1. In accordance with reference A and supported by the findings of the C-IED Training Needs Analysis (TNA) study and the annual C-IED conference top five issues, Allied Command Transformation (ACT) organizes a variety of C-IED training courses with different focus and level. NATO, Partnership for Peace ISAF Troop Contributing Nations (TCN) are invited to attend the NATO Counter Improvised Explosive Device (C-IED) Attack the Network Tactical Awareness Course (ATAC) in Poland during the periods 20-24 Feb 2012, 05-09 Mar 2012 and 07-11 May 2012. 2. The ATAC is intended to provide Officers and Senior Non-Commissioned Officers assigned to tactical level headquarters and unit staffs with an awareness of the NATO concept for Attack the IED Networks operations in a multi-national environment. This course incorporates ACT’s C-IED Training Needs Analysis, the ratified AJP 3.15 and STANAG 2294, and inputs from ISAF C-IED Branch. Final NATO accreditation is pending and student feedback is essential for continued improvement. 3. DETAILS OF ACT C-IED ATTACK THE NETWORK TACTICAL AWARENESS COURSE - ATAC 1.

Situation

Aim. The course aim is to provide already staff-trained unit staff members at Brigade and below with the mechanisms to plan and conduct Attack the Networks operations in support of Defeat the IED System activities, at the tactical level. (This course does not teach operation specific SOPs or theatre specific techniques.) Learning and Enabling Objectives (LO and EO): At the conclusion of the course, each student should be able to complete the following course objectives using the skills, techniques, and practical lessons learned during the course: LO 1: Employ the intelligence cycle to Attack the Networks and Defeat the IED system. EO 1.1: Conduct Intelligence Preparation of the Environment (IPE) in an IED environment. EO 1.2: Analyse adversary IED Tactics, Techniques and Procedures (TTPs). EO 1.3: Identify friendly and own unit TTPs and patterns. EO 1.4: Plan organic and external Intelligence, Surveillance, Target, Acquisition and Reconnaissance (ISTAR) assets to identify elements of the Networks and IED System. EO 1.5: Fuse exploitation products with other intelligence sources. EO 1.6: Assign Networks and IED System elements to the Joint Prioritized Target List (JPTL) within the Joint Targeting Cycle (JTC). LO 2: Plan operations to disrupt IED operations and their logistic support. EO 2.1: Plan Influence Activities to Attack the Networks and Defeat the IED system. EO 2.2: Plan operations to target identified IEDs and caches. EO 2.3: Plan Electronic Warfare (EW) operations against the Networks and IED system. Training Audience: The course is intended to give Officers and Senior Noncommissioned Officers assigned to tactical level Headquarters and unit staffs (Brigade and below) with an awareness of the principles and processes to identify, attack and degrade Networks in order to defeat the IED System. The course will primarily practise OPS/INT fusion fundamentals with students having an “assumed knowledge” as Bn/BG level officers and will be within the context of a generic NATO mission. It does not teach operation specific SOPS or theatre specific techniques. The course is designed for staff who will be involved in Tactical C-IED Staff Functions (Network Analysis and Targeting Operations, Exploitation, Operational Planning, Intelligence, Training, etc.) requiring a cross-functional approach. Emphasis during this course will be placed on Staff planning and interaction at the tactical level. ACT expects a high demand for seats for this course. Applicants are requested to submit their Registration Form and a short Service Career early. The deadline for the Registration Form is 06 February, 23 February and 20 April 2012 for the February, March and May courses respectively. Information, such as flight information, can be added to the form after confirmation of a seat has been received. 2.

Mission.

NATO Allied Command Transformation (ACT) conducts a C-IED Attack the Network Tactical Awareness Course (ATAC) 20-24 Feb 2012, 05-09 Mar 2012 and 07-11 May 2012 at the NATO Joint Force Training Centre at Bydgoszcz, Poland to educate staff officers who understand NATO C-IED doctrine in order to be able to apply their knowledge within their staff organization. 3.

