Continuing Ministerial Development Officer Salary - £36,963 per annum Full Time

The Bishop of Sheffield is seeking to appoint an ordained priest of the Church of England as a Continuing Ministerial Development Officer. Their role will be to develop a wide, deep and imaginative CMD programme across the Diocese for authorised and licensed lay ministers, clergy and other lay leaders, working in partnership with the Director of Formation for Ministry and Principal of St Peter’s College, who is their Line Manager. The appointment will be from 1st September 2016 or as soon as possible thereafter. We are looking for a CMD Officer who brings a commitment to see the lives of individual ministers enriched and their ministry becoming increasingly effective. The CMD Officer will model this commitment in their own ministry, bringing their particular gifts, theological learning and a desire to work collaboratively whenever possible. Like every diocese Sheffield is experiencing a changing landscape in terms of clergy numbers, deployment and forms of ministries. We are looking to appoint a CMD Officer who will bring gifts of leadership, discernment and insight to this ever changing situation and be creative in the models and approaches that are used. The CMD Officer will be a key part of the Diocesan Training Team and therefore will be expected to make a significant contribution to initial ministerial formation and training of laity and ordinands through the Sheffield School of Ministry, as well as in the area of their continuing ministerial development. THE DIOCESE OF SHEFFIELD

The Diocese of Sheffield was founded in 1914 and contains the whole of the city of Sheffield, the Borough of Rotherham and the Borough of Doncaster. In addition, it contains much of the Borough of Barnsley and areas of East Yorkshire around Goole. Consequently we serve almost 1.2 million people across South Yorkshire and adjoining areas. The Diocese currently has 176 parishes (205 churches and 150 benefices). These parishes are served by 140 stipendiary clergy; around 30 self-supporting ministers and over 400 licensed Readers and other lay ministers. There are twelve deaneries and two archdeaconries in the Diocese. The Diocese has 39 primary and one secondary school. The Diocese contains many contrasts in terms of relative wealth and poverty with very many areas of both urban and rural deprivation. The churches vary very significantly in terms of ecclesial tradition and size. A new vision statement was agreed in November 2009 following the appointment of the present Bishop of Sheffield (see above). We have a clear, agreed strategy contained in four booklets: Growing the Body of Christ, Salt and Light, Forming and Equipping the People of God1 and A little letter on Giving. As part of that strategy we have a clear vision and sense of direction for the development of lay and ordained ministry within the Diocese. The diocese is currently expressing its commitment to mission by asking every church to create a Mission Action Plan. This is prompting a fresh realisation, shared by many in the wider Church, of the vital need for clergy and lay leaders to have an understanding of their roles as offering leadership which specifically enables churches to be effective in sharing in God’s mission. CMD Officer The CMD Officer will have primary responsibility for the organisation and delivery of Continuing Ministerial Development and programmes of Lifelong Learning within the Diocese for the flourishing of authorised and licensed lay ministers2, clergy and other lay leaders, resourcing their ministerial effectiveness and enriching the theological and spiritual basis of their ministry.

