SELECTION CRITERIA: 1. Specialist Skills and Knowledge 

Proven experience in a HR Generalist role;



Proven experience in co-ordinating organisational Occupational Health & Safety systems and processes;



Ability to coordinate recruitment processes including the utilisation of modern marketing techniques;



The ability to provide HR support and advice to management and staff;



Demonstrated experience in performance management;



Experience in orientation and development and administration;



Demonstrated experience in problem solving and Organisational investigative skills;



The ability to operate with limited supervision while showing initiative.



Knowledge of relevant legislation and principles of natural justice.

3. Pre-requisites 

Bachelor or Diploma in Human Resource Management or demonstrated equivalent experience;



Qualifications in Occupational Health and Safety or working towards.



Satisfactory Police Check.

KEY RESPONSIBILITIES/ACCOUNTABILITIES: 4. Recruitment and Orientation 

Assist managers with the preparation of advertisements and organize placement;



Assist managers with the development of position descriptions for newly created positions;



Organise and administer the interview process including the preparation of questions;



Assist in the reference checking process;



Coordinate the administrative tasks associated with recruitment;



Support and educate managers in the best practice methods of recruitment practices;



Maintain and administer the electronic recruitment system including the website;



Support managers with onboarding and induction of new employees.

5. Policy and Procedure 

Assist the Chief Executive Officer and Executive Director of Corporate Support Services in the development of policies and procedures;



Develop and implement best practice HR related policies and procedures;



Produce reports for both internal and external requirements for HR.



Monitor legislative changes and communicate to the Management team.

6. Industrial Relations 

Assist in the implementation of industrial relation instruments and ensure compliance with key requirements;



Assist CEO and Executive Director of Corporate Support Services in the negotiation of industrial relation matters with unions;

Provide advice and support to managers about industrial relation issues including performance management, change management, dispute resolution and grievance process.

7. HR System Administration 

Prepare and maintain employee records both manually and electronically;



Coordinate the Performance review process and record outcomes, including monthly distribution of employee performance review status reports ;



Prepare and maintain employment contracts;



Maintain and manage the HR information system for compliance and reporting;



Maintain and administer employee contract hours.



Process employee, volunteer and contractor police checks are completed and results recorded in a manner required by legislation and relevant funding bodies.



Ensure that MHS holds sufficient employee information to meet its various legislative requirements e.g. police checks, AHPRA registration.

8. Management Assistance 

Be proactive in identifying and promoting HR initiatives and processes to management;



Support managers with sound HR advice;



Provide HR education and mentoring to management when required;



Develop and promote programs to recognise and support staff e.g. Employee Assistance Program, Service awards etc

9. Occupational Health and Safety 

Assist in the maintenance of a clean and safe environment;



Assist in the development and administration of the Occupational Health & Safety strategies, policies and procedures to meet the following: o An accident free workplace o

A safe working environment

o

Clearly identified emergency procedures

o

Identification of potential occupational risk

o

Risk reduction and mitigation strategies.



Promote compliance with the organisation’s Occupational Health & Safety plan;



Assist Managers in conducting and reporting of workplace accident investigations.



Assist in the identification and investigation of potential workplace hazards;



Rectify actual or potentially hazardous situations where appropriate;



Liaison with relevant government bodies e.g. Victorian Workcover authority and others as required.



Develop and maintain records of workplace accidents, incidents and near misses that occur within Moyne Health Services.

Comply with provisions of the current Occupational Health and Safety Act by taking all reasonable precautions to ensure the health and safety of self and others;



To report as soon as practicable, unsafe equipment, work practices or conditions;



Monitor changes in regulatory compliance for the working environment involving Australian Standards and legislation.

ACCOUNTABILITY AND EXTENT OF AUTHORITY: The Human Resources Manager is responsible for: 

Ensuring that all duties and tasks are undertaken implemented in accordance with Department of Health and other funding agency and regulatory body requirements, as well as in accordance with Moyne Health Services policies, practices and guidelines.



Reporting monthly on outcome measures of Key Responsibility areas and referring relevant issues to the Executive Director of Corporate Support Services in a timely manner.

JUDGEMENT AND DECISION MAKING: The nature of the work is clearly defined with established procedures well understood and clearly documented. The incumbent requires the ability to make decisions and carry out set procedures in crisis situations, which may occur from time to time.

REQUIREMENTS Code of Conduct

The expectation is that Moyne Health Services employees will adhere to the values of the organisation and the Code of Conduct for Victorian Public Sector Employees 2007. You may be disciplined if you breach the Code of Conduct.

Contract of Employment

Your appointment is subject to your acceptance of the terms and conditions as laid out in your Contract of Employment. Terms and condition will apply until by mutual agreement they are altered or replaced in writing.

Infection Control

It is the responsibility of the employee to comply with the Infection Control policies and practices of Moyne Health Services. You will also be expected to participate in infection control education yearly.

Information Technology

The employee is to be aware of the need to be familiar with and able to access and use the technology systems in the workplace. The will also need to become familiar with the programs used by Moyne Health Services. Page 4 of 5

OH&S

The employee is required to comply with all Moyne Health Services Occupational Health and Safety policies and procedures. To take reasonable care to ensure personal safety and the safety of others who may be affected by acts or omissions of the employee in the workplace. Rectify actual or potentially hazardous situations where appropriate. To report as soon as practicable, unsafe equipment, work practices or conditions (Occupational Health and Safety Act, section 25)

Performance Appraisal

The manager responsible for the employee will conduct performance Appraisal at three months and at least annually.

Police Check

Appointment is subject to a satisfactory police records check and prior to the commencement of shifts, the employee shall supply a statutory declaration indicating that they have no conviction of murder, sexual assault or assault resulting in imprisonment. These convictions will automatically preclude individuals from working in Moyne Health Services.

Probation period

A probation period of three months will be adhered to after which employment will be confirmed if the incumbent’s performance is satisfactory. In accordance to both the Health Records Act and the Information Privacy Act, information should only be used and disclosed for the primary purpose of its collection. It is a condition of employment that each employee adheres to the MHS Privacy Policy and the Confidentiality and Security of Information Policy. Any breach of the rules of privacy relating to health service business, patients/resident/clients or medical records will result in disciplinary action.

Expectations on staff to support this include:  Staff members are expected to demonstrate a commitment to best practice.  Staff must take responsibility for their own practice and share responsibility for creating and maintaining a system that provides safe, high quality health care.  Staff must ensure all Health Service activities are in accordance with the National Safety and Quality Healthcare Standards (Organisation wide); the Community Common Care Standards (Primary and Community Health); the Aged Care Accreditation Standards (Belfast and Moyneyana House).  Staff must actively participate in the Moyne Health Services Safety and Quality Program. All staff will contribute to quality improvement activities aimed at improving patient/resident/client outcomes and maintaining accreditation standards.  Staff are actively involved in processes to monitor and evaluate the performance of the services provided by the work area. It is the responsibility of every staff member to be familiar with Health Service-wide and specific Department Policies & Procedures.

Return of Property

Upon cessation of employment with Moyne Health Services you must return all documents or property in your possession or control relating in any way to the business affairs of Moyne Health Services.

Smoke Free Campus Policy

Smoking is prohibited throughout all buildings and vehicles controlled by Moyne Health Services. This policy applies to staff, patients, residents, clients, volunteers, visitors and contractors.

Staff Development

The employee is required to attend an Orientation Day prior to commencement of employment and participate in the Professional Development Program.

Termination of Employment

Four weeks (or as per award) written notice of termination of employment to be provided to their Department Manager.
