1. NAME. The name of the Club shall be Deer Park Club Golf Club.

2. OBJECT. The object of the Club shall be to provide facilities for members to meet and to participate in the game of golf.

3. MEMBERSHIP. Membership shall be open only to financial members of the Deer Park Club. All members from the previous year must be financial members (of the Golf Club) by the third game of the following year, or play as a visitor.

4. ADMINISTRATION. The administration of the Club’s affairs shall be entrusted to the General Committee. The General Committee shall comprise the following elected officials:

5. DUTIES OF ELECTED OFFICIALS. (a) President: Shall chair all meetings of the Club and General Committee. (b) Captain: Shall ensure the timely and orderly conduct of all games and provide advice regarding the rules of golf. (c) Secretary: Shall carry out the directives of the General Committee and keep an accurate record of same; shall receive all incoming correspondence and dispatch all outgoing correspondence; shall record all minutes of meetings; shall book all game venues for the coming year. (d) Treasurer: Shall keep a full record of all financial transactions of the Club. Shall receive all monies; shall issue receipts for same and shall deposit within (7) days such monies into the Club’s bank account; shall present to every Annual General Meeting and General Committee meeting a complete statement of receipts and expenditure, together with receipt books, cheque and bank pass books. (e) Handicapper: The Handicapper’s duty is to monitor, review and adjust all handicaps to ensure that all members’ handicaps are up to date before every golf day. (f) Match Committee: The Match Committee shall comprise the Captain, Vice-Captain and the Handicapper, and shall be responsible for the method of play for all games.

6.ELECTION OF OFFICIALS AND COMMITTEES. The election of officials and committees shall be conducted by ballot, when needed, at the Annual General Meeting.

7. MEETINGS. The General Committee shall meet at least once a month, following the Annual General Meeting. Annual General Meeting: Business to be dealt with at this meeting shall be as follows: To receive and consider the Club’s Balance Sheet and Annual Report; election of Office Bearers and General Committee members for the ensuing year and make recommendations to the General Committee, as the Annual General Meeting deems advisable, for the Club’s welfare. A printed copy of the Annual Report and Balance Sheet shall be made available to members at the Annual General Meeting; which shall be held following the completion of the Championship rounds, and prior to the commencement of the next year’s program.

8. SUB-COMMITTEES. The General Committee shall have the power to appoint sub-committees and to invite the attendance of any person or persons in an ex-officio capacity. All sub-committees shall be responsible to the Deer Park Club Golf Club General Committee.

9. DISSOLUTION OF CLUB. In the event of the dissolution of the Club, the funds and assets remaining, after all liabilities have been met, shall be disposed of as the General Committee sees fit.

10.

COMMITTEE RULING.

The General Committee shall have the power to make any decision in the interest of the Club.

11.

NEW RULES AND LAWS.

No new rule, within this Constitution, shall be made, nor any existing rule altered or repealed, except at the Annual General Meeting, or a Special General Meeting called for the purpose, and then only upon the motion being carried by a majority of two-thirds of the members present at the meeting called for that purpose.

12.

V.G.A. RULES.

Any Rules of Golf as adopted, from time to time, by the Victorian Golfing Association shall apply to all games played under the control of the Club, except when specifically stated otherwise. Failure to observe any such rules will render the offending player liable to disqualification from the competition or match.

13.

DISCIPLINE.

Any misdemeanour committed by any member shall be dealt with by the General Committee. Any decision arrived at shall be final.

14.

VISITORS.

(a) Any persons who are members, or are eligible to be members of the Deer Park Club shall be entitled to play three (3) games only, in any one year, as a visitor. (b) Any persons who are ineligible to join the Deer Park Club (principally, a minor) shall be entitled to play six (6) games only, in any one year, as a visitor.

15.

MEMBERSHIP REVOKED.

Persons who have had their membership revoked by the General Committee of the Deer Park Club shall be ineligible to participate in any games with the Golf Club during that suspension.

16.

SOCIAL MEMBERSHIP.

Social Membership will be permitted within the Golf Club. Social Membership fees will be determined annually by the current General Committee, and a limited number of Social Memberships will be made available. Social Membership must be renewed annually. Social Membership does not allow for full Golf Club membership rights.

17.

LIFE MEMBERSHIP.

Life Membership shall be awarded for outstanding contribution and service to the Golf Club. Any member may be proposed and seconded (in writing), with the matter being referred to the General Committee for their perusal and discussion. Following this, the matter will then be voted upon at the next Annual General Meeting.

