1.0 Introduction Bertacco Ferrier Pty Ltd (BF) are a specialised property valuation practice established in 1999 through the merger of Bertacco Valuations Pty Ltd and MGV Property Consultants Pty Ltd. Based at Surrey Hills located eight kilometres east of the Melbourne Central Activities District the company operates throughout metropolitan Melbourne, the Mornington Peninsula and Regional Victoria. 2.0 Insurance BF carries Professional Indemnity insurance to $5,500,000 and a copy of the ‘Certificate of Currency’ can be obtained upon request. It should be noted BF has never had any insurance proposal rejected. 3.0 Overview BF comprises two directors being Alan Bertacco and Mark Ferrier. Other staff include Valuers – Des Dinama, Peter Ferrier, David Hatch, Phillip Bogdanovski, Greg Madge, Kevin McEncroe and Brett Stielow. The office has three support staff. BF have been in practice since 1999 undertaking a range of instructions including Family Law, Litigation, Mortgage, Financial Reporting plus Rental Determinations and submissions as a Specialist Retail Valuer. In addition to appointments by solicitors we also receive instruction from the Victorian Small Business Commissioner, Valuer General Victoria plus other government agencies and instrumentalities. BF are presently upon the following bank commercial valuation panels: National Australia Bank Limited  Suncorp Ltd  Westpac Banking Corporation  Bank of Sydney  Bank of Melbourne  Arab Bank BF operate in all areas of metropolitan Melbourne with valuation assignments also undertaken in provincial areas for larger valuation exercises. Alan has worked as a Valuer since 1981 and has been engaged to value all property types as for all purposes including giving Expert Evidence for Family Law matters and has given Expert Evidence to the Magistrates Court, Federal Circuit Court and Victorian Supreme Court.



A wide variety of property types have been valued for litigation purposes including property portfolios for Family Law up to $50 million including CBD and suburban offices, industrial and prestige residential whilst other litigious assignments have included englobo land valuations of up to $100 million GRV. Specific expertise relates to cold storage facilities with complexes up to $18 million.



Housing valuations for rental, spot purchase and disposal have been completed for the Office of Housing and the Defence Housing Authority.



Rental appraisals have been undertaken for client due diligence to establishing fair market rental in addition to rental disputes.



Have acted under the provisions of the RLA as a Determining Valuer. Englobo land has also been valued on various projects including major parcels as part of G21.



Asset valuations for financial reports has been undertaken for various clients and accountants, including capital gains and GST issues. Projects have included the 900 lot Hidden Valley development at Wallan and various medium density projects, financial reporting for private colleges and charitable organisations. In addition financial reporting valuations have also been completed for Metropolitan Ambulance Service Victoria, SP Ausnet and the Yarra Valley Water Asset Valuation for Financial Reporting.



Near 30 years experience there clearly is a depth of knowledge across all areas of property. Being a boutique firm, Valuers are exposed to the opportunity of covering a wider spectrum of property over the broader metropolitan region than would otherwise be the case in a larger organisation where Valuers specialise in terms of property type and geographic region. Strategic property advise is ongoing with such being part of our core business within the commercial sector, with the recent revaluation of part of the SP Ausnet portfolio being an example. Similarly financial reporting has included projects such as the completed MAS valuations and more recently the Yarra Valley Water project. Also completed have been financial reporting projects for Harness Racing Victoria, Greyhound Racing Victoria and the Department of Justice.

Various commercial and retail properties have been valued for mortgage purposes and private clients for due diligence both within the CAD and suburban Melbourne ranging from major complexes to secondary premises in strip locations. Valuations assessed for mortgage security purposes have included numerous residential development projects between $10 million and $20 million with land subdivisions in Metropolitan and Provincial Centres whilst for litigation purposes valuation portfolios of up to $50 million have been undertaken.



Feasibility analysis of development projects and investment properties are undertaken on a regular basis for private clients also.



Rental valuations have been completed for clients completing due diligence or in dispute on a wide range of properties including supermarkets.



Rental and capital valuations plus bulk valuation assignments have been conducted over many years for the Office of Housing and Defence Housing Authority.

Peter completed his Bachelor of Applied Science (Property) in 2011 and more recently attained his Certificate IV in Real Estate Services.



Peter has had considerable experience in commercial valuations including office, retail and industrial.



Peter has accepted instructions to prepare valuations for various litigious purposes including Family Law, Owners Corporation encumbrances on new developments and building area discrepancies amongst others.



More intricate valuations have included Sea Bed rental assessments for the Valuer General and the valuation of common property and laneways for acquisition/disposal purposes. For mortgage purposes, large valuation projects have been undertaken including englobo industrial land parcels.



As noted above Peter has been involved in all facets of the valuation practice and is gaining wider experience including development feasibilities and more specialised property classes.

David has undertaken a broad range of residential, commercial and industrial valuations for major banks, other lenders as well as family law, capital gains tax and asset valuations. Valuation have included specialised property classes including Child Care Centre, Medical Centres and food processing and self-storage facilities.



David’s career began as a cadet valuer in Geelong in the early 1980’s where he obtained his formal qualification. This experience was then followed by further direct property experience including property sales, acquisitions, development as well as general property management including high level rental reviews and complex lease negotiations.



The properties valued range from the CAD and throughout suburban Melbourne was well as regional areas with industrial, commercial and retail properties being areas of expertise.



This valuation experience together with ‘hands on’ property experience gives David a unique insight into property valuation.

Desmond has been involved in all areas of the valuation practice including asset valuations for financial reports has been undertaken for various clients and accountants.



Desmond has been involved in all facets of the valuation practice and has now amassed wide experience.



Currently finalising his Doctorate research paper titled “An examination into the issues surrounding the valuation of contaminated land”.

Brett’s career commenced with the Western Australian Valuer General where a wide range of property was assessed for asset purposes, disposal and acquisition where a senior role was achieved. Brett commenced with Bertacco Ferrier in 2000 where a wide variety of property types have been assessed.

Quality control commences from the appointment of fully qualified Certified Practising Valuers. 6 of our senior valuation staff have greater than 10 years experience. This issue should not be lost in the broader scope of our proposal as experienced Valuers are best equipped to identifying risk and asses the value for the litigation purposes. BF has extensive property sale databases which include PDOL, PIM, Land Data and RP Data. Note, the Expert Witness Code of Conduct is strictly adhered to with all valuation staff cognisant of the Code and understanding the importance to maintain independence, particularly with the ability of e-mails and other correspondence to be subpoenaed.

Qualifications

Each Valuer is a member of the Australian Property Institute with Certified Practicing Valuer accreditation whilst the Continued Professional Development Program is embraced and the Risk Management Module undertaken.
