Part 1 – General 1

Rules

1.1

The regatta will be governed by the rules as defined in The Racing Rules of Sailing. The following rules will also apply:

Part 2 of the Racing Rules of Sailing is replaced by Part B of the International Regulations for Preventing Collisions at Sea from 19:00 to 06:00 local time. f. World Sailing Offshore Special Regulations.  All races will be Category 4.  All boats are required to have VHF radios with channels 16 and 72. No national authority prescription will apply. If there is a conflict between languages the English text will take precedence. If there is a conflict between Notice of Race and Sailing Instructions, the SI will take precedence.

Classes

2.1

Boats in each class may be divided into divisions according to each boat's certificate. The Race Committee’s decision about class divisions will be announced into skippers meeting and cannot be altered or open to discussion.

Notices to competitors

3.1

Notices to competitors will be posted on the official notice board located at the Race Committee's Office. The Race Committee’s office will be indicated at each place with an announcement at the Race Committee’s signal boat.

Changes to Sailing Instructions

4.1

Any change to the sailing instructions will be posted not later than two (2) hrs. before the scheduled time of the warning signal of the first race of the day it will take effect, except that any change to the schedule of races will be posted not later than 21:00 hrs. on the day before it will take effect. Verbal changes may be given only on the water. The Race Committee will make the necessary changes before the warning signal of a class and will announce these changes by VHF Ch.72, RRS 90.2c. These changes shall not be ground for request for redress.

Signals made ashore

5.1

Signals made ashore will be displayed from a pole near the Race Committee's office. When flag AP is displayed ashore '1 minute' is replaced with 'not less than 30 minutes' in race signal AP.

The Organizing Authority and/or the Race Committee reserves the right to modify the above programme according to weather conditions and/or other unforeseen reasons. Four (4) races are scheduled for all boats. On the last day of the regatta no warning signal will be given after 13:00 unless it follows signal of general recall or postponement (Flag AP) of a race whose first warning signal had been made before 13:00.

The Start

The class starting order will be announced at the skippers meeting. Races will be started in accordance to RRS 26 (5 – 4 – 1 – Start). The warning signal of each following class will be displayed at the earliest at the starting signal for the previous class, and may also be given while other classes are still racing. All boats not racing shall stay away from the starting line until their warning signal. A boat starting later than 10 minutes after her starting signal will be scored DNS. This changes RRS A4.1. After signalling an individual recall, the race committee will attempt to broadcast the sail number, bow number or name of boat that has not started and is identified as OCS on VHF channel 72. The failure or delay to broadcast will not be grounds for a request for redress. This changes RRS 62.1(a). All boats intending to participate in a race, shall sail close to the Race Committee Signal Boat, before the first warning signal of the day, for their hull number to be recorded.

Penalty system

9.1 9.2

The two turns penalty (RRS 44.1), will apply for all races. Penalties for breaches of sailing instructions 8.4, 13, 14, 17, 18.2, the ORC rules, the IMS rules, the IRC rules, the Equipment Rules of Sailing and the Offshore Special Regulations may be less than disqualification if the International Jury (IJ) so decides. The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI.

10 Protests and requests for redress 10.1 Protest forms are available at the race office. 10.2 Protest shall be delivered there within the time limit which shall be one (1) hour after the last boat has finished the last race of day. The same time limit applies to protests by the RC and the PC about incidents they observe in the racing area and to requests for redress. If the last boat has not finished by 21:00 hrs, the protest time will end at 9:00 hrs the next morning. This changes RRS 61.3 and 62.2. 10.3 When preliminary results are posted after the protest time limit expires, requests for redress upon those results may be lodged within 30 minutes after posting. This changes RRS 62.2. 10.4 Notices to inform competitors of hearings in which they are parties or named as witnesses will be posted within 30 minutes of the protest time limit. 10.5 On the last day of the regatta a request for reopening a hearing or request for redress for an IJ’s decision shall be delivered: a. Within the protest time limit if the party requesting reopening was informed of the decision on the previous day. b. No later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes RRS 66. 10.6 Breaches of SI 8.4, 8.7, 13.1, 14 and 18.2 will not be grounds for a protest by a boat. This changes rule 60.1(a).

11 Scoring 11.1 For ORCi class boats: The results will be calculated by using the “Offshore Time on Time Scoring System”. 11.2 For IRC class boats: The results will be calculated by using the “Time on Time Scoring” system. 11.3 For Cruising class boats: The results will be calculated by using the type: Corrected Time (CT) = Elapsed Time (ET) x Rating Factor (RF). 11.4 The length of courses will be decided by Race Committee and will not be grounds for request for redress. This changes RRS 60.1(b). 11.5 The Low Point Scoring System of RRS Appendix A will apply. 11.6 The scoring coefficient for all the races will be 1,0. 11.7 The winners of the "Rodos Cup 2016" will be designated by the total of their points on all races. 11.8 There will be separate results for each class division.

12 Safety regulations 12.1 Boats retiring for any reason in any race shall promptly report to the Race Committee. 12.2 Any use of the engine for propulsion purposes for rescuing people, giving help or any other reason shall be reported after arrival in written form to the RC stating reasons for such procedure. If a boat does not gain a significant advantage in the race, the International Jury may impose a penalty different from disqualification, or not impose a penalty, at its discretion.

