breaches noted by an official of the rally will result in a report to the Stewards with a recommendation that a fine be applied. A wheel wash area will be established near to the Manufacturer service areas within the Service Park.
5.4 Towi n g Rally Australia will facilitate towing as requested by the teams but payment will be the responsibility of the crew/team.

TWO-W A Y RA DIO
6.1 Applic ation Pro cedure A licence is required for the use of all radio transmitters in Australia. Competitors wishing to use 2-Way radios during Rally Australia must complete the application form available on the document section of the event website. Radio Licences may be checked at scrutineering by Rally Australia officials in consultation with Radspec Consultants Pty Ltd, a government authorised authority for communications. Equipment acceptable for use within Australia must fall within the following frequency bands: > VHF Mid Band > VHF High Band
(70 to 87.5 MHz); (148 to 174 MHz)
The frequency assigned to the licence will be issued by Radspec Consultants Pty Ltd once the application has been received. Radspec Consultants Pty Ltd must receive all applications for licences with payment, by the 14th October 2016. CBRS The Citizen Band Radio Stations (CBRS) in Australia operate under a Class Licence, which means that individual station licences are not required. The radio equipment is subject to stringent technical specification, and must operate on the following bands: > HF
(26.965 to 27.405 MHz);
> UHF
(476.4125 to 477.4125 MHz).
This is a public service, and no protection from interference is available. Competitors wishing to use this service should contact Radspec Consultants Pty Ltd for further information.

FUEL AND T YRES
7.1 F IA F ue l All Priority Drivers are required to use FIA Fuel. The supplier appointed by the FIA for the 2016 to carry out fuel ordering, fuel supply and refuel services is Panta Fuel. All competitors using FIA Fuel must order directly with Panta Fuel no later than Tuesday 4th October 2016. Fuel Order:

The order form will be available in the competitors documents section on the Rally Australia Website. The cost of fuel, including refuelling service, is €5.00 per litre. Payment details are outlined on the Order Form. All competitors are required to fit FIA specified refuel couplings, except Non-Priority Drivers using a car which retains a standard fuel tank. Under no circumstances should Rally Australia be nominated as the end user for any imports.
7.2 Pump F u el All WRC entered crews requiring standard pump fuel at the Remote Refuel locations on Friday and Saturday must place their fuel order directly with the organisers by Monday 24th October. The cost of this fuel, including refuelling service is $3.90 per litre. Payment details are outlined on the Order Form. Non-Priority Drivers may use FIA fuel or standard pump fuel available from BP Service Stations identified in the Road Books and which are located within 5km of the Service Park. Pump fuel for the Remote Fuel Zones will need to be booked and paid in advance to the organiser using the Order Form on the event website. All competitors are required to fit FIA specified refuel couplings, except for Non-Priority Drivers using a car which retains a standard fuel tank.

7 .4 Tyr es All entrants are reminded of the need to comply with the 2016 WRC Sporting Regulations Art.60, regarding tyres that may be used. The requirements vary depending on class of car and the Priority of the driver. For all entrants each tyre must have a specific moulded barcode supplied by the FIA approved barcode supplier. The FIA has nominated the following tyre suppliers for Priority drivers in the 2016 World Rally Championship:

IMPORT OF VEHICLES AND SPARE PARTS
8 . 1 V e h ic l e s I m p o r t e d u n de r E v e n t s S t a t u s C o n c e s s io n A permit from the Commonwealth Department of Infrastructure, Transport, Regional Development & Local Government must be issued before the vehicle enters Australia for all vehicles being imported using the Event Status Concession. Application forms can be downloaded from the internet at: www.infrastructure.gov.au/vehicles/imports/import_options/rrvs.aspx It is strongly recommended that you do no ship your vehicle until after you receive your Import Approval. The organisers have made arrangements to obtain this cover and application can be made at the time of lodging your entry if you wish to join a policy offered by the organiser’s insurance provider. 9 . 1 R e gi s t r a t i o n P r o c e du r e In accordance with FIA guidelines on helicopter use, all helicopters flying in support of the rally must be registered with the organisers. It is intended that, as a safety precaution, there will be a protocol to control rally airspace and only registered aircraft will be allowed to fly in this airspace. Registration forms will be available from the WRC Competitors section of the Rally Australia Website. By registering a helicopter with Rally Australia the pilot of the helicopter must agree to follow the rules and instructions notified to him or her during the event and agree to attend the compulsory briefing at 1830hours on Thursday the 17th November in Coffs Harbour.

1 4.1 F i n ish o f the Ra lly The finish of the Rally will be located in the Coffs Harbour City Centre, Harbour Drive, Coffs Harbour (the same venue as the Rally Show) on Sunday 20th November. After service H, crews will travel to a holding area in the Coffs Harbour City Centre where they must follow the instructions of the marshals who will re-order them for the finish ceremony. The proceedings for the finish will be published in a bulletin. After the podium finish competitors must drive their cars to the Parc Fermé adjacent to the Service Park under Park Fermé conditions or to Final Scrutineering in convoy as appropriate. Cars travelling to Final Scrutineering may be driven by a team representative.

The standard WRC event television package of preview, daily roundup and post-event review will be broadcast in Australia on free-to-air Nine Network and national and regional affiliates and on the national FOX Sports subscription cable network. Broadcast schedules should be published by both networks. The Coffs Coast region and Coffs Harbour city have bi-weekly and weekly newspapers; at least four radio stations and staff news bureaux for two regional free-to-air TV networks with national affiliations. All will produce substantial coverage before and during Kennards Hire Rally Australia. Arrangements are being put in place for national coverage through the main capital city newspaper groups (News Limited and Fairfax) and the domestic news agency Australian Associated Press. Official radio partner network Southern Cross Austereo will broadcast regular updates throughout the rally across the Coffs Coast region from a dedicated journalist. Where reception permits on the daytime special stages, these broadcasts will complement on-site live commentary.

