Introduction: Thank you for your interest in our role. Milford Sound is located 120 kms and 2 hours by road from Te Anau. In the summer visitor season, 1 October to 30 April, up to 4,500 visitors per day arrive in Milford. Approximately 30% of these visitors arrive by bus, 66% arrive by motor vehicle and 4% arrive by aircraft. The average length of stay in Milford is approx 4 hours. During that time passengers usually take a boat trip in the sound and undertake the local day walks. The other main sources of visitors are trampers arriving off the Milford Track, approx 15,000 per summer season, and visitors who come to Milford to do one of the commercial sea kayaking trips There is a local population of approx. 175 in summer, which in the winter drops to around 75 staff. All of the local population are employed by various enterprises at Milford Sound which include tourist boat operators, accommodation and food providers, air services and tourism activities, and the Milford Development Authority (MDA). A Milford Sound Emergency Response Team (MERT) was established in February 2009 by a Constitution between the Southern Rural Fire Authority and MERT. The Constitution is underpinned by a Memorandum of Understanding (MOU) between Southland Emergency Services, allied services and local contributing agencies in Milford Sound. MERT provides an initial response capability, in support of the emergency services agencies, to all emergency incidents within its call-out area, except those involving hazardous materials. Emergency incidents may therefore include motor vehicle accidents; medical incidents; structure, vegetation or mobile fires; search and rescue, airport incidents; oil spills and any civil defence emergencies. Three key challenges which affect its response capability are: (a)

The lack of any dedicated person able to provide a medical response or provide first aid training to members of MERT

(b)

Constantly changing team membership due to the seasonal nature of most jobs in Milford Sound, and the itinerant nature of staff.

(c)

Difficulties in getting staff trained, partly due to the turnover noted above, and partly because of the way work is rostered - staff are either ‘on’ in which case they are at Milford Sound but working 12 hour days, or they are ‘off’, in which case they are away from Milford Sound.

Currently, in summer, membership of MERT comprises approximately 24 staff, while in winter this number is reduced to around 12. After reviewing the above situation, the Milford Sound Community Trust agreed to fund a position of Emergency Response Medical Team Leader. The position will be an employed position during the summer season, from 1 December to 30 April. There will be a paid familiarisation period of 1-2 weeks from mid-November.

PURPOSE OF POSITION: The main focus will be to lead and provide a medical response at Milford Sound village and within the response area covered by MERT and to provide basic first aid training to members of MERT. The role will also maintain an overview of the operational requirements for a sustainable and effective emergency response team. This will include undertaking general MERT administration duties around records and reports as well as equipment maintenance and checks under the direction of Southern Rural Fire Authority and the MERT Controller.

GENERAL: As part of the MERT you will be expected to:   

Maintain a strict sense of professional ethics, maintaining confidentiality and privacy Respond to any changing needs within the team and perform other tasks as reasonably required Work outside the usual working hours, largely for the purpose of: o Providing training in the evenings o Attending any actual events or emergencies. The occurrence of an emergency event may require potentially long hours, including nights and weekends, amid difficult working conditions

The job is based on 8 hours work per rostered day on.  

The role will require you to work an agreed roster which will ensure there is cover when the Controller is rostered off. This is likely to be 10 days on and 4 days off. The employment agreement will require you to be available for turnout on pager during rostered days on. While at Milford Sound and on-call you must be contactable 24 hours a day, in a sober, drug-free state (excluding medically prescribed drugs) and be available to respond within 15 minutes of receiving a call or becoming aware of an emergency event.

A current driver’s license is essential and a heavy traffic licence desirable.

FIXED TERM - EMERGENCY RESPONSE MEDICAL TEAM LEADER for MILFORD SOUND EMERGENCY RESPONSE TEAM (MERT) (based in Milford Sound, 1 December 2016 – 30 April 2017)

MERT Controller (Controller) – day to day operational direction Community and Education Coordinator (Manager), Southern Rural Fire Authority –administration, contract and overall role support

Primary Purpose:

To lead and provide a medical first response both at Milford Sound village and within the response area covered by MERT and to provide basic first aid training to members of MERT. Maintain an overview of the operational requirements for a sustainable and effective emergency response team. PERFORMANCE STANDARDS  The first priority of the position is to provide a medical response to all emergency medical incidents within the MERT geographic area of responsibility  Assess and identify the basic first aid training required for MERT members  Plan, deliver (or arrange for delivery where required and agreed by the Manager and Controller) and monitor the training programme  Arrange other training as requested by the Manager, coordinating delivery with Southern Rural Fire training coordinator, and ensuring participation of MERT members  Maintain an overview of the operational requirements for a sustainable and effective emergency response team Under the direction of the Manager and Controller:  Maintain a database of training undertaken that identifies competencies attained by MERT team members  Maintain other records e.g. incident records, as agreed with Manager and Controller so they are accurate and up to date  Other admin duties as required Under the direction of the Manager and Controller:  Maintain an accurate inventory of all MERT equipment and supplies  Ensure equipment and supplies are current and that required equipment safety checks and maintenance are undertaken and documented  Take part in emergency responses as a member of the MERT response team  Contribute to furthering a high level of trust in, and co-operation/support for MERT by local organisations, companies and staff  Work collaboratively with team members. Take primary responsibility for medical response, but backs up colleagues whenever possible and takes shared responsibility for the delivery of the Emergency Team expectations  Responsible for keeping yourself and others safe while at work. You are required to , comply with all of the Authority’s health and safety systems and wearing protective clothing and using equipment provided  No budget responsibility

FORMAL QUALIFICATIONS AND TRAINING:

Qualifications and Training Relevant certification in emergency medical response. Minimum requirement is PHEC/1st Responder Certification and/or experience in providing first aid training Knowledge of emergency management and/or experience in working within or alongside the emergency management sector
