Today: Source of conflicts & risks
Gray area: Train ready to leave and can start moving at any time. Yet, one door is still open, because train manager must keep watch that all other doors remain closed. 4
Today: Source of conflicts & risks 11 (!) different ways to give departure
Departures without train manager on board
Departures with all doors open
Using emergency opening to allow late fellow travellers to get on the train
Third party uses the equipment on the platform 5
Facts and figures
# procedures: 42500 / day
Return on Experience: +/- 3 conflicts every 5 days !
during peak hours: 170 per minute
+500.000 travellers/ day
6
Accident: Dinant (May 2009)
Late traveller wanted to get on the train that was ready to leave the platform. Both commuter and train manager fell under the train that started moving. Both lost their legs.
Key Event for accelerating the R&D for improvement of the departure process! 7

train. In case of incidents:
Departure process is part of safety certificate of RU!
Additional concerns: Active support from IM needed!
Also bad PR for IM!
Additional concerns: Punctuality/Interoperability other RUs
Data sharing during Risk Assessment is KEY ! 10
Harmonising different opinions & responsabilities We decide when the signal opens!
I have to avoid unauthorised departures and I have few means to support me!
I need to guard over the safety of the customers until departure.
The last door is still open, so I can still board the train
11
Dialogue between NMBS & Infrabel
What is a safe departure?
all doors of the train must be closed
train manager is on board
uniform procedure for all actors
Goal: Guarantee safety of commuters during the whole departure cycle on the platform. 12
