USAID Global Health Supply Chain— Technical Assistance Managing health supply chains is complex, especially in countries and communities where inequalities in health outcomes exist. Leaders must think about many factors, from procurement policies and practices to workforce development, in order to maintain sustainable health supply chains. The challenges include:

Creating Enabling Environments

Improving Supply Chain Performance

Increasing Data Visibility

Stakeholders, partnerships, workforce development, and resources that, when engaged and leveraged, increase commodity security.

Health supply chain design, management, systems, and processes that bring the right health commodities to the “last mile”—where they can be fully utilized by the communities that need them.

Accessible and meaningful supply chain data that help managers make decisions, address issues, and identify opportunities to improve health supply chain performance and health outcomes.

OUR APPROACH Given changing conditions affecting health supply chains, such as the need to target health commodity resources to highest volume areas for the United States President’s Emergency Plan for AIDS Relief (PEPFAR), as well as the need to improve transparency, data, costing, and evaluation, we collaborate with you to develop solutions that meet your needs. Our technical assistance includes: • • • • •

Governance, policy, and strategic partnerships Financial management and procurement Supply chain analysis Capacity building Knowledge transfer

GOVERNANCE, POLICY, AND STRATEGIC PARTNERSHIPS Through strategic partnerships and policy analysis, we help you gain greater sustainability in managing the delivery of health commodities. New connections to global, regional, and in-country partners open possibilities for securing new funding sources, knowledge, and resources. We work with you to see how the partnerships you have already established might benefit from further connection with local, regional, national, and global partners.

FINANCIAL MANAGEMENT AND PROCUREMENT Ensuring a strong health supply chain requires diverse financing mechanisms and robust procurement practices. • We work with your organization to develop sustainable financing strategies. • We help your organization assess and mature its procurement practices to align procurement with evolving policies. • We demand and negotiate better prices.

SUPPLY CHAIN ANALYSIS The goal of every health supply chain is to deliver the right products to the right people at the right time—and in the right quantity. Health products typically carry a higher value than other commodities. They also often require specific environmental conditions and are subject to stringent potency-dating and shelf-life restrictions. They must be managed safely and securely—all the way to the “last mile” where they are used by practitioners and patients. Our health supply chain expertise includes strategy and planning, supply chain management, and supply chain visibility and data analysis.

Supply Chain Management

Supply Chain Visibility and Data Analysis

We develop strategies that synchronize, or harmonize, your health supply chain so the flow, security, and availability of health commodities meet the needs of healthcare practitioners and citizens. No matter what the state of your health supply chain, we work with you to establish sustainable management practices and systems. We optimize performance through state-of-the-art ideas and technologies, always looking for ways to tie performance to health outcomes.

Your health supply chains are in constant motion and continuously evolving. A great many parts have to work smoothly together to deliver lifesaving products. Failure in any part of the chains, such as inaccurate forecasts, inadequate storage, or expired products, halts the flow of supplies, greatly affecting the health of citizens. Our team works with organizations to strengthen and teach supply chain management practices in the following areas:

Visibility, enabled by high-quality data collection, drives health supply chain maturity, security, and, ultimately, health outcomes. Experienced in logistics management information systems, enterprise resource planning (ERP) systems, supply chain design and optimization systems, and other tools, we help you meet your data needs so that you can improve the visibility of your health supply chain.

• Rapid maturity analysis • Supply chain optimization and network design • Strategic planning

• Forecasting and quantification • Inventory management and quality assurance • Transportation and distribution • Reverse logistics and managing waste

• Evaluation of data priorities • Logistics system development and integration • Metrics, visual analytics, and dashboards • Knowledge management

CAPACITY BUILDING A professional workforce is vital to the long-term sustainability of health supply chains. We work closely with you to identify current competencies and future requirements, and, together, we analyze gaps in personnel, skills, and knowledge. Then, we implement strategies to close those gaps, transfer knowledge, and provide a consistent, trained workforce. We offer technical assistance for a wide range of skills, from procurement to supply chain management to data analysis.

KNOWLEDGE TRANSFER We are committed to working with you over the long term to make sure any capacity building efforts we engage in last—even after we finish a project with you. We offer coaching, mentoring, and training geared for professionals interested in maturing their organizations and partnerships. Your organization will be able to share new skills with your current workforce and new employees over the long term, so that you gain greater control over how your health supply chains are managed.
