1. Smart City Expo World Congress After an important year for cities, and the Smart City Expo World Congress in 2014, there are still a great number of challenges ahead. By 2050, a full 2.8 billion additional people will be living in urban areas than today. What’s more, at our current rate of emissions, by 2032 we will have exhausted our carbon budget and pushed global temperatures 2° Celsius above pre-industrial levels. Will we meet these challenges head-on? What kind of cities will we have created by then? In his keynote address, Parag Khanna emphasized that "the age of city-states is a world in which cities are in charge – not just of themselves, but also of global politics, global trade, and the global economy. It all happens in cities; it all happens because of cities; it is all driven by cities." And as futurist Alex Steffen put it: “We have to build better cities to beat the planetary crisis we face.” The Smart City Expo World Congress, the global summit for smart cities organized by Fira de Barcelona, closed its fourth edition having recorded its best-ever figures, 11,000 visitors, 440 participating cities and 275 exhibitors. Barcelona’s SCEWC 2015 will continue to investigate the most innovative developments transforming our cities. The event features an Exhibition Area, showcasing innovative companies and reference cities that are already implementing Smart City initiatives, and the World Congress, during which celebrated speakers will introduce, debate, and share pioneering ideas and approaches. The Smart City Expo World Congress is a meeting point for companies, public administrations, entrepreneurs and research centers to show, learn, share, network and gather inspiration to support the development of cities of the future. Participants will have the opportunity to share knowledge, innovative projects and strategies with experts and leaders from the smart city community to tackle the challenges faced by our cities. Cities will also have the chance of showing and discussing leading projects with the world’s mayors, political leaders and city executives, specialists, managers and experts involved in Smart City initiatives.

2. Purpose of the call for papers This call for papers is looking for the most relevant contributions and innovative initiatives and solutions within the framework of Smart Cities. All authors are cordially invited to submit their papers to Barcelona’s Smart City Expo World Congress 2015.

3. Topics covered Please find in this section a non-exhaustive guidance of topics that will be considered to participate in the Congress. Submissions should be dealing with one or several topics of this list. We do realize that there is overlap between some of them. You will need to select those that your proposal refers to. 4. Organizer of the call This call for papers is organized by Smart City Expo World Congress.

5. Who can participate? Smart City Expo World Congress is aimed at cities, businesses and entrepreneurs, research centers, universities and other public or non-governmental organizations or consortiums (public-private) with innovative Smart City ideas, studies, visions and solutions.

6. Presentation of papers To enter in the running call for papers, please fill in the form available online. Papers must be submitted electronically via this website and must conform to the terms and conditions here included. The form and all complementary information will have to be filled out entirely in English or Spanish. No proposals in any other languages will be accepted. The organization reserves the right to ask for any clarification or additional information about the submitted entries. No additional documents to the web form will be accepted, unless requested by the organization.

The web form to be fulfilled will require, among other details:    



Short speaker’s bio (max 300 characters) Submission title (max 100 characters) Brief description of the paper (max 300 characters) Abstract (max 2500 characters) - You may include the strategic objectives, context of implementation, added value of the proposal, methodology of resolution, the current state of implementation, solutions/conclusions, and any other information helpful to understanding the main ideas of your proposal. Keywords (max 200 characters)

The uploaded document can be either in presentation format or in research paper format, in accordance with the templates provided on the website. The uploaded document should be no longer than 10 slides or pages; only PDF format will be accepted. There is no limit to the number of submissions by author, but it is important to submit only on areas of key importance to your business/expertise. As a guideline, we recommend no more than 3 submissions per author / company / organisation.

7. Entry deadline The Call for Papers will be open until June 7th 2015, 23:59:59 CET.

8. Evaluation Criteria The quality of each proposal will be evaluated according to the criteria shown in the rubric below. Each submission will be evaluated based on three aspects: Innovation, Impact, and Feasibility. For each aspect, a score will be assigned based on the degree to which the submission demonstrably fulfills each listed criteria.

Innovation – Criteria considered:  

9. Evaluation process The evaluation process is divided into two phases:

Regulation compliance

The organization will conduct a first evaluation to check whether the proposal complies with the requirements. Papers could be subject to additional request of information or clarification. 2) Paper selection A technical committee of experts that work in the thematic areas covered by the World Congress will then evaluate the papers by topic and select:   

The number of papers per category is subject to consideration by the technical committee of experts.

10.Selected papers categories As a reminder, the event is composed of an Exhibition Area, showcasing innovative companies and reference cities already implementing the smart city initiative, and the World Congress, which will see keynote speakers introduce and debate pioneering approaches. Papers accepted for presentation would then be eligible for one of the following categories:

 Papers selected for Congress presentation These presentation slots will be of 10-12 minutes within a panel session typically running for 60 minutes. Every speaker in this category will be given a 3 days pass for the World Congress, and the opportunity to purchase additional passes with a 30% discount rate. Additionally, speakers coming from universities, publicly-funded research centres or public administrative bodies will be offered a financial aid for flights and accommodation. The organization reserves the right to evaluate whether the candidate can be subject for this consideration.

 Papers selected for Congress short presentation This will be a short 4-5 minutes presentation within a session running for 60 minutes. Every speaker in this category will be given a 3 days pass for the World Congress, and the opportunity to purchase additional passes with a 30% discount rate.

11.Selection communication The authors of selected papers will be informed starting on June 26th 2015.

12.Intellectual and Industrial Property Rights The participant is responsible for the authorship of the submitted paper; he/she is the owner of the intellectual and, where applicable, industrial property rights thereof. The participant is accountable for the paper submitted not violating intellectual property rights, industrial property rights, copyright and/or image rights and assumes complete responsibility with regard to third parties; the Organization is free of all liability. Once the paper has been selected, the organizers may make public any details considered as public (author, company / organization, title, brief, abstract, website, and topic).

13.Data Protection Due to the sensitive nature of the information supplied, the World Congress organizers, the coordinator, and the members of the technical committee guarantee to keep the identity of participants and the content of their papers confidential outside the sphere of the Smart City World Congress. This also includes any information about its current state of use or development. Once the paper has been selected, the organizers may make public any details considered as public (author, company / organization, title, brief, abstract, website, and topic).
