As one of the state’s leading industries, it is undisputed that homebuilding means jobs and its success is critical to the state’s economic recovery. In 2013, new housing construction contributed $38.6 billion to the state’s economy, and supported more than 209,000 jobs.  While progress has been made, California’s recovery remains fragile. We must remain vigilant against legislative and regulatory efforts that could set us back. As you know, any legislation that is hostile to housing and commercial development will only slow California’s recovery and cost us badly needed jobs.  Fortunately, you have a dynamic and committed team at CBIA that is well-equipped to fight for intelligent policies that spur development and push back against efforts that would stifle the economic benefits of residential construction. Last session, we had a number of incredible successes, including sponsoring legislation that protected over 3,000 tentative maps and kept nearly 450,000 California housing units alive for two additional years. It was important to CBIA members to keep these “pipeline” projects viable as the market returned. In addition, the CBIA team also defeated numerous measures that would have added thousands of dollars per unit and/ or made it impossible to build in the first place. While we successfully killed such measures, the fight for the health and vitality of the industry will continue in 2015.  This year, one of our biggest priorities is to protect the successful program that funds the construction of new school facilities. It’s been a decade since the state’s voters passed a school bond. If we don’t pass one soon, school impact fees will double or triple, threatening housing affordability and home ownership.  We need your help to be successful. As an active CBIA Partner you will help the entire industry hold Sacramento accountable, and together we will aggressively advocate for policies that strengthen housing development and construction. In addition, you will have tremendous opportunities to meet industry leaders, interact with state lawmakers, and expand your business.  With your support, we will ensure the housing industry continues its critical role in California’s economic comeback. That’s why our work at CBIA is more important than ever.  With the churn of legislators in and out of Sacramento due to term limits, we serve as your chief advocate to educate new lawmakers about the tremendous benefits of housing development. We also serve as your first lines of defense against policies that seek to undo regulatory relief or impose unnecessary mandates that drive up the cost of housing. We know how Sacramento works and are proud of our successes this past year. Not only did we beat back an effort to impose a costly mandate that would have required Electric Vehicle Charging Stations for 25% of new apartments and condominiums, we also lobbied the California Energy Commission to dramatically decrease new energy efficiency standards costs from $10,000 per unit to $3,000. In the coming year, we have a great opportunity to continue to aggressively advocate for a statewide school bond that will further bolster market growth throughout the state.  While we have enjoyed great success in our past efforts, we have already learned that we have our work cut out for us in the upcoming legislative session. We anticipate legislation that will mandate inclusionary zoning that could thwart our still-fragile economic recovery and stifle job creation. With your support, we will guard against such efforts and fight back against any other legislation that threatens to turn back the clock on California’s recovery.  CBIA’s depth of industry expertise is unmatched and I have great confidence that we will build upon our critical successes. CBIA, as the voice of the homebuilding industry, plays a critical role in advancing the benefits of residential construction and assists policymakers in understanding how housing can lead California’s economic recovery. KEY OPPORTUNITIES & THREATS: Now is The Time to Invest in School Facilities: Infrastructure is the backbone of well-functioning economies. Providing safe, secure and modern school facilities is essential to the welfare of the more than 6 million students who attend school daily, to the teachers and staffs who educate the students, and to the social fabric and well-being of local communities. CBIA is a leading voice in Sacramento and a key architect in the establishment of the long-standing, highly- successful partnership model of financing the construction and modernization of school facilities. Since 1998, California’s State Financing Program (SFP) has overseen the construction of safe and secure classrooms for over 1.3 million k-12 school children and has modernized facilities for an additional 3.4 million more students. Clearly this program is essential to the well-being of the California economy and must be maintained. In 2015, CBIA will stand firm in its resolve to ensure that the State of California fulfills its obligation to remain a funding partner in the SFP and ensure that local school officials retain control over how facility dollars are spent in their communities.

THREATS AND OPPORTUNITIES

The political and policy environment at the State Capitol is fast-paced and dynamic. From the churn of voter-imposed term limits that usher in new legislators to Sacramento on a regular basis, to the explosion of advanced technologies that guide the way information is assembled and conveyed to policymakers, government action in and around Sacramento requires constant vigilance and monitoring.

Defeating Unreasonable Housing Legislation: CBIA will stand firm to guard against ill-conceived and costly housing proposals, such as mandatory inclusionary zoning, that threaten the still-fragile housing recovery, stifle job creation and limit housing choice. Guarding Against Costly & Duplicative Regulatory Measures: CBIA is constantly on guard to defend the industry against aggressive regulatory actions, such as a proposal by the State Water Resources Control Board (SWRCB) to institute a new state definition of “wetlands” and a new program to regulate impacts to state wetlands, in addition to the established federal process.

Benefiting from trusting relationships with members of the legislature, CBIA’s team effectively works within the system to protect your interest. Our Government Affairs team also works with CBIA-PAC to help elect reasonable, business-minded candidates to the state legislature.

RICHARD LYON is the Senior Vice President of Public Policy and provides leadership on policy development, regulatory affairs and legal action. Richard brings a wealth of experience and expertise to the formation of critical public policy. With more than two decades of legislative and public policy experience both inside and outside the State Capitol, Richard is widely recognized and highly regarded as the authoritative voice for homebuilding policy in Sacramento. FRANK DE LIMA is the Senior Vice President of Political Affairs and is responsible for developing and implementing CBIA’s political strategy. de Lima draws upon his past experience as a senior legislative staff member, public affairs executive and a respected consultant to guide and strategically position CBIA politically in California. SILVIO FERRARI serves as Vice President of Legislative Affairs. In this role, together with the Government Affairs Committee, he develops CBIA’s legislative priorities and strategy. He also works with both the legislative and technical staff to analyze, report, and lobby on legislation and regulatory issues. His extensive education and understanding of green building techniques and methodologies are invaluable as California embraces a statewide green building code.

NICK CAMMAROTA became General counsel in 1999. His duties include conducting strategic litigation to benefit the industry and providing legal support for CBIA’s legislative advocates. Nick is licensed to practice law in all California courts and the U.S. Supreme Court. MEGAN MACNEE as Political Affairs Manager assists in the directing of CBIA’s political objectives and the industry’s political giving. Ms. MacNee also executes the association’s event and communication efforts. Her background as a legislative aide in the California State Legislature provides her with a fresh understanding of the inner workings of the political environment.

GOVERNMENT AFFAIRS TEAM

ROBERT RAYMER, Technical Director. One of the industry’s foremost experts, Bob has been on board with CBIA since 1981. He represents California homebuilders at the local, state and national level on code-related issues such as energy efficiency, green building design, disabled accessibility, fire safety and indoor air quality. Bob is both a legislative and regulatory advocate.

ALYSSA STINSON as Government Affairs Assistant supports the Government Affairs team with the execution of CBIA’s legislative and regulatory objectives.
