DELEGATIONS a.

Development Variance Permit Application 05-032-DVP Lot 111, Plan 710A, Section 25, Township 9, ODYD Inverness Drive (Trintec Enterprises Inc.) Norm Brenner of Trintec Enterprises Inc. requested Council consider granting a variance to increase the length of the proposed cul-de-sac at the southwest end of Inverness Drive. He advised that the residents on Inverness Drive are in support of this variance as it would result in less traffic, particularly traffic linking from future development in the designated commercial area. Mr. Brenner also pointed out that Lot 40 of the proposed adjacent subdivision, between Inverness Drive and Aberdeen Road, is to be dedicated to the District of Coldstream as a walkway connection.

REPORT OF CHIEF ADMINISTRATIVE OFFICER a.

Kalamalka Road Trunk Sewer and Watermain • Letter from Urban Systems, dated October 20, 2005 Ken Oliver of Urban Systems Ltd. reviewed the bids received for construction of 1.5 km of sanitary sewer and 900 m of watermain along Kalamalka Road, commencing at the Aberdeen Road intersection and extending west to McClounie Road. The three-month project is scheduled to start in July 2006, after schools close for the summer, in order to minimize impact on residents and traffic.

Section 701.7.c. of the Subdivision and Development Servicing Bylaw No. 932, 1989, and amendments made thereto, be varied by extending the permitted length of cul-de-sac roads from 185 m (607.0 feet) to 423 m (1,387 feet).

AND FURTHER THAT the Sarsons Road Pre-plan, previously endorsed by Council at their Regular Meeting held September 9, 2002, be amended to accommodate the requested alternative road design, park location and development variance as outlined in the above-referenced report. District of Coldstream: 2006 Proposed Budget • Report from the Director of Financial Administration, dated October 19, 2005 Moved by Taylor, seconded by Williams, THAT the report from the Director of Financial Administration, dated October 19, 2005, regarding District of Coldstream 2006 Proposed Budget, be received; AND THAT Council hereby approves in principle the draft budget; AND THAT staff bring forward an amendment to the District of Coldstream Sewerage System Regulation and User Charge Bylaw, to delete the discount for prompt payment of the sewage charge on customers’ quarterly bills, as of 2006; AND THAT the draft budget be amended to reflect the deletion of the prompt payment discount applicable to the sewer portion on customers’ quarterly bills; AND FURTHER THAT an Open House be held on the budget for the public on Wednesday, November 2, 2005, from 5:00 p.m. to 7:00 p.m. CARRIED Discussion was held on a proposed Local Improvement Area tax for sewer. Staff will be bringing forward a report at a later date.

2006 Cemetery Bylaw Rates • Report from the Director of Operational Services, dated October 11, 2005 Moved by Dirk, seconded by Taylor, THAT the report from the Director of Operational Services, dated October 11, 2005, regarding 2006 Cemetery Bylaw rates, be received; AND THAT staff bring forward an amendment to the District of Coldstream Cemetery Bylaw No. 1163, 1994, and amendments made thereto, to include the fees outlined in the staff report.
