2013 OUR GRATITUDE
Sindh Board of Investment (SBI) stresses primary importance to improve Agriculture sector of Sindh through increased opportunities for value addition and access to international markets. Despite being 4th largest Mango producer in the world, Pakistan exports only nominal quantities of its total produce. The Mango industry holds great promise for greater revenues for Sindh. Therefore, Government of Sindh is making necessary interventions and essential arrangements to develop linkages and access to the international markets for increased exports of Mango fruits. Strengthened by the success of Mango Festival 2012 held in UAE, Sindh Board of Investment in collaboration with Agriculture Department (GoS), Pakistan Fruits and Vegetable Exporters Association and Progressive Growers of Sindh organized Mango Festival 2013 at Malaysia and Singapore. In this regard, I would appreciate kind cooperation from the office of Consul General of Malaysia and Honorary Consulate General of Singapore in Karachi. SBI would also like to acknowledge facilitation from the High Commission for Pakistan in Malaysia and Singapore for making this event result oriented and meaningful. Here, I would also like to talk about assistance and support to SBI from Agriculture Department, Government of Sindh especially Mr. Abrar Shaikh (Deputy Secretary, Agriculture Department, GoS), exporters and growers of Sindh for making this event a profound success. I am on behalf of my own self and on behalf of Government of Sindh would also extend my deepest gratitude for Mr. Wajihullah Kundi, Commercial Counsellor for Pakistan in Malaysia and Mr. Salman Athar, Head of Chancery of High Commission for Pakistan in Singapore. MANGO FESTIVAL 2013 - AT A GLANCE BACKGROUND Mango – “King of Fruits” is one of the two most delicious tropical fruits in the world. Despite being 4th largest Mango producer in the world, Pakistan exports only nominal quantities of Mangoes. The Mango industry holds great promise for greater revenues for the Sindh. Therefore, Government of Sindh is making necessary interventions and essential arrangements to develop linkages and improved access to international markets for increased exports of Mango fruits. Sindh Board of Investment in collaboration with Pakistan Embassy in United Arab Emirates and UAE Retailers including Al-Maya Supermarket, Unifruitti (Carrefour) and Lulu Hypermarket in UAE hold Mango Festival from 13 to 16 June, 2012 at Dubai, United Arab Emirates whereby Around 500 tons of mangoes were sold in two week all around UAE after successful marketing of Pakistani Mangoes in the event. The buyers witnessed the price appreciation of Pakistan Mangoes from AED 3.65 per Kg to AED 7.5 per Kg. Strengthened by the success of Mango Festival 2012, Sindh Board of Investment in collaboration with Agriculture Department (GoS), Pakistan Fruits and Vegetable Exporters Association and Progressive Growers of Sindh proposed to organize Mango Festival 2013 at following destinations. • •

OVERVIEW Although Pakistan exports comparatively little of its production, its mangoes are much appreciated in the international market owing to their attractive colour, fragrance, savouring taste, and nutritive value. Pakistani mango therefore enjoys a prominent position in the international market. Except for a few recent trial sea shipments, mango exports reach Middle Eastern and European markets by air rendering them too expensive for the mainstream supermarkets that dominate the sale of fruit and vegetables in these markets. Hence, Pakistan’s current exports are limited to smaller ethnic markets (wet markets). Hence, an exhibition of Pakistani Mangoes is being organised in the Malaysia & Singapore in June 2013. A 5-member delegation of the Sindh Board of Investment (SBI) and leading fruits & vegetable exporters of Pakistan led by the Chairman SBI, Mr Zubair Motiwala, visited Kuala Lumpur, Malaysia and Singapore to launch and attend the Sindh Mango Festival 2013. On the sidelines of the event, Chairman SBI and delegation participants hold consultations with Halal Industry Development Corporation (HDC), Business Community, Investors and premier investment promotion agencies of the Government of Malaysia and Singapore both at the federal and state levels. MANGO FESTIVAL OBJECTIVES The core objectives of organizing the Mango Festival 2013 are as under: •
To introduce Sindhi Mango varieties to the importers, wholesalers, retailers and buyers of retail chains in Malaysia & Singapore.