Execution. Nations wishing to apply for places on these courses should follow the points below:

Applicants are requested to complete the electronic Registration Form including a short service career as a registration online procedure with all required data. The Registration Form is available on the unclassified webpage: (http://events.jftc.nato.int/). If all requested information is not available, participants are requested to fill the registration form with available information and then update it when possible. Applicants should be listed in national priority order to assist with position allocation. Applications after the deadline will not be accepted. No shows without early cancellation will officially be reported to the respective National Liaison Representative at HQ SACT. Application deadline is 06 February, 23 February and 23 April 2012 for the February, March and May courses respectively. All the applicants are to receive confirmation/regret from HQ SACT to their e-mail addresses within a couple of days after the application deadline. Attendees will handcarry copies of their travel order, PAF and NATO or NATIONAL Security Clearance. Transportation (as requested by Registration Form) will be coordinated by JFTC for those, who are selected. A. Coordinating Instructions a. Dates and Duty Hours: 0800-1700 each working day. SUNDAY : Travel day MONDAY : 08:30 – 17:30 (including Ice Breaker) TUESDAY : 08:30 – 17:00 WEDNESDAY : 09:00 – 16:30 THURSDAY : 09:00 – 16:30 FRIDAY : 08:30 – 15:00 It is essential that all participants comply with these timings as personnel arriving late or leaving early will have a detrimental effect on the course. b. Security Classification. The security clearance required for this course is NATO CONFIDENTIAL. Bring a copy of your Security Clearance (NATO or national equivalent) with you to the course. Without such a certificate provided to JFTC, entry to this course will not be approved. Take your ID to access the JFTC compound. c. Language Proficiency: An adequate understanding of written and spoken English is required. In accordance with STANAG 6001, a level of 3232 is recommended for participants as the minimum requirement to attend this course. Submit proof of language proficiency when submitting PAF for course enrollment. d. Course Load. Places will be prioritized according to operational needs based on whether the nation is committed now or in the future to provide troop contributions to ISAF. Authority for allocations is HQ ACT. e. Laptops/CD-ROMs: Participants are not permitted to bring laptops into JFTC. You may bring electronic equipment into JFTC building and this will be checked and labeled by JFTC Info Security upon entry. A briefing on the use of non JFTC equipment will be provided on entry. Telephones are not permitted inside JFTC Class II Security Areas.

Participants are to ensure that prior to attending the course they have read both AJP 3.15 and STANAG 2294 and bring copies with them and should have trained to STANAG 2294 Annex A (Individual C-IED Skills).

NATO UNCLASSIFIED RELEASABLE TO ISAF/PfP a. Accommodation: Reservations must be made through the JFTC. If National Regulations require the use of a National travel company to book hotel reservation, please indicate that a hotel room is not needed on the Registration Form. Participants will be lodged at local hotels in Bydgoszcz which are in the city centre and provide immediate access to the most important parts of the city. The room rate is: from 238,00 to 245,00 PLN per night and includes breakfast. Participants have to pay for their accommodation individually. After having received the Registration Form, JFTC will inform the applicants about how to secure the reservation and in which hotel they will be accommodated. All hotel cancellations must be done through the JFTC. If a reservation is not cancelled within 48 hours before the scheduled arrival date or in the case of a noshow, there shall be a charge for the cost of the first night. The following cards are accepted: Mastercard, Maestro, Visa, American Express, Dinners. Check in time is 14.00 and check out time is 12.00. b. Meals: Lunch will be optional and provided at the JFTC mess (25.00 PLN per day) B.

Transportation a. Entry procedures/Visa. Military personnel from countries, to which the NATO Status of Forces Agreement/PfP Status of Forces Agreement apply, are not required to obtain a visa on the conditions that such personnel can present national military identification and a travel order complying with NATO Status of Forces Agreement, Article III. Civilians are not exempt from visa and passport requirements. The sending nations are responsible for ensuring that necessary passport and/or visa requirements are met prior to departure. Please note that visa applications (if required) need to be filed at least 14 days prior to departure. Transportation can be provided from/to Bydgoszcz Airport and Bydgoszcz Railway Station upon availability, from/to Gdańsk Airport and Poznań Airport transport will be arranged for groups upon request and based on the information provided on the Registration Form. Since there has been established a flight connection Warsaw – Bydgoszcz, JFTC recommends to use this opportunity in order to avoid long travel (flight details could be obtained at www.lot.pl ). Due to the limited transportation capacity, participants are asked to consider the use of taxis or rental cars. Transportation from the hotels to the JFTC is provided. It is recommended to park your car only on guarded parking areas. Regarding Polish regulations you have to have headlights of your car on 24 hours a day and to have a fire extinguisher “on board” while driving through Poland. d. Attire and equipment. Dress code during the course will be Battle Dress Uniform, or civilian equivalent. e. In-processing and fees. An information package will be handed over after arrival at the hotel. During In-processing you will be asked to pay a mandatory fee of 90.00 PLN (coffee, refreshments and “Ice-Breaker”) and optional for lunch (5 x 25.00 PLN = 125.00 PLN). Cash in Polish zloty (PLN) or Credit Cards will be accepted. f. Local Information.
