Amiens city council – The promoting of cycling with the project “Buscyclette”

Fifth meeting of the steering committee and third thematic workshop “other” The Fifth meeting of the Steering Committee was held on the 5 th of November 2013 in Sofia (Bulgaria). During the meeting, partners reviewed the current status of the project, the tasks achieved, in progress, and upcoming in the three project components. The next day, the 6th of November 2013, the meeting was dedicated to the Third Thematic Workshop. The following partners presented good practices: Municipality of Sofia, Amiens City Council, Municipality of Messina, Essex County Council, Areal - Regional Agency for Energy and Environment in the Algarve, Energy agency for southeast Sweden - ESS, Regional Development Agency of Murcia INFO, Municipality of Reggio Emilia and Municipality of Vigo. Partners voted and selected 5 of the good practices in the field “Sustainable Mobility Other”.

Buscyclette is a public service provided by Amiens Métropole, managed by a Public Service Delegation called “Vélo Service”. Entirely dedicated to bicycles, the aim of this service is to increase the use of bicycles in the metropolitan area. In order to foster people using bikes and to change people’s behavior, the association offers a complete service: a bicycle rental service (with a large range of bikes for hire), a bicycle safekeeping service, a bicycle repair service, training courses for pupils in schools and leisure centres, a cycling school for the general public (adults and children) and public awareness campaigns (with interventions in private companies and local authorities). This project has proven evidence of success. Since 2002, the number of rental days has been rising steadily: a rise of + 2056% between 2002 and 2011, which is proof of the service’s popularity. Due to an increasing demand, the service is acquiring more and more folding bikes and e-bikes which match the sustainable priority of Amiens city council. Indeed, this project completes the actual cycle route scheme developed in the metropolitan area.

Essex County Council Travel Plan Essex County Council Sustainable Travel team manages sustainable travel for new developments across the county and has developed a travel Plan for Essex County Council as an organization with the aim to set an example as an active way to contribute to the CO2 reductions in Essex and to minimize the impact that Essex County Council staff travel has on the local transport network. According to government policy new development proposals need to be assessed in regards to their accessibility by a range of modes of transport and prove that the car traffic accessing the site can be reduced.

Real-time public transport information The objective of the practice is to increase the number of passengers by providing reliable real-time information regarding public transport services. Travel Plans can be part of a company’s wider environmental strategy to promote and commit to improving the access to the site for all staff and visitors. A Travel Plan is a package of sustainable measures designed to reduce single occupancy car journeys and promote alternative travel choices. The focus of this Practice is the Essex County Council Travel Plan. Essex County Council has 7,824 (excluding school staff) employees and their travel could have a significant impact on the local transport network. The ECC Staff Travel Plan aims to encourage sustainable travel, such as walking, cycling, public transport and car sharing. It aims to offer our employees a range of options to consider for commuting and business travel. Travel Plans for developments and businesses are part of the government initiative to reduce dependency on car travel and promote alternative modes of transport. In line with government policy Essex County Council works to develop, monitor and implement Travel Plans. The common aim of the Travel Plans is to promote more efficient use of the car and encourage more sustainable modes of transport such as walking, cycling, car sharing and public transport.

This good practice has been approved by the partnership as it has been selected within the 5 best practices in the field of “other sustainable urban mobility”. Its high transferability, sustainability and the evidence of success with good progress indicators were relevant enough to be selected by the whole partnership. It is now time to attract new users and to think how to develop this project in the future to foster more and more people to use bikes instead of other polluting means of transport.

Cartagena’s old town, sustainable city

From 2005 to 2010, the Municipality of Cartagena implemented a project to “pedestrianize” the old town area, by recovering pedestrian spaces away from vehicle traffic and creating some shared use of streets. The conversion of this area into a pedestrian space means a reduction of polluting emissions, lower noise levels and an improvement of the urban landscape in the old town of Cartagena. This project has made this area the main pedestrian zone of the municipality and one of the largest in the Region of Murcia. This substantial improvement experienced by the urban landscape has helped to increase the capacity of this area as a tourism destination, to improve the quality of life of its residents and to attract other citizens, businesses and visitors.

Through a fast and intuitive menu, the user can easily obtain the necessary information. It is convenient to use at public transport stops for receiving realtime information about the remaining time for

Due to an internal reorganization process in the public entities in the Region de Murcia, the Regional Agency for Energy Management of Murcia, ARGEM, former partner of the SUM Project, ceased its activity on 16 th May 2013. Replacing this agency, INFO, the Regional Development Agency of Murcia, has entered the project, to take over the valorisation and promotion of good regional practices in sustainable urban mobility, as well as in others initiatives related to the sustainable energy management in the region. INFO has attended the latest meeting in Sofia, where 3 regional good practices were presented to the partners. This was a good opportunity for the partnership to better know this newly arrived partner. Växjö was one of the very first municipalities to introduce freight consolidation in Sweden and the very first to integrate it with an epurchasing system, ensuring that the obtained goods are as environmental friendly and locally produced as possible. Since the start in 2010, the combination of freight consolidation (coordination of goods before transport) together with a central epurchasing system (web-shop) has resulted in: • Reduced the kWh usage per delivered ton by 71 -76 % • Reduced the CO2 emissions per delivered ton by 71 -76 % • Reduced the deliverables per week by 82 % • Increase the number of local producers by 60 % Using a consolidation central the Municipal unit must now plan their purchases, as goods are only delivered on certain days of the week from the central. However, Växjö also introduced an E-purchasing system in order to increase the effects of the Consolidation central.

