PURPOSE OF THE POSITION This position is responsible for HR business partner to the designated Services providing Human Resource Management advice and support. Ensure that the appropriate level of HR services is provided by accessing HR expertise related providers.

Diagnosis of strategic organisational development issues within the Division is accurate and timely. Service business plans include comprehensive HR and organisational development strategies which are aligned with, and contribute to business objectives. Liaise with Managers and the recruitment team to ensure appropriate staff resourcing to ensure business objectives are achieved. Strategic plans identify the competencies and behaviours required of employees to enable effective business performance. HR strategy is executed in a timely and effective manner in line with business requirements. Ensure Counties Manukau District Health Board’s (CM Health) strategic HR plan is translated into service objectives and delivered in a timely manner. Service needs are accurately identified, and appropriate plans and timelines are developed and implemented to meet these.

• Managers and staff are supported with up to date and effective HR tools and knowledge. • Managers and staff are provided with appropriate and timely HR advice and intervention. • The shared services payroll and HR administration effectively meets service requirements. • Managers and staff perceive the function to add value. • Attendance at regular corporate wide HR meetings and appropriate dissemination of information back to HR Advisors and service managers as appropriate.

DIMENSION OF THE POSITION Will be responsible to the General Manager of allocated services and there will be a strong functional relationship with the General Manager, Human Resources for the achievement of agreed objectives and operates within the confines of Counties Manukau District Health Board.

PERSON SPECIFICATIONS Minimum Qualification



Tertiary-level training / • qualification in management, human resource management or related discipline

Experience



Experience in managing staff in a complex, multi-occupational group environment with significant involvement in human resource management initiatives, preferably within the health environment. There would be a preference to appoint a person with experience in the Health sector. It is essential that there is experience in a unionised environment.



Experience of strategic and business planning and developing human resource management/development plans in this context



Experience of developing and implementing organisational culture change/transformation



Knowledge of contemporary organisational development / human resource management theory and practice.



Knowledge of political, legislative, structure or other external influences affecting health sector OR ability to develop this
