Dear Rally Colleague Welcome to Kennards Hire Rally Australia, Round 14 and the final round of the 2016 FIA World Rally Championship. This will be the 25th Rally Australia and the 5th event located on the Coffs Coast of New South Wales. We are happy to have Kennards Hire join the Rally Australia family as naming sponsor. With their support and major support from the New South Wales Government agency Destination NSW, the Coffs Harbour City Council and other generous sponsors, we can ensure that Rally Australia and the WRC remain on the Coffs Coast. We have had overwhelming support from the local communities and business owners, who have pride and passion for our event. The Super Special Stage returns this year after a one-year hiatus with a new, innovative track design and exhilarating action in the Jetty precinct of Coffs Harbour. It promises to be a wonderful fun filled afternoon for families and the rally enthusiast alike. You will find the 2016 SSS very different from the stage we ran in 2011 – it will be run in daylight on Friday and Saturday afternoons the re-designed course promises some most interesting features. For spectators, we have listened to feedback from previous years and will be erecting a pedestrian bridge over the track to ensure easy movement at all times. The itinerary also includes a short spectator course at Raleigh, close to the Pacific Highway and designed to be easy and inexpensive to access. Rally Australia’s extra contribution to the glamour and excitement of the WRC will be to wrap up the season in fitting world championship fashion with an inaugural gala event in Sydney on Monday night 21 November. This classy occasion, hosted by Rally Australia at a landmark Sydney Harbour-side venue, will recognise not only the World Champions but also the many other achievers throughout the sport over the year. It will be attended by drivers, team managers, senior officials, international media and government and sponsor representatives. Every year we strive for innovation and environmental excellence. This year, to reduce our paper usage we will be publishing Rally Guide 1 and 2 only online and only a few other documents will be printed for key officials, in line with our environmental policy to reduce waste. Rally Australia continues to grow and this year’s event will be better than ever. We look forward to receiving your entry.

The entry application will only be accepted if accompanied by the total entry fees or by a receipt issued by the competitor’s National Sporting Authority. This applies to ALL competitors except Manufacturers and WRC Teams registered in the FIA World Rally Championship including WRC2 and WRC3 Teams, who make their entries to the organiser using the entry form supplied by the FIA. All entry forms must be received by the close of entries on Monday 17th October 2016 at 1700 hours (UTC+11 hours)

5 .1 In f ormat ion about the Service P ar k The Service Park will be in the C-Ex Sports Stadium located on Stadium Drive, Coffs Harbour between Hogbin Drive and Pacific Highway, and is approximately 12km from Rally Headquarters. GPS Coordinates: 30˚ 19.344S and 153˚5.626E. FIA Priority Competitors can access the Service Park from 10:00hrs on Saturday 12th November 2016. Non Priority Competitors can access the Service Park from 09:00hrs on Sunday 13th November 2016 Manufacturers will be placed on the tarmac surface. Non-manufacturers will be on a hard stand surface. Flexi Service, in accordance with FIA WRC regulations Art. 51, will apply for the end of day service.

5 .2 Facilities at the Service P ar k The organisers will provide the following facilities at the Service Park > Public toilets > Water taps for shared use > Wi-Fi Internet Connection > Waste removal and waste oil collection > Recycling facilities > General venue security The following can be ordered for individual team use: > Analogue phone lines > ADSL connections > Dedicated portable toilets > Dedicated security > Water connections > Generators (power plant) > Marquees > Forklifts for exclusive use > Portable buildings & Partitioning > Catering To order these facilities please download the “Service Park Facilities Order Form” from the event website under Competitors. TWO-W A Y RA DIO

6 . 1 Ap p licat ion Procedure A licence is required for the use of all radio transmitters in Australia. Competitors wishing to use 2-Way radios during Rally Australia must complete the application form available on the document section of the event website. Radio Licences may be checked at scrutineering by Rally Australia officials in consultation with Radspec Consultants Pty Ltd, a government authorised authority for communications. Equipment acceptable for use within Australia must fall within the following frequency bands: > VHF Mid Band > VHF High Band

(70 to 87.5 MHz); (148 to 174 MHz)

The frequency assigned to the licence will be issued by Radspec Consultants Pty Ltd once the application has been received. Radspec Consultants Pty Ltd must receive all applications for licences with payment, by the 14th October 2016. CBRS The Citizen Band Radio Stations (CBRS) in Australia operate under a Class Licence, which means that individual station licences are not required. The radio equipment is subject to stringent technical specification, and must operate on the following bands: > HF

(26.965 to 27.405 MHz);

> UHF

(476.4125 to 477.4125 MHz).

This is a public service, and no protection from interference is available. Competitors wishing to use this service should contact Rapspec Consultants Pty Ltd for further information.

FUEL AND T YRES

7.1 F IA F ue l All Priority Drivers are required to use FIA Fuel. The supplier appointed by the FIA for the 2016 to carry out fuel ordering, fuel supply and refuel services is Panta Fuel. All competitors using FIA Fuel must order directly with Panta Fuel no later than Tuesday 4th October 2016. Fuel Order:

The order form will be available in the competitors documents section on the Rally Australia Website. The cost of fuel, including refuelling service, is €5.00 per litre. Payment details are outlined on the Order Form. All competitors are required to fit FIA specified refuel couplings, except Non-Priority Drivers using a car which retains a standard fuel tank. Under no circumstances should Rally Australia be nominated as the end user for any imports.

