The North Strabane Township Board of Supervisors held its Legislative Meeting, Tuesday, May 31, 2016 at 7:00 P.M., at the Township Municipal Building, 1929 Route 519, Canonsburg, Pennsylvania 15317. ATTENDING THE MEETING Brian Spicer, Chairman Robert Balogh, Vice-Chairman Sonia Stopperich, Supervisor Marcus Staley, Supervisor Bob Ross, Supervisor ALSO ATTENDING THE MEETING Frank R. Siffrinn, Manager-Secretary Gary Sweat, Solicitor Joe Sites, Engineer Deanna M. Kelly, Stenographer Mr. Spicer called the meeting to order followed by the Pledge of Allegiance and Roll Call. PUBLIC COMMENTS

John Nickovich, 171 Morganza Road Canonsburg, PA 15317. I was told there is going to be a change to the property maintenance ordinance. I am here to give you my support. I believe there needs to be a formal change in the ordinance. If people are not keeping up with their property and you serve them a 10 day notice because the grass is not cut, the matter is then sent to the magistrate, which can take up to three months. A hearing is scheduled. As long as they cut the grass before the hearing, there are no consequences. So people only cut their grass twice a year. Vincent Evans, 686 Linnwood Road Canonsburg, PA 15317. Something drew my attention to the public notice that stated there will be a change to Ordinance 368. I went to the office and requested a copy to read it. There are a few things that I found very objectionable. One was they want to establish a new department in the Township. That department will be in charge of inspecting single-family homes. Sounds like they are going to have the code enforcement officer come and nose around your house. It will give them the ability to come into you home without a warrant. Mr. Siffrinn asked the solicitor to briefly explain the intent of the ordinance. Mr. Sweat explained a great deal of thought and effort went into the preparation of this ordinance. The Code Enforcement office exists to administer two codes that have been adopted by this Township many years ago. The first is the Pennsylvania Uniform Construction Code, which deals with how the homes are to be built and what type of inspections are to be done. The second code that has been adopted is the International Property Maintenance Code. This code has many versions. The Code Department wanted to establish which version would apply. They have been administrating Edition 2015 of the International Property Maintenance Code. It deals with how property is maintained. By adopting that code, it allows everyone to know what is permitted and what is not. Mr. Evans responded that is fine, but I would like to finish with the items I found fault with. It established a new department and would permit entry into single-family homes. With that entry, it allow for the enforcement of new building codes. There is also a long list of items pertaining to automobiles. You are not

allowed to have a car parked on your property if it has rust, sharp point, cracked headlight, etc. You are not allowed to do repair work on your car. There are rules on the books already. They are hard to enforce. Do we really need another ordinance when we cannot enforce the one we already have? Legacy Park

Joe DeNardo from JND Properties. Mr. DeNardo explained the updates to the Master Plan. The first plan had traffic entering on Township Lane. That entrance is now located on Linden Road.

The Board tabled the Magnolia Ridge Final Master Plan of a 150-lot subdivision consisting of single-family dwellings on 96.17 acres located on Lindley Road in an R-3 district at the written request of the developer.

I would like to review the document and provide feedback. Vincent Evans, 686 Linnwood Road Canonsburg, PA 15317. I would like to confirm that I was told the same thing. I was not allowed to have a copy because it had not been adopted. Bob Cox, 324 Christy Road Eighty Four, PA 15330. I just want to thank the Board for having patience to fairly address the issues on Christy Road. Lawrence Fowler, 911 Thomas Eighty Four Road Eighty Four PA, 15330. Pennsylvania State Constable. I would like to thank the Board for the donation of the vehicle. It will be used for good purposes to serve this community and the county. Nancy Mele, 313 Christy Road Eighty Four, PA 15330. You are going to start a department that is charged with inspection of all single-family homes, new or existing.

The ordinance will apply to existing codes to new and existing homes, establish a list of vehicle faults, and prohibit home owners to work on their vehicles. I am glad you decided to table this. REMARKS FROM SUPERVISORS

Mr. Spicer commented on the letter Mrs. Stopperich sent to the Board relative to Parks and Recreation. There was brief discussion.