Bicycle master plan of Murcia The Municipality of Murcia has implemented the Bicycle Master Plan of Murcia since 2010. This ambitious plan has the overall objective of converting the bike into an effective and safe form of urban transport. Several actions have been undertaken to fulfil this project, whichinclude, for example, creating a coherent, effective and useful layout of cycling tracks and implementing an extensive network of bicycle parking facilities to facilitate and promote its use as a mode of urban transport. A public bicycle rental system is also being implemented, to foster citizens’ use of bikes even if they don’t have one of their own. Up to the present date, 60 new racks for bike parking have being placed, 170 km of cycling routes have been accomplished and 180 bikes are currently available for rental. It is expected that 44,000 daily journeys by bike in the area will be achieved in future years.

public and private transport, the decrease of emissions and lower energy bills for transport companies were some of the goals set before the implementation of this project. Currently, there are 24 buses on the road in the Region of Murcia which are fuelled with CNG and a special station for this type of vehicle has been built in the facilities of a private logistics company interested in using alternative fuels for its own fleet. The use of natural gas as a fuel has proven to reduce 80% of NOX emissions, almost 100% of SO2, around 95% of PM and near 25% of CO emitted in the assessed area.

RIGA ACTIVE IN PROMOTING SUSTAINABLE URBAN MOBILITY

PILOT PROJECT INFORMATION AT ELECTRONIC PANEL

The project aims to improve the accessibility of the services of mass urban transport to people with visual impairments, specifically by broadcasting voice information upon the arrival of a vehicle at a given stop. The goal of the project is to have installed an active electronic stop panel on a designated stop. The broadcast voice information is generated by the local panel and essentially reproduces the information indicated on the panel: the number of service that stops there, and the expected time until arrival of the vehicle at the stop. This voice information is generated on the basis of cyclically received GPS information (every 30 sec) on the movements of specific vehicles. energy sector in Riga, as well as to ensure its implementation and coordination in the city. - During the Riga Energy Days 2013 in October, for the first time in the Baltic States there was an opportunity to get acquainted with hydrogen technology solutions in transport. The “Hyundai ix35 FCEV” car was delivered from the Skåne region of Sweden. In contrast, the “Vanhool FC” hydrogenpowered bus came from Belgium. At the exhibition “Environment and Energy 2013” there was a unique possibility to investigate these vehicles at the exhibition stand, as well as to have a small hydrogen bus trip in the area next to the exhibition centre with at the same time being informed about hydrogen technologies in a specially organized bus seminar. Additionally for persons willing to know more, on 17 October 2013 during the exhibition there was an international seminar “Innovative hydrogen technologies in the road transport” organized, which was widely attended. Being involved in the project work, for Riga city now the priorities in sustainable urban mobility are clear – electric and hydrogen transport is a future for Riga city.

private sector in order to reduce transport problems in business areas, industrial areas, activities centres, etc. This will be reached through the exchange of experiences and the transfer of good practices among the 11 partners and thanks to the 5 pilot projects, which will serve as laboratories to test the transferability of selected good practices. The pilot project of Municipality of Reggio Emilia, which will run from September 2013 to June 2014, aims to apply successful good practices to change the travel behavior of public and private sector companies through the realization of 3 common homework travel plans, shared among eight companies, involving around 1,500 employees. In particular, complementary mobility management training and the establishment of a mobility fund to finance sustainable mobility measures start up will be implemented during the pilot project.

all energy in the EU. Europe therefore focus its efforts on reducing CO2 emissions from transport through special projects MODUM (Models for optimizing dynamic urban mobility). The purpose of MODUM is to develop a new approach to proactive traffic management, which uses energy efficient forms of transport that reduce harmful effects on the environment and improve the quality of life in cities. The project already made three qualifying studies with different research techniques: a survey to collect critical incidents, Delphi study of two rounds and a series of focus groups in four different locations (Manchester, Nottingham, Sofia and Leuven). The results of these studies present comprehensive data on the behavior and practices of travellers, and the factors influencing them. Currently MODUM combines and synthesizes two approaches: 1) self-organizing mechanism of the traffic flow based on the principle of ants goal-oriented and 2) " back" route planning based software, using data from real-time and the stated destination. The next stage of the software implementation approach will focus on telecommunications challenges as a realistic demonstrator. The prototype will provide a method to optimize traffic management, so as to minimize emissions and improve urban mobility. It is envisaged that the implementation and application of this technology will lead to reduced pollution levels and a decrease in energy consumption in the transport sector. EUROPEAN NEWS, EVENTS & CALLS The SUM project was presented at THEMATIC PROGRAMME CAPITALISATION WORKSHOP ON SUSTAINABLE TRANSPORT on 28th November 2013 The objectives of the workshop were:  to present and validate the findings of the first year of the thematic analysis on the project’s results and achievements  to discuss interesting practices and policies available within the involved regions that could be relevant also to other regions in Europe  to discuss the state of play at EU level in the thematic field, in relation to regional policy  to stimulate synergies, interactions, networking and mutual learning among the projects. To achieve these objectives the workshop concentrated on the in depth analysis and discussion of some 12 to 18 Good Practices and Policies selected in cooperation with the 12 Projects in a peer to peer interactive process; these Good Practices were selected

