PURPOSE The NHS Clinical Commissioners (NHSCC) Corporate Office and Business Development Manager will lead on a range of corporate and business development functions to support the smooth running of the organisation and its development as the membership organisation for CCGs. The post holder will ensure that NHSCC has effective and appropriate decisionmaking arrangements, across the organisations governance and decision making groups (including the Board and Executive), corporate policies and procedures, project management and business planning tools, monitoring systems and backoffice infrastructure in place, and that these are making the organisation as effective as possible in generating and delivering benefits to members. The post holder will lead the Board and Executive secretariat functions ensuring timely and effective development of papers, notes and other documents.

NATURE & SCOPE NHS Clinical Commissioners (NHSCC) NHSCC is the membership body for Clinical Commissioning Groups (CCGs). Launched in June 2012, NHSCC was established to give clinical commissioners a strong, independent and collective voice. It has been set up through a partnership between three organisations: the NHS Alliance, National Association of Primary Care and the NHS Confederation. The role of NHSCC is to help CCGs secure the best possible health outcomes for their communities and patients. NHSCC give CCGs a strong influencing voice from the frontline to the wider NHS, national bodies, government, parliament and the media – ensuring that the views of local CCG leaders are represented and heard at a national level. We are building

new networks where CCGs can share their experience and expertise; and we provide information, support, tools and resources to help CCGs do their job better. NHSCC is member driven and committed to delivering programmes of work that are shaped and developed by members, and reflecting their priorities and expertise. NHSCC is a networked organisation of the NHS Confederation, the Confederation therefore employs the staff that work within the NHSCC team and is recruiting this post to work for NHSCC in this way. The role The Corporate Office and Business Development Manager is a critical senior role in the NHSCC team and is responsible for ensuring the effective running of key corporate management activities. They will be line managed and report to NHSCC’s Director. The post holder will liaise with all members of the NHSCC team and will have line management responsibilities. They will also play a key role in interfacing with NHSCC Board members and other senior stakeholders and potential partners. The main focus of their role will be to establish and maintain effective corporate systems, processes and procedures for NHSCC to ensure it operates as efficiently and effectively as possible both as a networked organisation within the NHS Confederation and with its membership. The role also involves leading on the Board and Executive secretariat functions, and providing leadership across a range of business development activities, including the NHSCC approach to support from external organisations and other income generating partnerships. Specifically, the post holder will be responsible for: 







Corporate governance, policies and procedures - Leading the organisation’s corporate governance processes for its Board, Executive and Management team. Putting mechanisms in place for developing and monitoring income generation, corporate processes, business and membership development activities. Business Development - Lead the production of NHSCC’s business plan and Annual Report to members and develop a robust approach to monitoring performance, setting measurable objectives covering the organisation’s core activities, work programme and membership. Managing the relationship between NHSCC as a networked organisation within the NHS Confederation. The post-holder will be the main point of contact, communication and trouble-shooting between NHSCC and the core teams within the NHS Confederation that are providing back-office and other infrastructure services to NHSCC. Project, programme and contract management - Ensure effective decisionmaking, and helping to improve team efficiency and capacity in relation to corporate decision making, procurement, contracting and programme management more broadly.

As a member of a growing team the post-holder will be expected to be flexible and proactive, and to support the delivery of other NHSCC activities as required. This role will line manage two members of staff, NHSCC’s team coordinator (to be recruited) and its Membership and Networks Officer, the individual will have some budget responsibility and will need to familiarise themselves with all of the Confederation’s corporate processes.

ACCOUNTABILITIES Corporate governance, policies and procedures 

 





Lead the development of policies, processes and procedures which NHSCC needs to support effective governance arrangements, decision making processes, financial management, contracting, procurement, partnership agreements and sponsorship; a business planning process and policies regarding members’ access to benefits and services and handling of member data. Lead the process for team recruitments, working with the team to develop job descriptions, work with the Confederation’s HR team to support effective interviews. Accountable for the processes and arrangements for the NHSCC Board and Executive. This will involve working with the Membership and network officer to arrange the meetings, agendas, ensure papers are commissioned, prepared and circulated on time and that actions and decisions are recorded, communicated and followed up between meetings. Lead the development and process for collating high-quality progress and performance reports for NHSCC on an annual basis and for its Board on a quarterly basis (including reports on finances, membership levels and service delivery). Monitoring the NHSCC budget, membership and member data on a regular basis working closely with the rest of the team and in particular the membership officer.



Ensure NHSCC has an up to date and electronic documents library for corporate activity. This will involve: collating all standard documentation relating to NHSCC’s policies, procedures and activities making sure they are available to all NHSCC staff.

Business development:  Lead the production of NHSCC’s business plan and work programme and its annual report to members.  Develop a robust approach to monitoring performance, setting measurable objectives covering the organisation’s core activities  Produce timely high quality monitoring reports for the NHSCC membership and Board covering delivery and performance across the organisation  Work closely with the NHSCC team to ensure activity is promoted to the membership and beyond.  Leading a range of NHSCC membership engagement, business and service development projects.  Working with the Director to develop new partnerships as agreed, with a range of external organisations Managing the relationship between NHSCC as a networked organisation within the NHS Confederation.  Work with managers across the NHS Confederation to ensure NHSCC’s compliance with corporate business policies and to assess the flexibility of its policies.  Support the development and maintenance of an effective client-supplier relationship between NHSCC and the NHS Confederation teams providing back office and infrastructure services (which include IT; membership administration, finance and management accounting services etc.) to NHSCC. This will involve: o Drafting written agreements setting out the type and level of services to be provided by the NHS Confederation or other supplier teams to NHSCC, and liaising between the respective teams and NHSCC managers to amend and refine these as required. o Putting in place processes for monitoring and managing the relationship, for example coordinating regular SLA review meetings, and ensuring that relevant reports and information are made available in advance of these meetings. o Trouble-shooting and resolving day-to day issues that arise in the management of these relationships, and escalating more serious issues to the relevant NHSCC management lead. Project, programme and contract management support Support all members of the NHSCC team in effectively delivering projects, services and contracts by:  Drafting high quality project and contract management tools, ensuring these are available to all members of the team to use when required.  Drafting documents (e.g. service level agreements, project plans and performance reports - based on the agreed standard templates), for specific



projects and contracts and circulating these as required once agreed by the relevant member(s) of the NHSCC team Acting as an initial point of contact between NHSCC and its partners, funders and suppliers, dealing with straightforward queries about performance and progress in the delivery of projects or contracts, and escalating issues as required, but dealing with them in the main.
