INTRODUCTION

The rail market in France is characterised by continuing expansion of its already extensive highspeed network and by increasingly attractive regional services, where greater involvement by local authorities has contributed to traffic growth. Many challenges remain in the freight sector, where the incumbent national operator now faces strong competition from open access companies that have captured almost one-third of the market. Rail is also providing an environmentally sound solution to rising mobility demands in France’s cities and larger towns, with nearly 30 communities operating, building or planning light rail systems and extensions to metro networks. The size and diversity of the rail market in France provides great opportunities for suppliers, and while there is a strong and creative domestic industry offering the most advanced technologies, the prospect of challenges from abroad is an increasing concern. This report provides a concise overview of the structure of France’s national rail system, including the government, funding and regulatory environment, plus key details of the main infrastructure projects that will enhance both high-speed and conventional networks. In addition, it outlines the main businesses within the country’s national operator, SNCF. Also listed are the regional councils that are responsible for specifying levels of service within the areas they represent. In the freight sector, the report lists the principal operators that are now competing with SNCF to play a growing role in the provision of rail transport services, including the Opérateurs Ferroviaires de Proximités set up to handle local traffic. France’s continuing boom in the development of urban rail systems is reflected in a city-by-city review of all current metro and light rail networks and projects. Many extensions to tramway networks had been shelved or replaced by plans for cheaper “high quality bus” routes due to a lack of financial assistance from central government. This followed the cancellation in 2014 of plans for lorry tolls, the proceeds of which were to finance public transport. However, in December 2014 the government announced a public transport funding programme which included four metro and 15 tramway projects. Paris Gare de l’Est-Charles-de-Gaulle Airport. The aim of the line is to provide a fast, high-frequency rail service between central Paris and the capital’s principal airport, partly using upgraded RER Line B tracks.

32 km (including 23 km of existing line).

Cost:

€1.8 billion, plus €120 million for rolling stock.

Status:

Project led by the Ministry of Transport. To be taken forward as a public private partnership concession to build, operate and maintain the line. DUP received in 2008. Commissioning expected 2023.

Route:

Ambérieu-Heyrieux-Sibelin. A line to the east of Lyon to divert hazardous goods away from the metropolitan area and relieve rail congestion. To be realised in Northern and Southern sections.

Route length:

Approximately 70 km.

Cost:

Northern section (Ambérieu-Heyrieux) €1.7 billion; southern section 1.1 billion; new Rhône crossing €400 million.

Status:

Initial studies accepted by Minister in 2009. Northern route chosen; Southern route still at study stage. DUP for northern section received in 2012. Commissioning in 2019 and 2020.

Route:

Lyon-Chambéry (mixed use line); Avressieux-Montmélian (freight line); St Jean de Maurienne-Bruzolo, Italy (mixed use base tunnel). Bruzolo-Turin routes in Italy are the responsibility of Italy’s rail infrastructure authority RFI.

Route length:

Phase 1: Grenay (Lyon)-Chambéry – 79 km (15.3 km in tunnel). Phase 2: Avressieux-Montmélian - 85 km (40 km in tunnel). St Jean de Maurienne-Bruzolo – 72 km.

Cost:

Phases 1 & 2: Lyon-Montmélian €7.3 billion. St Jean-de-Maurienne-Bruzolo €8.2 billion.

RFF responsible for Lyon-Chambéry and Avressieux-Montmélian. Technical studies for the St Jean de Maurienne-Bruzolo international section, which includes a 57 km base tunnel through the Ambin Massif, are the responsibility of Lyon Turin Ferroviaire SAS, a joint venture company owned equally by RFF and RFI.
