PREFACE

It is a great pleasure for us to present the new edition of Turkish Partnership for Peace Training Center course guide. The purpose of Partnership for Peace Program is to increase stability, diminish threats, provide peace and build strengthened relationships between Euro-Atlantic Countries and NATO, as well as individual partner countries. In order to contribute NATO’s outstanding objective, The Turkish Partnership for Peace Training Center was inaugurated on 29 June 1998 and has the honor of being the first recognized (in 1999) partnership training center by NATO. We are also one of the six centers having “Quality Assurance Unconditional Accreditation Certificate.” In its 18 years of history, PTC-TUR has provided an extensive support to NATO partnership initiatives and further has contributed significantly to the enhancement of military cooperation. This has been achieved throughout NATO partners, Mediterranean Dialogue (MD), ‹stanbul Cooperation Initiative (ICI) countries, Partners Across the Globe (PatG) and countries that Turkey has bilateral relations. Our primary objective is to create a suitable training and education environment for the purpose of increasing partnership spirit among the participants. In order to reach this goal we work together with distinguished lecturers and instructors. Our cooperation network includes numerous international and national professional institutions. In this context, we have planned 16 resident courses, 2 of which are to be conducted for the first time in this year’s education and training period. We also plan to conduct mobile training activities that will take place in some partner countries. In addition, we will continue providing instructor support to national and international training centers. I believe that activities planned for 2017 will help enhancing NATO’s partnership spirit and contribute to the regional and global stability and security while also serving to realization of our unchanging motto “Peace at Home, Peace in the World” as stated by great leader Atatürk. ABOUT PTC-TUR

Vision To keep being the leading institution on Partnership training within NATO Education & Training Community and multinational operational training.

Mission To provide training and education support to NATO, Partner Nations, National Personnel and when required, other countries in order to contribute to the attainment of interoperability objectives and to enhance military cooperation in accordance with NATO and Turkish General Staff (TGS) policy and principles.

Courses PTC-TUR continues to be a meeting point for NATO, NATO Partners and other UN members. We have reached up to a total of 16.151 military and civilian participants from 93 different countries through the successful conduct of 430 resident courses, 14 seminars and 70 mobile training activities so far. The staff of the PTC-TUR is dedicated to provide our participants qualitative training and education with a team of highly qualified experts, lecturers, instructors and prominent guest speakers from national and international military/civilian organizations and universities. Our participants will also find the opportunity of taking part in field trainings at different military units in Turkey. There will be visits to military and governmental organizations at some courses. As a result of good cooperation, some of the civilian universities send students to our center as a part of their master’s program. Besides the education and training activities, our participants will be offered to participate in special tours to unique historical and cultural places across Turkey.

Advanced Distributed Learning In addition to its resident courses, PTC-TUR contributes NATO’s ADL efforts with its online “The Law of Armed Conflict Course”.

Mobile Training Teams (MTT) PTC-TUR spans the globe with mobile training teams bringing education to other nations to meet their individual training needs. Since 2002, 19 countries and more than 2.500 personnel have benefited from our group of experts in 70 MTT activities.

Seminars/Workshops Since 2000, PTC-TUR has hosted 14 seminars with the participation of 1.082 distinguished guests forming a global platform to exchange views on partnership initiatives and Global Peace.

HISTORY

As a follow-up to “1994 NATO Brussels Summit” Turkey decided to establish a “PfP Training Center” and declared its decision at the Euro Atlantic Partnership Council (EAPC) meeting in Portugal on 30 May 1997. Turkish PfP Training Center was inaugurated on 29 June 1998 with an international opening ceremony and has the honor of being the first recognized partnership training center by NATO on 12 February 1999. We were also the first Partnership Training Center to introduce Mobile Training Programs in 2002. We continue to conduct these mobile training activities with military institutions of partner nations in order to share Turkish peace support operations experiences, also to enhance interoperability with our partners and to support bilateral military relations. Since its establishment PfP Training Center has been actively contributing to Partnership initiatives by conducting courses, mobile training activities and seminars for the members of NATO, PfP, Mediterranean Dialogue (MD), ‹stanbul Cooperation Initiative (ICI), Partners across the Globe (PatG) and countries that Turkey has bilateral relationship. As a justification of our quality approach PTC-TUR has been awarded “NATO Quality Assurance Unconditional Accreditation Certificate” as of 17 January 2014 which is valid until 17 January 2020. With the awarded Quality Assurance Accreditation, it has been assured that PTC-TUR’s organizational process and procedures meet the education and training quality assurance standards developed by NATO. 6

