CENTER FOR HUMAN SERVICES 2009 Annual Report

I

am pleased to present to you our 2009 annual report. We are running a bit behind schedule in publishing this report due to a major computer systems crash, but we have survived it and everything is back to normal. My apologies for the delay. As we enter our fortieth year as a community based social services agency, I want to thank you for your continued support of the Center for Human Services. CHS accomplishes our acclaimed work through the generous support of our community. In a year of significant economic down-turn, Our 2009 fundraisers were a huge success. In February CHS continued to prevent and treat addictions, more than 400 people came together in support of our promote mental health, support the academic annual Community Connections Dinner and Auction and success of youth, assist parents’ engagement in raised more than $117,000. Forming Healthy Beginnings… Knowing that through supporting local families we strengthen our community, in 2009 staff increased efforts to meet a bar that was raised higher than in any previous year. Our counselors, interns and externs provided assistance to more families, throughout Shoreline and Lake Forest Park, in need of assistance than ever before. This tells us one hard truth; in order to continue meeting these rising needs we must work in creative ways through the financial support of those living and working around us. Doing just that, our staff engaged in the WA State Plan for Youth Suicide Prevention, focusing on best practice models in order to assist youth who are struggling. We piloted our Infant Mental Health Project, helping young families build healthy parenting relationships right from the start, and we developed a Ballinger Friends Forever group serving girls between the ages of 12 and 15, focusing on stress reduction and cultural displacement. Each of these programs, and more, focus on supporting the mental health of youth and families in order to create healthier habits and surroundings. We know that from as early as infancy, it is of utmost importance for individuals and families to strengthen and sustain their mental health. CHS supports this need through a wide variety of counseling, education and support to a diverse community of individuals and families through the financial assistance of those living and working throughout our community.

Strengthening Loving Families… In 2007, CHS was one of eight sites invited to participate in a national study through the Loving Families Program. Through partnerships and creative ways of engaging participants, CHS has enrolled 660 parents. Using John Gottman’s Loving Couples Loving Children curriculum, designed to strengthen families through innovative and supportive resources, CHS finished the enrollment process in 2009. The program has become a safe harbor preventing hardship for families. The Loving Families’ mission, “to strengthen relationships of economically disadvantaged married couples through support and education”, has done just that and more. Our efforts focused on randomly enrolling participants into the study, engaging and retaining families over a 12 month period of time, and overcoming barriers to participation. Utilizing collaboration, incentives, frequent field outreach, home visits, advocacy and community resources, and transportation assistance, we improved the lives of many families. Through a rippling effect, couples improved their ability to communicate with each other and as parents, which decreased conflict and made positive changes that impacted their families through successful interaction at home, work and throughout the community.

Many participating couples have realized they are not alone in their struggles and that the program can greatly impact their relationships through learning better communication skills and patience. Phase one of the study will end in early 2010. Loving Families will complete our final work by December 2010. Supporting Happy Households… With a new fiscal year came enhanced processes for delivering top notch services here at CHS. We began the implementation phase of a new data system agency wide - to improve our ability to track program outcomes. With this process came new ways of learning, understanding, and inputting and extracting data. When we think about the thousands of lives we touch through our work here at CHS, we are dedicated to providing quality services that reap successful outcomes for our community. Throughout our 2008/09 fiscal year, CHS Family Support Staff supported 1,922 youth and family members through a resourceful budget of just over $800,000, just under one fifth of our agency’s overall budget. With numbers like this, our Family Support Staff are committed to creating positive, life changing experiences through our programs. Just one of the many goals within our Family Support Department is ‘To Create Excellence in Play and Learn Groups’, through creating standards, communicating expectations, and coaching and training staff, so that as a result we improve the opportunities for children to be ready for school and life, and caregivers to be engaged in children’s learning. CHS Family Support staff were very busy carrying out this goal, while jointly providing additional programming which included Healthy Start, Homework Factory, Camp Ballinger and Ballinger Action Teens (BAT), Shoreline’s After School Adventures and Summer Explorers, Northshore’s After School Connections, Camp Adventure and Northshore Special Families (NSF), and countless hours of childcare for children whose caregivers jointly receive services through other CHS programs. Through the dedicated leadership of our Family Support Team, 25 staff members and countless volunteers who provided 6,600 volunteer hours, CHS provided nearly 2,500 hours of service to families in our community. These annual numbers continue to make a significant difference to our overall communities’ health.

