Purpose or aim:

To lead a small team to provide a truly global, high quality, meaningful and responsive service both internally and externally and to embed a culture of continuous improvement. To implement and manage the overall strategy, as agreed by the Head of Awarding Body, for the technical design and development of ‘fit for purpose’ assessment and qualifications including designing and managing the underpinning processes. To liaise and collaborate with the Operations Manager and the Quality and Compliance Manager to maintain regulatory compliance, highquality, responsive assessment and a holistic approach to the department’s purpose. To share responsibility for the manipulation, interpretation and reporting of data related to assessment and qualifications with the Operations Manager. To lead on all commissioning and management of the external contractors within the CIM Global Delivery Framework to ensure adherence to the performance management process. To be responsible for the full CIM qualification portfolio from inception to launch and subsequent maintenance, including maintaining the accuracy of the Register of Regulated Qualifications.

Description (Duties):

Key Duties 

To oversee the writing, scheduling, production, validation, approval and release of assessments and qualifications: both examinations (paper and on-line) and assignments.



Advise on and produce guidance required to deliver the full suite of qualifications and for the range of assessment methodologies to ensure international standards are met.



To provide advice and guidance on approaches to learning including e-learning and best practice for qualifications and for assessments as supported through the Learning Advisory Group.



To oversee the contracting of all external personnel with regards to qualification and assessment development and marking and moderation, in accordance with current standards and best practice.



To oversee the assessment process, from standardisation to production of final assessment, ensuring that CIM equal

To oversee the Recognition Programme processes and procedures.



To ensure that assessments are produced within deadlines in accordance with internal and regulatory quality procedures.



To be responsible for monitoring the validity, reliability, manageability, comparability and overall fitness for purpose of all qualifications and development procedures including assessment and assessment development procedures.



To maintain professional standards in educational assessment as set out by the CIEA.



To manage the scoping and development of new qualifications.

Development of qualifications, assessments and supporting Material 

To ensure qualifications and assessments are technically standardised against National and International benchmarks to recognise global equality and diversity and that they are benchmarked to the Professional Marketing Standards.



To ensure relevant and meaningful qualification and assessment approaches are used that reflect employer-led focus.



To ensure that all new and current qualifications and assessments go through a pre-defined evaluative procedure.



To ensure that all assessments are proof-read, correctly formatted, meet international protocols and CIM equal opportunity and fair assessment guidelines prior to publication.



To ensure that qualifications and assessments are produced within deadlines in accordance with internal and regulatory quality procedures.



To ensure the maintenance of confidentiality and security of all assessments before and during the assessment development process.



To manage qualification and assessment development planning including resource allocation, expenditure and timescales.



To ensure support and guidance material are provided to Accredited Study Centres to enable them to provide learners with a purposeful and structured programme of learning and prepare learners for assessment appropriately and effectively.



To develop relationships with external partners in order to share best practice in qualification development and assessment approaches.

To design, implement and maintain a robust, responsive and highlyaccessible Recognition Programme to recognise external learning programmes.



To oversee the maintenance of the Register of Regulated Qualifications through the Ofqual Regulatory platform.



To maintain a timely and cyclic review of all qualifications listed on the ‘Register’ providing the Head of Awarding Body with current and forecasted conditions.



To oversee the management of the Graduate Gateway programme and its communication to stakeholders.

Quality Assurance and Continuous Quality Improvement 

To manage and support the range of quality assurance processes that underpin qualification and assessment development to ensure adherence to National and International standards.



To lead on the annual evaluation of current assessment and qualification development processes and procedures and to advise where improvements can be made.



To monitor success of the assessment methodologies and the qualification portfolio through performance data and other feedback and identify improvements.



Consistently improve processes in relation to qualification and assessment development and accreditation to achieve maximum business efficiency and effectiveness.



To manage and support the range of quality assurance processes that underpin the assessment methodologies required to deliver the full suite of CIM qualifications to ensure adherence to National and International standards, including: o Sampling assessment outcomes o Standardisation of examining team o Scrutinising and interpreting results and performance.



Liaise with the Policy and Standards Officer and Quality and Compliance Manager to report and update on the Customer Experience Directorate Self-Assessment and maintain a Quality Improvement Plan where appropriate.



Contribute and provide support to the Customer Experience Directorate Quality Improvement cycle.

Human Resource Management Job Description Data Management 

Monitor, analyse and report assessment performance against agreed parameters with the view to identifying trends, variances and performance.



Collaborate with the Operations Manater to analyse data and run statistical reports on a range of aspects as required in Exam Board, DCSF, regulatory requirements and for continuous quality improvement within the Awarding Body.

Managing stakeholders 

To manage the recruitment, selection, training and development of assessment writers, level authorities and examining teams (within the Global Delivery Framework) in order to contribute to the development of qualifications, assessments, marking and moderation processes.



To ensure all Awarding Body stakeholders are appropriately contracted and/or issued Schedules of Work in a timely manner.



To maintain good working relationships with all Awarding Body stakeholders.



To ensure appropriate representation at validation and standardisation meetings and Exam Boards.



To provide information to the Head of Awarding Body to report to both Exam Board and Ofqual (and other bodies as advised) on adoption of due process in relation to assessment and standardisation practices.



To oversee the performance review process for the content and assessment writers and to ensure they are appropriately quality assured and are provided with relevant feedback.



To ensure that the Qualification and Assessment Development manual and Awarding Body manuals are reviewed and updated as appropriate and communicated to all stakeholders.



Develop internal relationships to establish cross-functional working practices to enable sharing of knowledge that helps develop business objectives.



To ensure that all qualifications and assessment requirements are clearly communicated with CIM internal teams (Networks and Customer Contact Centre) to ensure engagement and full understanding in order to inform external stakeholders.

Budget Control 

To provide supporting information to the Head of Awarding Body to report on the budget.

To manage the work load of the Assessment Leaders and Assessment Coordinator to ensure effective coverage of departmental requirements and Qualification and Assessment team deadlines are met.
