Legislative Session 2015: Appropriations  Appropriations related to concurrent enrollment include:  To Office of Higher Education: $225,000 each year of the biennium for grants to develop new concurrent enrollment courses that satisfy the elective standard for career and technical education  To Office of Higher Education: $115,000 each year of the biennium for grants to postsecondary institutions currently sponsoring a concurrent enrollment course to expand existing programs that are at capacity

Legislative Session 2015: Concurrent enrollment survey  Sec. 3. Minnesota Statutes 2014, section 124D.09, is amended by adding a subdivision to read: Subd. 10a. Concurrent enrollment participant survey.  (a) NACEP Postsecondary institutions offering concurrent enrollment courses must report all required NACEP evaluative survey results by September 1 of each year to the commissioners of OHE and MDE; final report by December 1

(b) Postsecondary institutions that have not adopted and implemented the NACEP program, beginning with the high school graduating class of 2016, submit by September 1 of each year. The survey must include, at a minimum, the following student information: 

(1) the participant's future education plans, including the highest degree or certification planned;



(2) whether the participant is enrolled or plans to enroll in a Minnesota postsecondary institution, either public or private;



(3) the number of credits accepted or denied by postsecondary institutions;



(4) the college or university attended;



(5) the participant's satisfaction level with the concurrent enrollment program;



(6) the participant's demographics, such as gender, parent education level, qualification for free or reduced-price lunch in high school, Pell grant qualification and ethnicity; and



(7) a place for participants to provide comments.

Legislative Session 2015: Advisory board  Sec. 4. Minnesota Statutes 2014, section 124D.09, is amended by adding a subdivision to read: Subd. 10b. Concurrent Enrollment Advisory Board; membership; duties.  (a) A postsecondary institution offering concurrent enrollment must establish an advisory board; purpose of the advisory board is to engage stakeholders in concurrent enrollment decisions; duties include: (1) providing strategic advice and input; (2) recommend and review proposals for course offerings; (3) serve as a coordinating entity; and

(4) increase the understanding and collaboration among all stakeholders.

Legislative Session 2015: Advisory board cont.  (b) The advisory board at each institution must consist of 16 members with faculty coordinator as the chair. A postsecondary institution may elect to have an advisory board of less than 16 members if the institution determines that the extent of its concurrent program warrants a smaller board. Except for the original members, advisory board members must serve three-year staggered terms. Advisory board members, appointed by the postsecondary institution, must be balanced based on geography, school size, and include, if practical, representatives from the following list.  (c) board serve without compensation; (d) provide advice and proposals described in paragraph (a); (e) postsecondary institution shall provide administrative services and meeting space; (f) board expires when no longer offers concurrent enrollment course offerings; (g) appoint the first members to the advisory board by October 31, 2015, or by October 15 following the year it establishes a concurrent enrollment program 7

Legislative Session 2015: Accreditation  Sec. 5. Minnesota Statutes 2014, section 124D.091, subdivision 1, is amended to read: Subdivision 1. Accreditation.  To establish a uniform standard by which concurrent enrollment courses and professional development activities may be measured, postsecondary institutions must adopt and implement the National Alliance of Concurrent Enrollment Partnership's program standards and required evidence for accreditation by the 2020-2021 school year and later.

If a faculty member holds a master’s degree of higher in a discipline or subfield other than in which he or she is teaching, that faculty member should have completed a minimum of 18 graduate credit hours in the discipline or subfield in which they teach.
