MnSCU’s Commitment to Concurrent Enrollment  Sustaining and growing concurrent enrollment programs  Value partnerships with local school districts and high schools, students and families, and communities  Increase access to postsecondary education and increase affordability  Work collaboratively with K12 partners

PSEO and Concurrent Enrollment in MnSCU  MnSCU enrolls 90% of the PSEO/Concurrent Enrollment students in the state  MnSCU’s share of PSEO/CE students that enroll after high school graduation is 47%  PSEO/CE students have higher persistence rates and completion rates than entering students who did not take PSEO/CE courses

Higher Learning Commission Faculty Qualifications  HLC Assumed Practice B.2  HLC October 1, 2015 Guidelines  Liberal arts and sciences: Master’s in field or Master’s with 18 graduate credits in field  CTE: Bachelor’s degree in field and/or combination of education, training, and tested experience  MnSCU requires combination of academic credentials, recency work experience, and industry licensure/certification  CE instructors hold the same minimal qualifications as the faculty teaching on own campus  Assumed Practice B.2 allows for Tested Experience: equivalent to degree; breadth and depth of experience outside of classroom in real-world situations

Higher Learning Commission Faculty Qualifications – Implementation Timeline  Implementation date of September 1, 2017  Postsecondary institutions must demonstrate their adherence by their institution’s next comprehensive site evaluation visit, which may occur after September 2017

 Institutions with faculty members not fully meeting the guidelines would be required to be in compliance within two years thereafter

 HLC has recently allowed for institutions with concurrent enrollment programs to apply for an extension for up to an additional five years (to 2022) - application information yet to come Even if the extension is granted, this does not diminish the sense of urgency to address the needs of concurrent enrollment instructors and programs. Concurrent enrollment programs are strongly encouraged to prioritize and take action on addressing concurrent enrollment instructor credentialing. 10

MnSCU’s Plan of Action  HLC application for extension coming in spring 2016; MnSCU system office will submit one application for entire system if possible  Complete faculty credentialing review to establish scope and areas of credentialing needs  Work with universities to design discipline-specific graduate-level coursework and programs (offered online, hybrid, cohorts, and/or summer)

Discipline-Specific Coursework and Programs Currently Offered  Southwest Minnesota State University (SMSU):  ONLINE graduate-level courses in English and Math

 Minnesota State University Mankato (MSU-Mankato):  ONLINE graduate-level courses and master’s programs in Communication and Spanish

 Bemidji State University (BSU):  On-campus graduate-level courses in Math  Two courses have FREE tuition and fees through the “Improving Teacher Quality” grant

Other Opportunities for Discipline-Specific Graduate-Credits  SMSU  1-credit graduate-level course for the Minnesota Writing and English (MnWE) conference on Thursday, March 31 and Friday, April 1, 2016

 MSU-Mankato  1-credit graduate-level course for the Midwestern Conference of Professional Psychology on Thursday, March 24 and Friday, March 25, 2016

MnSCU’s Plan of Action (cont’d)  Explore other avenues for concurrent instructors to demonstrate graduate-level expertise in discipline  Identify options for Career Technical Education (CTE) concurrent enrollment instructors  Create a framework that will be utilized consistently, and applied in limited circumstances, across all MnSCU institutions to determine qualified instructors through the application of tested experience  Work collaboratively with MDE, Governor’s office, and state legislature to identify resources needed