LOCAL RULES & CONDITIONS OF PLAY (LAST AMENDED FEBRUARY 2012)

The Deer Park Club Golf Club has adopted the recommendations to play the game according to rules laid down by the R&A of St. Andrews and the U.S.A.G., and administered by the V.G.A. These rules allow for individual club “Local Rules” to be adopted. The following local rules have been adopted for play within the DPCGC. 1) Lost Ball (DPCGC Local Rule) a) In the interest of saving time; if a ball is lost the player may drop another ball within two (2) club lengths from the edge of the fairway at the approximate position of the lost ball, under the penalty of two (2) strokes.

b) Alternatively, the player may play another ball (counting the stroke) from the original position (a “provisional” ball). If the ‘original’ ball is subsequently deemed lost, the player will continue the hole with the “provisional” ball, under the penalty of one (1) stroke (for the lost ball).

2) Ball Out of Bounds (DPCGC Local Rule) If a ball is hit obviously Out of Bounds, the player must play another ball from the original position, under the penalty of one (1) stroke. If a ball has possibly been hit Out of Bounds, the player should play a “provisional” ball from the original position. If the ‘original’ ball is subsequently found to be OOB, the player will continue the hole with the “provisional” ball, under the penalty of one (1) stroke. In general play, if a player’s ball is found to be Out of Bounds (without a provisional ball having been played), in the interest of saving time, the player should proceed as in Rule 1) a) above.

3) Ties in Events The Deer Park Club Golf Club has adopted the recommendations of the Victorian Golf Association in determining how and when a halved match or stroke play event shall be decided. All major events ( Championships, Medals etc.), shall be decided by an 18 hole play off. The Australian count-back system will be used for 18 hole events, i.e. The last nine (9) holes on the card (gross), minus half of the players’ handicap. If still a tie, the last six (6) holes, minus one third of the players’ handicap. If still a tie, the last three (3) holes, minus one sixth of the players’ handicap. If still a tie, then hole by hole, from the eighteenth (18 th,17th,16th etc), minus one eighteenth of the players’ handicap.

Should the Committee consider these to be inexpedient; the Committee will determine how and when a halved match shall be decided.

Conditions of Play

a) Members from the previous year must be financial by the third game of the following year. The failure of any member to meet this obligation, without acceptable explanation, shall render their membership void. Such persons may however play as a visitor, subject to the restriction outlined in Condition d) below. b) New, or intending members, must play two (2) (individual) games in Club events to receive a handicap (allowance may however be made for a player with a registered club handicap). The first card submitted for handicap, will only be held for four (4) consecutive games; whereupon, if the player has not submitted a second card, the first card will be annulled. c) Members must have played two (2) monthly games (with a DPCGC handicap) to be eligible to play for the Championship Trophies. NB: Such qualification may include Trip Away events. d) * Any persons who are members, or are eligible to be members of the Deer Park Club shall be entitled to play three (3) games only, in any one year, as a visitor. e) * Any persons who are ineligible to join the Deer Park Club (principally, a minor) shall be entitled to play six (6) games only, in any one year, as a visitor. Note: Conditions d) & e) above are in accord with Clause 14 of the Club’s Constitution.

f)

On days when there are limited playing places available, preference will be given to:

i)

Members who have paid their deposit;

ii)

Members in the order of the entry sheet. Note: The deposit is not refundable.

5) Hole – in – One The General Committee of the DPC Golf Club will decide, as it deems fit, to award prizes, trophies, monetary assistance for celebrations, etc., to any MEMBER achieving a Hole in One. Note well: Within these ‘DPCGC Golf Rules and Conditions’, a Hole in One is not considered to constitute an Eagle. Rather, the two feats, and awards, are recognized and addressed separately.

6) Eagles Nest One (1) ball per game will be added to the Eagles Nest, with a maximum of 12 balls per season awarded to any MEMBER scoring an Eagle. If there is more than one winner on the day, the prize will be divided.

7) Groups of Play on Golf Days The draw for playing groups shall be conducted by the Match Committee, on or before the day of the competition, and may be altered at the Match Committee’s discretion.

8) Order of play for the Second Round of the Club Championships The draw for the second round of the Club Championships shall be the two (2) A Grade leaders pairing off with the two (2) B Grade leaders, and so on down the field.