We fully endorse the words of the Ministry Division Working Group that CMD should “support a professional learning culture which equips and develops the Church’s ministers in order that they might stimulate and enable the whole Church to participate more fully in God’s mission.” Whilst we acknowledge the variety of understandings which exist to define the role of the clergy, increasingly we believe that there should be a particular emphasis upon the role of leader in mission. This will involve the enabling of fresh ways of thinking and operating. In addressing these issues, the CMD Officer will need to be aware of the formational and spiritual dimensions to developing laity and clergy to encourage them to develop fresh understandings and approaches to their ministry. Please refer to the Ministry Council’s paper ‘Forming and Equipping the People of God for Ministry and Mission’ May 2014 on ‘maturing’ the whole people of God and the Diocesan strategy document of the same name; both are available on the diocesan website. The Diocese is in the process of creating a virtual college, St Peter’s College, in 2016 as a way of focussing, branding and drawing together all of the formation for mission and ministry offered by the Diocese including formation for authorised and licensed lay ministries, IME phase 1 for permanent self-supporting ministry, preparation for lay pioneer ministry, IME phase 2 and Continuing Ministerial Development. St Peter’s College will partner in delivering validated programmes of study through the Common Awards for Mission and Ministry and non-validated programmes of study. LEADING WELL Leading Well is a training programme for incumbents developing excellence in Church leadership. There were 22 participants in 2015 and this will rise to 45 in 2016 and around 60 in 2017. Leading this programme is now a substantial task and comprises practical management, care of students, arrangement and facilitation of coaching and mentoring relationships etc. We envisage that it will need to be at this level for five years until all incumbents in the Diocese have passed through the course. Thereafter it will be only for those beginning as incumbents. However there will need to be continuous investment in alumni of the programme. Further details on the Leading Well programme can be found on the diocesan website. The present staffing arrangements are sustainable until September 2016 but not thereafter. MAIN PURPOSE OF THE ROLE The main purpose of the role is:  To bring leadership and direction to the formation and resourcing of clergy as leaders in mission.  To strengthen and develop an ethos which sees lifelong learning as the norm for all who are in ministry, both lay and ordained.  To ensure that the training and development opportunities offered to laity and clergy are appealing, relevant and life enhancing. The CMD Officer will work in partnership with the Director of Formation for Ministry and Principal of St Peter’s College and is key a member of the training team. This team also includes: the IME Phase 2 Officer; the Wardens of Lay Ministries (i.e. Readers, Pastoral Workers, Parish Evangelists and Worship Leaders); the Centre for Spirituality and the School of Ministry faculty of tutors. MAIN DUTIES AND RESPONSIBILITIES:

1. Developing a wide, deep and imaginative CMD programme across the Diocese for clergy and lay ministers in collaboration with the Director of Formation for Ministry and Principal of St Peter’s College, the IME Phase 2 Officer and the Director of the Parish Support Team. 2. Course leader for Leading Well, a diocesan training course for Incumbents, working with the present team of the Bishop of Sheffield and the Director of the Parish Support Team.

3. Responsible for the annual Bishop’s Lecture and other diocesan CMD events and programmes; being a key member of the Diocesan Conference (2018) and the annual Diocesan Development Day planning teams. 4. The CMD Officer is expected to relate to colleagues in other Dioceses, Denominations and Institutions, including the Yorkshire Regional Training Partnership, who have a responsibility for CMD in order to keep a broad perspective, share resources and expertise, and to offer joint training initiatives wherever possible. For example: the Supervision Skills training course for Training Incumbents and pre-retirement consultations run by the CMD group within the RTP. 5. To oversee the allocation of grants for CMD and to mentor and support clergy who are preparing for, enjoying and returning from sabbaticals, and those considering or studying for higher degrees. To be a key point of contact for extra-diocesan organisations offering CMD opportunities. 6. Receive and respond to the biennial Ministerial Development Review programme for clergy and managing CMD requirements which result from these reviews. 7. Keeping abreast of national CMD requirements for the diocese through contact with Ministry Division (Head of Ministry Development) and membership of, national CMD networks, attending the annual CMD gathering. 8. Managing finances: The CMD Officer will prepare an annual budget, in consultation with the Director of Formation for Ministry and Principal of St Peter’s College. The CMD Officer will manage that budget and monitor expenditure, in partnership with the Director of Formation for Ministry and Principal of St Peter’s College. 9. To be present at the monthly School of Ministry, and contribute to lay minister/ordinand/curate training, according to their gifts and the requirements. 10. To work collaboratively and consultatively with Director of Formation for Ministry and Principal of St Peter’s College who will Line Manage the CMD Officer.

Hours of work

The normal working week for full time clergy employees in the Training Team is 42 hours over 6 days. This post will require a flexible approach to working hours and the post holder will be expected to work the hours reasonably required to fulfil the duties of the post. This will include attendance at evening and weekend meetings and events.

Normal working costs reimbursed on expenses. Expenses for travel following HMRC guidelines at 45p/mile up to 10,000 miles, 30p thereafter. (30p/mile journeys outside the diocese.)

Holidays

Paid annual entitlement for this post is 36 days. The postholder will also be entitled to 8 statutory days.