To establish strong linkages with the stake holders of Mango import supply chain and community in Malaysia & Singapore.

to network Pakistani suppliers with the existing and potential importers of Pakistani mangoes in said markets
•
to boost export of Pakistan’s Fruit in International Market
•
to enhance soft image of Pakistan through PR and spreading positive word of mouth about Pakistani mangoes by inviting stakeholders, local Government officials, Importers/buyers, diplomats of different countries and Pakistani Community as well as the general public

MANGO RECEPTION AT MALAYSIA A Mango Reception was held on 25 June at the Renaissance Hotel, Kuala Lumpur, Malaysia. The event was aimed at introducing Malaysian dignitaries to different varieties of Pakistani mangoes and providing them the opportunity of sampling and savoring the king of fruits in different forms.
A special mango display of the following varieties of Sindhi mangoes were arranged: • • • • • • • •

The event was attended by around 200 members of diplomatic community, businessmen, corporate leaders, Pakistani community and media. The ceremony commenced with the recitation from the Holy Quran. The High Commissioner for Pakistan, Mr Shahid MG Kiani, gave his welcome speech. This was followed by a detailed presentation of the Chairman SBI, Mr Zubair Motiwala.

In the presentation, he highlighted various varieties of Sindhi mangoes as well as investment and business opportunities in the province of Sindh in sectors including agriculture, energy, infrastructure, transport, communication, IT & Telecom, textiles, mining and gems. He assured Malaysian investors and businessmen that Sindh Board of Investment was committed to providing one-window facility and would assist them in all possible manners. He explained that investment in Pakistan yielded a higher rate of return and a proper legal framework was in place to protect foreign investment. The Government did not discriminate between foreign and domestic investors and provided a level playing- field to all. While acknowledging the prevailing law and order situation in the country, he informed that not even a single foreign company had exited Pakistan in these circumstances. In fact, many were considering expanding their operations in view of greater demand and possibility of higher profits.
A wide spread of mango delicacies, including mango ice cream, mango souffle, mango mousse, mango trifle, mango tart, mango pudding, fresh fruit platter and mango cake were also introduce to participants explaining them possible value added usage of the Mango fruit. At the end of the function, complementary mango gift boxes from Exporters were presented to all guests with an aim to get them familiarize with the taste of Sindhi Mangoes.

MANGO RECEPTION AT SINGAPORE The event was organized at the Bar BQ Restaurant in Singapore and widely attended by diplomatic community, Pakistani Expats and stake holders of food & Agriculture Supply Chain industry in Singapore. The purpose of this activity was to present immense investment opportunities available in the Province of Sindh in front of Singapore business community and to increase bilateral trade and investment cooperation between Singapore and Government of Sindh, Pakistan While speaking on the occasion, Chairman SBI said that the importance of trade for the development process cannot be denied and neither can the importance of agriculture for the overall economy. The role of agriculture has been elevated from a sector merely supplying resources to nourish industrialization to a sector of utmost importance. Agriculture contributes about 24 percent of Gross Domestic Product (GDP) and accounts for half of employed labour force and is the largest source of foreign exchange earnings. Mango export system in Pakistan requires efficient and systematic support to an extent that could utilize full potential of Mango economy. The mango industry holds great promise for greater revenues for the Sindh. He further instilled that Government of Sindh intends to make essential arrangements to have an access to the international markets regarding the exports of Mango fruits. High Commissioner for Pakistan in Singapore added that the organization of Mango Festival will not only boost Agriculture exports from Sindh but is expected to trigger further opportunities for exports and value addition in Agriculture in Sindh. There was complementary tasting of various dishes prepared from mangoes such as Mango milkshake, mango chunks, mango lassi etc as well as other refreshments for the diplomatic community and Singaporean stakeholders present in the event.