A project “Bikeway” that links the Romanian city of Constanta with Turkish Istanbul was discussed at a meeting by representatives of the largest Black Sea cities from Romania and Bulgaria. The meeting was held in Burgas and it the main purpose was to clarify the mechanism by which the project will be financed. "The participation of Bulgaria is extremely valuable because we can use it for multiple local cycling destinations such as Varna-Golden Sands,”said the mayor of Varna Ivan Portnih. It is still to be estimated whether it is technically feasible to have a bikeway through the Asparuhov bridge.

In Topic 8 “Encouraging low emission transport the SUM project was presented by CESPA, with the good practice “Use of electric vehicles in the fleet of CESPA in Murcia”. Objectives and Target of the good practice. The aim is for the use of the CESPA electric vehicles fleet for street cleaning, waste collection and treatment of the municipality of Murcia. The main objectives are:  Decreasing the emissions, proving a cleaner fleet;  Reducing the noise pollution in the urban area;  Reducing fuel costs;  Promoting the sustainable urban mobility of electric vehicles;  The beneficiaries of this GP were the general population;  The Municipality of Murcia 442.203 inhabitants in 2011;  Cleaner air and less noise pollution impact on public health. This event was attended by the Municipality of Vigo as Lead Partner, INFO Partner through its Regional Office in Brussels representatives as provider of the Best Practice and the Capitalization Expert in our project belonging to AREAL.

CITY OF VARNA PARTICIPATES IN THE PROJECT SECTION "GOLDEN SANDS"

On the 29th of October 2013 the Green Dream Team announced the winners of the Green Dream Photo Contest. The Project’s partners, under the supervision of Messina Municipality, launched Green Dream Contest on the 1st of September in order to foster the creativity and awareness of European citizens about urban mobility issues, encouraging them to depict the impact of urban mobility on the areas, districts and environment where they live, work, study and travel. During the contest, Green Dream Team received over 50 photos but only 31, which abided by the requirements, had been admitted to the social contest.

On the 30th of September, the Stage I of the photo contest had been concluded, including the internet voting system through Sustainable Urban Mobility Facebook website. The first 10 photos that received the highest score had been evaluated by the Technical Committee, composed by Sum project partners. In this context, all Partners cooperated by voting and scoring the first 10 photos selected by citizens indicating a score on 3 main issues: relevance of the photo's central theme with respect to the project objectives; originality and creativity of the photo.

On the second day (27 February), the Interregional Forum will be organized on three main themes: electric vehicles, biogas and strategies for urban mobility plans. The objectives of the Forum is to communicate and disseminate the most effective and transferable policies and practices and learn from them, in order to generate interesting ideas to be included in the planning policies

The new calls for proposals are open for Horizon 2020 since 11th December 2013. SUM Project partnership, congratulates those which are more relevant to SUM Project and are included in the Smart, Green and Integrated Transport Work Programme, which is already been published. Horizon 2020 is the financial instrument implementing the Innovation Union, a Europe 2020 flagship initiative aimed at securing Europe's global competitiveness. Running from 2014 to 2020 with a budget of just over €70 billion1, the EU’s new programme for research and innovation is part of the drive to create new growth and jobs in Europe. Horizon 2020 provides major simplification through a single set of rules. It will combine all research and innovation funding currently provided through the Framework Programmes for Research and Technical Development, the innovation related activities of the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT).

The Interregional Forum will be held in Messina on the next 27 February 2014. The Interregional Forum will be hosted and organized by Municipality of Messina, one of partners in the SUM projects. The event will be structured into two parts: the first day (26 February) will be dedicated to the meeting of the Project Steering Committee. The meeting will discuss the progress of the project components, problems encountered in the previous period and the remaining tasks to be performed, including the closing event of the project to be organized in June 2014 by the leading partner, Municipality of Vigo. This meeting will be attended by around 40 representatives of project partners.

It’s expected participation of one member of the DG Mobility and Transport of European Commission (to be confirmed) who will report on the EU challenges for sustainable mobility and opportunities of the new Horizon 2020 Framework Program on the issue of Smart, Green and Integrated Transport. The participants of the Forum are expected to be around 100 from different local, regional and national institutions and organizations in Italy in the field of sustainable urban mobility as well as the representatives of project partners and international stakeholders. The proposed support for research and innovation under Horizon 2020 will:
