SUBJ: 2014 ATTENDANCE BY SGVC TROOPS AT SGVC CAMPS Data collected reflects actual attendance reports from the 2014 resident summer camp sessions at Camp Cherry Valley and Camp Holcomb Valley. Attendance was compared with the total available number of Troops within the San Gabriel Valley Council that operate a traditional Boy Scout Troop. The data collected does not calculate Troops that are part of the Council’s outreach programs. 2014 Findings: 

SUBJ: ANALYSIS OF SGVC SUMMER CAMP PAYMENT PLAN WITH COMPETING COUNCIL CAMPS Data collected through local Councils and their payment plans as compared to similar programs offered by the SGVC camps. Findings:  





SGVC Camps require initial payment to camps 2 ½ - 3 months prior to competing council camps. SGVC camps due Oct 31, competing camps due Jan 10 – Feb 21. SGVC Camps require Final payment 1 – 3 months prior to competing council camps. SGVC camps due February 28 (Holcomb), March 28 (Cherry). Competing camps final payment is due April 30 to 16 days prior to first day of camp. Early payment (in full) is 1 ½ - 3 months prior to competing council camps with similar discounts. Early payment discount does not provide much of an incentive when competing council camps offer a much higher reduced rate when terms are met. Resulting in a lower cost than an SGVC camp. SGVC units and other Councils are looking at other camps to find a better deal.

Recommendations:  

Align the SGVC camp payment program with other local councils. Begin the first instalment to Camps on January 31. Offer a more robust early sign up and early payment incentive as compared to other local councils.

Consequences: 

Based on the data collected for the 2014 camping season, the cash flow for SGVC will be compromised by $248,700 on October 31. An impact to the cash flow will devastate the financial operation of SGVC. Income for camps will be delayed for 3 months.

The San Gabriel Valley Council has a strong tradition of offering a superior summer camp experience over our competing councils. Our program and operation of our camps provide a unique experience that our competing councils cannot duplicate. There has been a dramatic trend in attendance not only with our own Troops but also with the Troops from other councils attending our camps. Financially the cost of our camps are very competitive with other Councils. Unfortunately, when comparing our payment plan with our competitors we fall drastically short on offering the best deal to our customer. Over the past two years I have spent a countless amount of time in both our camps, attending roundtables and Troop meetings talking with Troop leaders and parents. The number one suggestion I walk away with is changing our payment plan. Most Troop leadership (in and out of our Council) agree that it is very difficult to generate the funds to meet our policy. Our policy requires to have our customers make their initial payment on October 31, second payment on January 31, third payment on February 28, and the balance by March 28. The SGVC payment policy is 2-3 months ahead of our competing Councils. As a result they have communicated that this is a major deciding factor on whether or not they choose an SGVC camp. They have all communicated that our program offered within our camps is stellar and not offered at other camps, but stands a far second to the decision making process. Changing our payment policy will have a devastating effect on the cash flow for Council operations and other sources of revenue will have to fill in the gap. If we continue to follow the same path without a drastic change we will continue have a decrease in camp attendance. Before the 2013 camp season SGVC reduced the number of weeks offered at both camps to meet the declining trend in attendance. Reducing weeks is not a fix to the solution, only a way to keep our camps attendance in correlation to its expenses. After the 2014 camp season we will again look at our attendance and determining if we will have to drop another week of camp. If at the end of each camp season we need to drop a week of camp the SGVC will no longer have an option for our Troops to attend an SGVC summer camp.