7.2 Pump F uel All WRC entered crews requiring standard pump fuel at the Remote Refuel locations on Friday and Saturday must place their fuel order directly with the organisers by Monday 24th October. The cost of this fuel, including refuelling service is $3.90 per litre. Payment details are outlined on the Order Form. Non-Priority Drivers may use FIA fuel or standard pump fuel available from BP Service Stations identified in the Road Books and which are located within 5km of the Service Park. Pump fuel for the Remote Fuel Zones will need to be booked and paid in advance to the organiser with further detail to be outlined in Rally Guide 2. All competitors are required to fit FIA specified refuel couplings, except for Non-Priority Drivers using a car which retains a standard fuel tank.

7.3 R emote Refuel Zones Remote refuel zones will be established as follows and each of these locations will be used twice during the day: > Friday 18th November, following SS3 and SS8; and > Saturday 19th November, following SS12 and prior to SS15

7.4 Tyr es All entrants are reminded of the need to comply with the 2016 WRC Sporting Regulations Art.60, regarding tyres that may be used. The requirements vary depending on class of car and the Priority of the driver. For all entrants each tyre must have a specific moulded barcode supplied by the FIA approved barcode supplier. ATA Carnets are issued by the Chamber of Commerce in the exporting country. An ATA Carnet will allow the bringing of Rally Vehicles, ect. into Australia for up to 12 months subject to the expiry date of the Carnet. All items not re-exported within this period will be liable for duty, GST and if applicable LCT. Should an ATA Carnet not be obtained, Rally Australia can assist with the importation via their “Events Status Concession” where applicable. NOTE: FIA/AIT Carnet de Passages en Douane carnets are not accepted by Australian Customs and Border Protection Service.

8 . 1 V e hic l es Im ported under E vent s S tatus Concess ion A permit from the Commonwealth Department of Infrastructure, Transport, Regional Development & Local Government must be issued before the vehicle enters Australia for all vehicles being imported using the Event Status Concession. Application forms can be downloaded from the internet at: http://www.infrastructure.gov.au/vehicles/imports/import_options/rrvs.aspx It is strongly recommended that you do no ship your vehicle until after you receive your Import Approval. Any missing documents or incomplete applications will delay the issuing of an Import Approval. You will need an Import Approval to take delivery of your vehicle from the Australian Port of entry. Allow up to 17 days from receipt of your application and all documentation for processing and issue of an Approval. A fee of $50.00 must accompany this application. Details of how to make this payment is on the Application Form.

8 . 2 V e hic l e Registr ation a nd Ins u r a nce 8.2.1 Visiting Rally Vehicles from Overseas Visiting Rally Vehicles that are registered in another country and have number plates, a label (if applicable) and registration papers, do not require registration in NSW to compete in Kennards Hire Rally Australia. Entrants are reminded that 3rd party property damage insurance in Australia can be difficult to obtain for vehicles registered overseas. The organisers have made arrangements to obtain this cover and application can be made at the time of lodging your entry if you wish to join a policy offered by the organiser’s insurance provider. Visiting rally vehicles that are not registered in another country may be issued an Unregistered Vehicle Permit (UVP) for the duration of Kennards Hire Rally Australia. These vehicles are subject to special conditions that restrict vehicle use only to the duration of rally. A Safe-Use-Declaration form is required. 9 .1 R e gistr ation Pro cess In accordance with FIA guidelines on helicopter use, all helicopters flying in support of the rally must be registered with the organisers. It is intended that, as a safety precaution, there will be a protocol to control rally airspace and only registered aircraft will be allowed to fly in this airspace. Registration forms will be available from the forms section of the Rally Australia Website. By registering a helicopter with Rally Australia the pilot of the helicopter must agree to follow the rules and instructions notified to him or her during the event and agree to attend the compulsory briefing at 18:30 hours on Thursday 17th November in Coffs Harbour.

However, use of a UAV in an unregulated manner can create significant risk to others. Please read the following guidelines carefully and ensure that all the information requested is supplied with your accreditation application and it is sent to the appropriate address. Accreditation provides access to the event Media Centre, and other designated areas as specified for individual pass holders at the Service Park, on Special Stages, the finish podium and other locations.

1 2.3 Typ es o f A ccreditation There are 2 types of accreditation: Event Accreditation and Permanent Accreditation. Event Accreditation is issued to media outlets and individuals on a temporary, event by event basis. Permanent Accreditation is issued to media outlets and individuals who attend the majority of events throughout the season. These media are issued by the FIA with a photographic accreditation and permanent tabard.

1 3.9 D r ivin g in Austr a lia All overseas visitors must carry their valid overseas civil drivers licence when driving in Australia. If the licence is not in English, an official English translation or an International Driving Permit must accompany the licence. If the overseas licence is a licence to drive cars, then the holder may drive vehicles of the kind covered by a NSW Class C driver licence (up to 4.5 tonnes GVM and seating up to 12 adults, including the driver). If the overseas licence is a licence to drive heavy vehicles, then the holder may drive vehicles that are authorised by their overseas licence class. In Australia all vehicles travel on the left side of the road. The maximum speed limit in cities and towns varies between 40-60kmh. On country roads and main highways the maximum speed limits are typically 100 or 110kmh, as signposted. New South Wales uses many fixed speed cameras as well as mobile cameras and lasers to monitor speed. Each occupant of a vehicle must wear a seatbelt at all times. The use of a hand-held mobile phone while driving is an offence in Australia and can result in a fine of AUD $319 to AUD $425.