As part of promotion, an in-store sampling of mangoes at various stores was conducted. All the customers visiting the store were offered complementary tasting of Sindhi mangoes. The sampling activity was carried out at all stores where promoters dressed in special gowns offered mango cuts and mango shakes to the customers. A sampling counter was set up with the words "Sindh Mango Festival 2013" emblazoned on it. A number of customers tasted the mangoes and showed interest in their purchase. A team comprising officers of the Sindh Board of Investment, High Commission and exporters visited the following outlets to monitor the mango launch: a. b. c.

A formal launch of Sindhi mangoes was organized at the Giant Hypermarket Subangjaya. ROUND TABLE CONFERENCE, KUALA LUMPUR The Sindh Board of Investment in collaboration with Commercial Section of High Commission for Pakistan in Malaysia organized a Roundtable with Malaysian investors, businessman and entrepreneurs. The High Commissioner welcomed all participants to the Conference and urged them to take advantage of the liberal Investment Regime and business-friendly Trade Policy of the Government of Pakistan centred on the Free Trade Agreement between the two countries. The Chairman SBI gave a comprehensive presentation highlighting business and investment opportunities in the province of Sindh and invited Malaysian investors to benefit from the liberal investment regime of the Government of Pakistan. He alluded to the Free Trade Agreement in force between the two countries which provided enhanced market access to the products originating from both countries. Sindh offered tremendous investment opportunities because of its thriving industrial base, natural resources, well developed infrastructure, competitive human resource, two major ports, sophisticated communication network, modern financial & services sector and investor friendly policies of the government. With 23% of country's population, Sindh's contribution to the national GDP was around 33% while the province collected 70% of Pakistan's Income Tax and 62% of Sales Tax. The presentation was followed by Q&A session. Companies such as Scomi and Axiata briefed the Chairman about their future investment plans in Pakistan and requested SBI to facilitate them. MATRADE briefed the Chairman about their plans to participate in Expo Pakistan 2013 in which 30 Malaysian companies would be sponsored. The Chairman urged the Government of Malaysia to relax restrictions on the import of rice and allow the private sector to import rice. The quality of Pakistani rice was second to none. Both exporters and Malaysian consumers stand to benefit from the Government's decision to liberalize the rice trade. The Chairman also pleaded with the Government to enhance import of beef from Pakistan as Pakistani abattoirs met the stringent halal and hygienic requirements of the Malaysian Government. incentive package being offered to investors for investing in the zone. The Chairman said that the Government of Sindh was interested in the investment model of PKFZ and would try to incorporate its essential features into its Investment Policy. Mr. Ramesh Kodammal, Managing Director, Goldtex Exim Sdn Bhd, raised the issue of delayed clearance of goods at the Karachi port. The Chairman assured to look into the matter. At the end, the Chairman thanked all companies for participating in the Roundtable. He also presented tokens of appreciation to the representatives of the Ministry of International Trade and Industry (MITI), Malaysia External Trade Development Corporation (MATRADE) and Malaysia-Pakistan Business Council (MaIPak).

INVESTORS FOCUS GROUP DISCUSSION AT SINGAPORE Investors Focus Group was organised at the Residency of H. E High Commissioner for Pakistan in Singapore whereby representatives of Singaporean Business Community were invited to discuss available investment opportunities in Sindh. In Focus Group Discussion, a detailed presentation on Investment Opportunities in Sindh was given by Mr. Muhammad Zubair Motiwala, Chairman, Sindh Board of Investment, Government of Sindh. Mr. Motiwala reinforced that Pakistan, a country of 180 million people is endowed with huge natural resources, investment and trade opportunities. Within Pakistan, Sindh with a population of 50 million is bigger than over 100 countries of the world. It enjoys a unique position in terms of resource endowments and business opportunities. Speaking on the occasion Chairman Sindh Board of Investment said that Sindh possesses immense opportunities for strengthening business ties with Singaporean Business Community. Government of Sindh is keen to enhance trade volumes with Singapore. Chairman Sindh Board of Investment briefed the audience on various investment projects and opportunities that are being showcased by Sindh Board of Investment. He added that Sindh possesses the potential to become Power House of the region given the size of its mineral endowment especially Coal and Wind.

