BuenaPark BuenaParkCityNewsBP A Friendly Fireworks Reminder From the Buena Park Police Department With the Fourth of July holiday weekend quickly approaching, the Buena Park Police Department would like to remind everyone of a few important laws regarding firework use within the City to help make the most out of your celebrations. On the evening of July 4th, several areas in the City will be closed completely to the public including Bellis, Boisseranc and Peak Parks, as well as La Palma Avenue between Western and El Monte. Violators may be issued a citation or arrested for fireworks violations, and have their fireworks confiscated. The July 4th weekend is one of the busiest for the Police Department. Extra police personnel will be on patrol during the weekend to watch for fireworks violations, and to help keep the City safe over the holiday.

Fireworks eworks may only be discharged bebe tween 10 a.m. and 10 p.m., and only on July 4th.

Only “Safe and Sane” fireworks may be discharged within the City (excludes ‘Piccolo Pete’ type fireworks, which are not allowed at any time). Please only discharge fireworks purchased from a licensed fireworks vendor.

Children under 16 years of age are prohibited from purchasing, possessing or discharging any fireworks, unless in the presence and direct supervision of an adult.

Fireworks are not permitted on any public property (public streets are ok), or on any private property (such as the Buena Park Mall parking lot) without the owner’s consent.

Block parties and personal street closures are not permitted.

Anyone wishing to report fireworks violations can call the Police Department’s dispatch center at (714) 562-3902; this can be done anonymously if desired. Any questions regarding City ordinances or laws regarding fireworks can be directed to the Police Department’s Watch Commander at (714) 562-3935. Each year on the Fourth of July weekend, more people are injured and more property damage is reported than on any other holiday. There should always be adult supervision around fireworks, and they should be discharged a safe distance away from spectators, automobiles, trees, telephone poles, power lines, etc. Safety when discharging fireworks is the key to a memorable celebration. Your Buena Park Police Department wants to wish everyone a safe Fourth of July weekend!

Streets Under Construction Knott Avenue Rehabilitation

Beach Boulevard Intersection Project

A portion of Knott Ave. will soon be a smoother and safer road to travel thanks to funds provided by the American Recovery and Investment Act (ARRA). The rehabilitation of the existing deteriorated roadway on Knott Ave. between La Palma Ave. and Crescent Ave. is underway and will be completed in June 2010. The project will include the removal of the existing pavement, installation of asphalt concrete pavement, and reconstruction of the concrete curb, gutter, sidewalk, driveway approach, and wheelchair ramps. The rehabilitation project is an investment in transportation, environmental protection and other infrastructure that will provide long-term benefits for the community.

Traffic will move much smoother at the intersection of Beach Blvd. at La Mirada Blvd. and Malvern Ave. when the City completes the improvement project in August 2010. The project, scheduled to begin in June, will improve the signalized intersection by widening northbound Beach Blvd. to provide a dedicated right turn lane onto eastbound Malvern Ave. It also includes widening eastbound La Mirada Blvd. to provide a right turn lane onto southbound Beach Blvd. The project, which is funded by Measure M through the Orange County Transportation Authority, will decrease intersection congestion during peak traffic hours and provide smoother right turn traffic movements.

BPCityNewsBuenaPark BuenaPark I-5 Gateway Project Nearing Final Phase of Construction Work on the Santa Ana Freeway (I-5) Gateway Project is now 90 percent complete! Construction on the project is slated to be finished in late summer, with landscaping activities scheduled to begin in the winter. The Orange County Transportation Authority (OCTA) and the California Department of Transportation (Caltrans) thank for your patience and welcome your enthusiasm as we finish this last 10 percent! The I-5 Gateway Project Team has enjoyed working with local Buena Park residents, businesses, dealerships, schools, community leaders, organization and government officials during the past four years. Artesia Boulevard/I-5 Intersection Motorists driving along Artesia Blvd. at the I-5 bridge have seen significant changes. Crews have been working day and night to repave the street, install new electrical systems, and restripe Artesia Blvd – all finishing touches to complete the area. In addition, a new center island on Artesia Boulevard is being constructed between Knott Avenue and the southbound I-5 on-ramp. Construction of Northbound and Southbound Freeway Lanes Now that the retaining walls are complete, northbound and southbound traffic has been directed to the outside lanes of the freeway so work can continue on the demolition and reconstruction of the inside lanes. Once the inside lanes are complete, the center median barrier will be constructed and the overhead signs installed as the last items of work before all lanes can be opened later this summer.

OCTA

The project is slated to be finished in late summer, with landscaping activities scheduled to begin in the winter.