Education and Training Methods

Education and training activities are conducted with the professional support of highly qualified experts, lecturers, instructors/guest speakers from national and international military/civilian organizations and universities through; • • • • • • •

Practical and technical courses which require field applications and special expertise support are conducted by the respective Army, Navy, and Air Force training centers of the Turkish Armed Forces while academic courses are conducted in the Turkish PfP Training Center. 8

GENERAL REMARKS RELATED TO THE COURSES

Language proficiency All courses are conducted in English. Participants have to fulfill the following standards in English, as described in STANAG 6001-3232. Accommodation All participants will be accommodated at the Officers' Club unless otherwise requested by the participants. Medical Care There are no medical facilities except emergency either at the Training Center or at the Officers’ Club. All sicknesses or accidents will be referred to civilian medical facilities at your own expense. Therefore, all participants are advised to have a medical insurance. In case of any medical care requirement after duty hours, you may directly report to the assistant officer. Registration Individual application to courses is inadequate for acceptance. Financial Assistance Participants whose nation does not have Financial Aid Agreement and/or bilateral Military Training and Cooperation Agreement with the Republic of Turkey and personnel who are not financially supported by Allied Command Transformation (ACT) shall pay course and administration fee. Dress Code Daily uniform or combat uniform in classroom, combat uniform during field trainings. Transportation Participants are requested to fax or email their flight itineraries at least one week prior to the course start date. You will be welcomed and seen off at the airport according to your flight schedule. Transportation details will be explained in the confirmation letter. During the course, domestic transportation from/to Officers’ Club/PfP Training Center will be provided by PfP Training Center (Host Nation support). Other You are always required to carry a valid passport or a NATO Travel Order with an ID card. Ensure through your national authorities that above-mentioned documents are valid. All participants are advised to have a credit card with them. The participants from those countries which are not parties to NATO/SOFA and/or PfP/SOFA or which do not have any Bilateral Military Training and Cooperation Agreement with the Republic of Turkey shall be treated in accordance with Turkish Domestic Legislation during their stay in Turkey.

 Duration: 2 weeks.  Seat allocation: Up to 50 participants.  Participants should be all rank officers, NCOs (OR-7 and above) and equivalent civilians.  The course is open to NATO, PfP, MD, ICI, Partners across the Globe (PatG) members and countries that Turkey has bilateral relationship (with an alternative training program). LEARNING OBJECTIVES  Define LOAC applications, source and legal aspects of the use of Armed Forces.  Apply the integration of the LOAC concepts and principals, into military operations in generic exercises.  Apply LOAC rules and regulations in Peace Support Operations (PSO) and recognize fundamental organizations in the military operations.  Distinguish the escalation of violence and exercise on dealing with the legitimate use of force in NonInternational Conflict (NIAC). 21

AlM  The aim of the course is to teach military free fall techniques, tactics and procedures in order to train Military Free Fall Parachutists.

  

LEARNING OBJECTIVES  Jump from high altitude, navigate and land as a group to a predetermined landing zone.  Demonstrate the skills required for military free fall insertion in a military scenario.



REMARKS



 Duration: 6 weeks (2 weeks ground training phase and 4 weeks jump phase).  Prerequisites: Participants should be 40 years old or younger. Participants cannot exceed 120 kg weight. Participants reporting to the course must provide a medical report stating that “The participant is medically suitable for air operations” which must be approved by at least two flight surgeons and one dentist/dental surgeon NLT three months prior to the 30

course starting date, a current HALO Physiological Training Report. Seat allocation: Up to 30 participants. Participants should be military personnel. The course is open to NATO, PfP, MD, ICI and PatG members and countries that Turkey has bilateral relationship. Dress Code: All jump items such as jumpsuit, goggles, helmet, altimeter, and related equipment will be issued by TUR SF Command. No special clothing is needed during the training except, combat uniform, running shoes, boots, gloves, goggles and ear defenders are optional. Accommodation: Accommodation is available on/off the base. Health insurance is proposed for the participants.