If the licence is not in English, an official English translation or an International Driving Permit must accompany the licence. If the overseas licence is a licence to drive cars, then the holder may drive vehicles of the kind covered by a NSW Class C driver licence (up to 4.5 tonnes GVM and seating up to 12 adults, including the driver). If the overseas licence is a licence to drive heavy vehicles, then the holder may drive vehicles that are authorised by their overseas licence class. In Australia all vehicles travel on the left side of the road. The maximum speed limit in cities and towns varies between 40-60kmh. On country roads and main highways the maximum speed limits are typically 100 or 110kmh, as signposted. New South Wales uses many fixed speed cameras as well as mobile cameras and lasers to monitor speed. Each occupant of a vehicle must wear a seatbelt at all times. The use of a hand-held mobile phone while driving is an offence in Australia and can result in a large fine.

i) SIT Sports Tracking Unit The SIT sports tracking unit must be fitted and connected in all competitors’ cars before arrival at scrutineering, where it will be checked by SIT Sports Engineers. The tracking unit must be used together with the tracker base. This allows quick fitting and removal of the unit. Any problems must be dealt with during the 10’service so the unit has to be easy to reach and remove.

ii) FIA Safety Emergency Console The FIA Emergency console must be easily accessible by both the driver and the co-driver and fitted in a place where the lights can be easily seen by the crew while driving on stage and from the outside of the car.

Buttons, Lights and Interface Description
1. SOS switch: protected with a cover to avoid accidental use. The switch must be activated in case of emergency in order to raise the alarm. 2. Yellow Flag: the light is flashing when Clerk of the Course activates the Electronic Yellow Flag. There is also a continuous beep when the light is on. 3. Console status (green light) • Light flashing slowly (1sec ON/1sec OFF): console is ON and functioning normally • Light flashing rapidly (300ms ON / 300ms OFF): emergency mode (SOS switch is activated) • Light on: ‘stopped on stage’ alarm • Light off: console is turned OFF 4. OK button has three different functions: • Press the button to confirm to Clerk of the Course that you have seen the Yellow Flag • Press to cancel SOS if there is no emergency • If the car is stopped on stage for more than 60 seconds, an alarm will be activated at the Rally Control unless you press the OK button iii) Antennas The SIT Sports tracking system needs three antennas: UHF, dual GPS-GSM and GPS2 Antennas. UHF and dual GPS-GSM antennas must be installed on the roof of the car and a GPS2 antenna inside the car with a clear view to the sky ie rear window.

IMPORTANT: All the antennas should be separated at least 700mm from any other antenna (live tv patch, live TV UHF antenna, voice radio VHF antennas ect) The UHF Antenna should be installed centred in the middle of the roof. A hole should be made to fix the antenna to the roof. IMPORTANT: Carefully match the PL259 antenna connector antenna to the radio and do not use any adaptor or connector. If there is any excess coax cable do not coil the cable. Coiling coax cable will cause transmit problems and limit radio range.
Dual GPS-GSM Antenna and GPS-2 Antenna

Please ensure direct connection power (+12VDC) before the circuit breaker with a 5A fuse protection. The ignition line must supply +12VDC too (it can be connected to the same terminal that +VCC). Do not cut, shorten or bend the cable especially near the connector

The red and blue wires should be directly connected to the battery before the master switch. The yellow wire must be connected to 12 volts (it can be connect to the same terminal that VCC- red wire) During installation, try to route the DC battery leads, the antenna lead or any accessory wires away from the engine compartment, ignition or alternator wiring. Higher frequency electrical interface caused by electric motors can be supressed directly at the motor terminals. Pay special attention to the grounding. It is important to guarantee a good ground in the UHF antenna. This grounding practice is especially important when there are other sensitive electronic components(e.g. MCUs, analogue circuits) as the noise induced in the ground lop by the ground current can be significant if not taken care of properly. v) Important Remarks In order to reduce the level of Interference, please observe the following precautions when you install: • Place the tracking unit as far away from the motor as physically possible • Keep the antenna cable separated from the engine compartment and power cables • Place all antennas away from the motor • Install the UHF antenna as far as possible away from the ECU and sensors of the vehicles electronic system. • Install the antenna feeder at least 200mm (7.87in.) away from the ECU and sensors of the vehicles electronic system. • Avoid winding the antenna feeder together with the other wiring as much as possible, and also avoid running the antenna feeder parallel with other wire harnesses • Check that the UHF antennas is correctly adjusted and recheck the RF ground system, the RF ground system is highly recommended to be separate from the DC or electrical ground. • Please inform about any other mobile communications system installed that may be affecting the UHF communication • Check the grounding you are using. The SIT Sports tracking unit and base must be fitted and connected before arrival at scrutineering where it will be checked by SIT Sports engineers. If you retire from the rally you must return all tracking equipment to SIT Sports at the Service Park as it was given to you, as soon as possible. Any damage to the system will have to be paid for by the competitor. A complete price list is available from SIT Sports The SIT Sports Tracking unit, base, transponders and any other loaned equipment must be removed during the final service and returned to SIT Sports within 30 minutes of the closing of the final Time Control.