Building a Stronger Community...One Family at a Time Building Stronger Communities… In 2009, CHS went through an extensive process with King County in order to be considered as an organization that would deliver a new program from their MIDD (Mental Illness & Drug Dependency) Wraparound Grant. Once selected, we were honored to begin providing extensive, in-depth services to King County youth and their families. Our work is based on cohesive facilitation of resources, which place the family voice and choice, and team atmosphere at the top while helping families to identify strengths, needs, and goals. Our seven member team helps families develop strategies in a team setting that often reach beyond the limitations of traditional services and case management and may include services such as respite care, drug counseling, and behavioral therapies. Our Wraparound work aims to fill gaps and ultimately meet individualized needs, helping families transition toward natural supports within their community, family, and friends. Additionally, in 2009 Scott Lingle, Substance Abuse Youth Program Manager, received a scholarship and certification as a National NIATx (Network for Improvement of Addiction Treatment) Coach. Through his certification, Scott learned skills to help his work with the STARS Program (Students Taking Addiction Recovery Seriously) and in order to help CHS make more efficient use of our treatment capacity to encourage ongoing improvements in treatment access and retention. Dorrit Pealy Awards Dorrit Pealy, a longstanding and instrumental CHS founding board member, provided a lifetime of service to CHS and her community. Dorrit managed political campaigns, chaired the Fircrest Foundation, and served on the Metro Council. An active University of Washington Professor, Dorrit championed for children, families and social justice. Annually, the Dorrit Pealy Awards honor an individual and organization, who provide their community with outstanding support.

The 2009 Pealy Award for an organization went to Shoreline’s Vineyard Community Church. With the rise in human services needs in our communities, CHS has continued to be stretched to the seams. The space the Vineyard offers to CHS, and others, provides valuable use of their facilities, saving organizations the outlay of costs. We congratulate Rose and Rich Swetman, and the Vineyard, for their community support! It is not uncommon to come across Betsy Geibs's name with the mention of the CHS Northshore Special Families Program (NSF). NSF, launched in 2004 from the creative minds of Betsy Geib and other parents caring for a child with special needs, began their trek to inspire, support and bring together families whose children have special needs. Betsy is honored for her community work as the CHS 2009 individual recipient of the Dorrit Pealy Award. Through her dedication, the CHS Northshore Special Families Program delivers much needed resources, events and gatherings to many families living with children who have special needs. CHS acknowledges and thanks Vineyard Community Church, and Betsy Geib for their altruistic community support!

Grace Cole Award Since 1983 the CHS Executive Director has annually honored a recipient with the Grace Cole Award. As a founding and long time board member who provided abundant support to CHS, Grace additionally served as a school board member and member of the State House of Representatives. Championing education and family support issues, Grace led the way for many to follow. In 2009, Olga Perelman, Microsoft employee and CHS Board Member, sat on the CHS Board Recruitment Committee where she helped to survey the existing board makeup in order to strategically build the board. She sits on the CHS Strategic Planning Committee, strategizing the next steps CHS will take to insure the most beneficial support and positive impact on the community. Olga has put her human resources background to work, providing quality assurance on many personnel policies and procedures, and she was a table host at the 2009 Community Connections Dinner Auction. Olga’s valuable support to CHS continues with countless volunteer hours, where she further capitalizes on her time and monetary donations by applying for matching funds from Microsoft. Olga has made a significant difference toward the overall health of our community. Thank you, Olga!