13 Replacement of crew or equipment 13.1 The RC may approve crew changes (adding new crew members, replacing or disembarking crew members) by written skipper's request made no later than one (1) hour before the scheduled time of the start of the first race of the day.

13.2 Substitution of damaged or lost equipment will be not allowed unless approved by the RC. Requests for substitution shall be made to the RC at the first reasonable opportunity.

14 Equipment and measurement checks 14.1 A boat or equipment may be inspected at any time for compliance with class rules and Sailing Instructions. On the water or after arriving in harbour, a boat may be instructed by the RC measurer to proceed immediately for inspection.

15 Official boats 15.1 Official boats will display a flag with RC letters on it. Failure of any official boat to display her flag will not be grounds for redress. This changes RRS 62.1(a). 15.2 Vessels used by press, photographers, film crews, VIPs etc. are not under the jurisdiction of the RC except of those working for the organization. Any action by these boats shall not be grounds for request for redress by boats. This changes RRS 60.1(b).

16 Haul-out restriction 16.1 From 20:00 on July 17th 2016 boats shall not be hauled out except for the purposes of repairing damage; and only after written permission from the RC. While hauled for this purpose, cleaning and polishing of the hull below the waterline will not be permitted. Appendages shall not be removed from the boat during the series.

17 Communication 17.1 Radio communication with the RC during the regatta will be on VHF channel 72. The RC may give verbal confirmation of any race signal over VHF Channel 72. Failure to make a broadcast or to time it accurately will not not be grounds for redress. This changes RRS 62.1(a). 17.2 Except when communicating with the RC, a boat while racing, shall not transmit or receive communication of any information not publicly available to all boats participating. This changes RRS 41.

18 Time limit 18.1 The finish time limits for each race, expressed in hours - minutes - seconds are individualized for each boat and will be shown on the participating boats’ list. 18.2 Boats failing to finish within their time limit shall be scored with the number of points equal to the number of boats that started and finished within their time limit plus1. This changes RRS35 and A4.

19 Finishing by night 19.1 Boats that finish by night shall illuminate their sail and bow numbers when finishing, and in case of doubt shall try to identify themselves to the RC after finishing.

Part 2 – Races 20 Windward Mark 20.1 If necessary, the RC may set a windward mark cast one nautical mile away from the starting line, to achieve a start to windward. In this case, before the warning signal, the RC will display a red flag to indicate that the windward mark must be left to port or a green flag to indicate that the windward mark must be left to starboard. 20.2 The Windward Mark will be a yellow inflatable buoy.

21 Kos – Nisiros 21.1 The distance of the race will be approx. 22nm. 21.2 The course will be: Start (Kos Marina) – Finish (Paloi port). Diagram 1a. 21.3 The starting line will be between a pole with an orange flag on the RC signal boat or a yellow inflatable buoy at the starboard end and an orange inflatable buoy at the port end. The starting line position will be near Kos Marina. 21.4 The finishing line will be between a pole displaying a blue flag at the starboard end (the pole will be near the light at the entrance of Paloi port) and a yellow inflatable buoy at the port end (the buoy will be laid approx. 150 meters afar the pole). Diagram 1b.

22 Nisiros – Tilos 22.1 The distance of the race will be approx. 18nm. 22.2 The course will be: Start (Paloi port) – Finish (Livadia port). Diagram 2a. 22.3 The starting line will be between a pole with an orange flag on the RC signal boat or a yellow inflatable buoy at the starboard end and an orange inflatable buoy at the port end. The starting line position will be near Paloi port. 22.4 The finishing line will be between a pole displaying a blue flag at the port end (the pole will be on St Stefanos port dock, Libadia bay, Tilos) and a yellow inflatable buoy at the starboard end (the buoy will be laid approx. 200 meters afar the pole and at a bearing of 270° approx.). Diagram 2b.

23 Tilos – Symi 23.1 The distance of the race will be approx. 22nm. 23.2 The course will be: Start (Livadia bay) – Mark 1 (starboard) – Finish (Agios Emilianos). Diagram 3a. 23.3 Mark 1 will be an orange inflatable buoy. 23.4 The starting line will be between a pole with an orange flag on the RC signal boat or a yellow inflatable buoy at the starboard end and an orange inflatable buoy at the port end. The starting line position will be in Livadia bay. 23.5 The finishing line will be between a pole displaying a blue flag at the starboard end (the pole will be at St Emilianos Monastery, northwest side of Symi Island) and a yellow inflatable buoy at the port end (the buoy will be laid approx. 200 meters afar the pole). 24 Symi – Rhodes 24.1 The distance of the race will be approx. 20nm. 24.2 The course will be: Start (St Marina, Pedi) – Finish (Rhodes). Diagram 4a. 24.3 The starting line will be between a pole with an orange flag on the RC signal boat or a yellow inflatable buoy at the starboard end and an orange inflatable buoy at the port end. The starting line position near the entrance of Pedi port, Symi.

24.4 The finishing line will be between two yellow inflatable buoys, laid near the entrance of Mandraki port. Diagram 4b.

25 Various 25.1 Race Committee may move the starting line to a new position, due to: lack of wind, bad weather conditions or unexpected sea traffic, displaying the “L” flag with one sound on the RC Signal Boat.