Beach Boulevard Ramps The northbound I-5 Beach Boulevard off-ramp reopened in late April. The southbound I-5 Beach Boulevard on-ramp is slated to reopen in late spring. Work to install decorative fencing along Beach Boulevard and the Auto Center Drive area, which requires intermittent lane closures, will continue through the spring. Closure/Reopening Update Freeway and ramp closures (and reopenings) will continue this summer including: •

Southbound I-5 Beach Blvd. on-ramp will reopen late-June

Southbound I-5 to eastbound SR-91 HOV/carpool lane connector will reopen in mid-2010

Nighttime northbound and southbound I-5 closures from the SR-91 to Artesia will continue mid-2010

Nighttime full closures of Beach Blvd. and Artesia Blvd. continue through mid2010

Note that dates and schedules are subject to change. The Orange County Transportation Authority (OCTA) and the California Department of Transportation (Caltrans) are widening the I-5 between the Riverside Freeway (SR-91) and Artesia Boulevard. Funded primarily by Measure M, Orange County’s half-cent transportation sales tax, the I-5 Gateway Project is adding a new travel lane, a new carpool lane and extended merging lanes on this two-mile stretch through Buena Park. Project completion is scheduled for fall 2010. For more information, call Julie Toledo, community liaison at (714) 223-1665. You may also visit www.octa.net/i5gateway or call the Transportation Helpline at (800) 724-0353.

BuenaPark BuenaParkCityNewsBP Citizens Advisory Committee In a City where just over 84,000 reside, growth and change are inevitable. That’s why the City of Buena Park takes a proactive approach to ensure the area remains a safe and attractive place to call home. One way this is accomplished is through the City’s many advisory committees which are instrumental in addressing certain needs and change. The City of Buena Park’s Citizens Advisory Committee consists of seven members who are residents of the city. Each member represents the various demographic characteristics of the areas served by the Community Development Block Grant (CDBG) program as required by federal Housing and Urban Development (HUD) regulation. The City receives approximately $1 million CDBG funds per year to spend on projects that assist low and moderate income persons, and for programs that help eliminate blight. Programs that are funded by CDBG include public service and non-public service activities, as well as some of the following: • Residential & Commercial Rehabilitation Programs • Graffiti Removal Program • Senior Outreach & Medical Transportation Programs • Public Service Programs assisting youth such as the Boys & Girls Club, and very low-income persons supported in part by the Buena Park Coordinating Council The Committee is designed to review and assist in ongoing planning, programming, and budgeting of CDBG. It also assists in adopting community development programs, evaluating progress on the approved and/or completed projects, as well as responding to new issues by preparing recommendations to the City Council. Citizen Advisory Committee members are appointed by the Mayor with the approval of the City Council for a term of three years. The Committee meets a minimum of twice a year, or as needed. For more information, please contact Martha Archuleta in Economic Development at (714) 562-3591.

BPCityNewsBuenaPark BuenaPark Celebrate Safely on July 4the Each July 4, family and friends celebrate their independence with food, fun, and fireworks. With this celebration comes the responsibility of keeping loved ones, as well as nearby surroundings, safe from harm.

More than 10,000 people, most of them children and teens, suffer eye injuries and burns.

According to the Orange County Fire Authority, thousands of people are injured each year while using consumer fireworks. More than 10,000 people, most of them children and teens, suffer eye injuries and burns. State-approved fireworks are legal in the City of Buena Park, but most people are unaware of the dangers associated with their use. According to the National Fire Protection Association, 92% of the fireworks injuries treated in hospital emergency rooms involve fireworks that State and/ or Federal regulations permit consumers to use. Fireworks and sparklers are designed to explode or throw off showers of hot sparks, with temperatures that may exceed 1200°F.

Services

The use of fireworks is also responsible for an increase in residential and wild-

land fires. More U.S. fires are reported on July 4th than on any other day of the year, and fireworks account for half of those fires. The results are an estimated six civilian deaths, 70 civilian injuries, and $34 million in direct property damage each year. The July 4 holiday can be safely celebrated by attending one of the many spectacular fireworks displays staged by professionals, such as Knott’s Berry Farm. However, if plans include discharging fireworks of the safe and sane variety in your neighborhood, remember to use the utmost caution. Keep in mind that individuals caught discharging illegal fireworks in the City are subject to administrative citations carrying a monetary fine and/or criminal prosecution. Also, please keep pets indoors to ensure their safety. For more information, please visit the Orange County Fire Authority’s website at www.ocfa.org, call the Community Relations and Education Section at (714) 573-6200, or visit www.buenapark.com.