Chairman SBI invited Singaporean Business community to come and collaborate with Government of Sindh to increase bilateral trade between Singapore and Province of Sindh. He further explained the competitive strengths of the Province which provided tremendous opportunities in Energy, especially the Coal Mining; Coal to power; Wind Energy; AgroProcessing and Infrastructure for investment.

During the visit, delegation met with both Government as well as private business organizations to explore the avenues of mutual cooperation. Details of Interactions are mentioned below:
MEETING WITH HALAL INDUSTRY DEVELOPMENT CORPORATION (HDC): During the visit, Mr. Zubair Motiwala, Chairman Sindh Board of Investment along with delegation participants met with the Vice President, Halal Industry Development Corporation (HOC), Mohamed Khairi Mohd Isa on 25 June, 2013. The meeting agreed on the need for closer collaboration between HDC and SBI in the development of halal sector in Sindh, in particular and Pakistan, in general and underlined frequent exchange of delegations at the official level.
MEETING WITH SELANGOR STATE INVESTMENT CENTRE (SSIC): Chairman Sindh Board of Investment Mr. Muhammad Zubair Motiwala and delegation held meeting with Mr. Hasan Azhari Hj Idris, CEO Selangor State Investment Centre (SSIC). SSIC is the Selangor State Government's investment arm that deals with the State's investment related matters. It is a one-stop agency that provides information and advisory services to potential and existing investors as well as assistance in setting up operations in Selangor. Its objective is to generate investment, encourage industrialization in Selangor by facilitating

the process of investments within the state, foster conducive investment environment and showcase the thriving and dynamic state of Selangor Darul Ehsan. The meeting focused on the collaborative cooperation between the two premier state investment promotion agencies. The Chairman SBI explained to the CEO that SBI wanted to learn from the investment promotion model followed by SSIC. The CEO assured him of his full support in this regard. The Chairman SBI also offered him to visit Sindh Pakistan at the time of Expo Pakistan being held from 26-29 September 2013. The CEO assured to look into the offer. The meeting ended with a vote of thanks from either side.
MEETING WITH SINGAPORE INVESTMENT PROMOTION AGENCY: The Chairman SBI and delegation also held a meeting Mr. Chua Taik Him, Deputy CEO IE Singapore and his team to persuade Singapore investors to come and invest in Sindh Pakistan. During the meeting detailed discussions were held about investment opportunities in Sindh. The Deputy CEO agreed to share details of Thar Coal with potential investors in Singapore.
MEETING WITH MALAYSIAN INVESTMENT DEVELOPMENT AUTHORITY (MIDA): The Chairman SBI met with the Director, Foreign Investment Promotion Division of Malaysian Investment Development Authority (MIDA). The Director gave a comprehensive presentation on the investment promotion efforts of MIDA and the onewindow facility being provided to investors in the form of all key agencies like immigration, labour, environment, telecommunication and others housed under the same roof. He also highlighted the trend of foreign investment into Malaysia for the last many years. He explained to the Chairman that earlier the subject of Cross Border [22]

Investment was being dealt with by MIDA but now it had been taken away from MIDA and assigned to MATRADE. The Chairman briefed the Director that the purpose of his visit was to study the investment promotion model of MIDA and draw valuable lessons from it. He also referred to his meeting with the CEO Selangor State Investment Centre (SSIC) and termed it very productive. He invited the Director to visit Pakistan and acquaint himself with the investment model of SBI. The Director thanked him for the invitation. The meeting ended with a vote of thanks from either side.