LEADING WELL

Developing Excellence in Church Leadership The first three years of a new incumbency are a vital period for learning, reflection and development for the parishes, the mission partnership and for the priest. Leading Well is a new resource for learning in the Diocese of Sheffield for all beginning new incumbent level posts. The rolling programme will begin in January 2015.

The Diocese of Sheffield St. Peter’s College

Who is the programme for? Leading Well is a required part of Continuing Ministerial Development for all those beginning new incumbencies in the Diocese of Sheffield under Common Tenure. A dispensation from some parts of the programme for experienced incumbents can be agreed with the Bishop of Sheffield.

What is the aim of the programme? Leading Well aims to form a community of excellent, skilled, well supported leaders for parishes and mission partnerships across the Diocese. The programme will pay particular attention to the vision of the Diocese of Sheffield:

There are a number of components to the Leading Well programme: 1.

The initial residential

Entry to the programme is through a 36 hour residential conference. This conference will be offered once or twice a year in January or September (according to demand). The initial residential offers an introduction to the Diocese and to Leading Well and explores the theme of starting well in a new incumbent level role (including themes of listening for mission, a theology of church leadership, managing time, setting priorities, growing new vision and finding support). Each initial residential is for a small group of twelve to eighteen students who will then form two or three learning and support communities for the duration of the programme. Priority will be given in each six month cohort to first incumbents and those in transition to a new role. However other incumbents will also be able to take part (and in some instances attendance may be required under Common Tenure as part of MDR). 2.

Study Days

There are five study days through the year which run from 9.00 am to 4.00 pm. Each day focuses learning around a single theme relevant to incumbent ministry. The course divides the study of Christian leadership into four areas: 1. 2. 3. 4.

Carefully selected preparatory reading Worship, prayer and a meal together Input from the course leaders or invited speakers Learning networks in peer groups to reflect on practice Clear outcomes and ways to put the learning into practice

If space allows, the individual study days will be open to other clergy and lay leaders in the Diocese (up to six places). The days will be lead by a combination of internal and external speakers with the majority led by those outside the Diocese. The themes for the five days in 2015 will be: • • • • •



Resilience and time management Renewing and developing worship Growing lay leaders Leading in the wider community Mentoring others and being mentored

Each day to be set in the context of worship and prayer and feature a good lunch. The normal programme will be two solid sessions of input in the mornings and learning networks and reflection in the afternoons. 3.

An annual Retreat

There will be an annual two or three day retreat for the whole cohort focussed around prayer, study and listening to God. 4.

Mentoring and Tutorial Support

Every participant will be required to with a work consultant or mentor with the expectation that meetings will take place three times per year and to review and support the developing ministry and the process of learning.

We will use a combined approach of asking people to nominate a mentor or offering a list of suitable mentors. The mentoring model and guidelines will be loosely based on the Arrow materials. Mentors will be sent a list of study days so that the conversations for reflection can be partly based on these.

Continued support Graduates of the programme will be invited to continue to meet in their learning networks and to work with work consultants/mentors as part of their ongoing learning and reflection on ministry. Part of the vision of the programme is to build the ongoing habit of continuing ministerial development, personal reflection and peer learning into the ongoing practice of ministry.

Academic quality, student feedback and validation Leading Well will not be a university validated programme (although we will in due course explore validation of the programme as a Postgraduate Diploma in Incumbency through the Common Awards for those who want this option). However the programme will be taught at the academic level of a postgraduate diploma in terms of quality of design, input and leadership. We aim to provide a high quality learning experience of personal formation and ministerial development. Regular participant feedback on every aspect of the programme will be a key part of ensuring the quality of the learning experience. The design and aims of the programme are rooted in recent research and reviews of current leadership programmes and CMD provision across the Church of England. We will explore the possibility of including optional written reflections on incumbency with the first cohort. The programme is offered as a key part of St. Peter’s College and will be overseen by the Principal and Board of the College.

Leadership Team Leading Well is led by a core leadership team of three: Steven Croft, the Bishop of Sheffield; Mark Cockayne, Director of the Parish Support Team and the Revd. Helen Bent. Other members of the diocesan senior team and parish support team will be involved in convening the study days. A wide range of different teachers will lead the study days and sessions from inside and outside the Diocese.
