BOARD OF EDUCATION Bristol, Connecticut October 7, 2015 – Regular Meeting Minutes

The regular meeting of the Bristol Board of Education was held on Wednesday, October 7, 2015 at 7:00 p.m., in the auditorium of the Board of Education Administration Building, located at 129 Church Street, Bristol, Connecticut. PRESENT: Commissioners: Lawrence Amara, Genard Dolan, Jennifer Dube, Karen Hintz, Jeffrey Morgan, Thomas O’Brien (arrived 7:16 p.m.), Karen Vibert, Christopher Wilson; Ellen Solek, Superintendent, Susan Moreau, Deputy Superintendent; and Student Representatives David Kaminski and Cassidy Yates EXCUSED: Commissioner: Jill Fitzgerald CALL TO ORDER, PLEDGE OF ALLEGIANCE, MOMENT OF SILENCE Chairman Amara called the meeting to order at 7:03 p.m. The National Anthem was performed by vocal students from Chippens Hill and Northeast Middle School under the direction of Angela Lomaglio. The audience remained standing for the Pledge of Allegiance. A Moment of Silence was observed for: Ethel B. Graham a Secretary at Northeast School from September 1964 to December 1968 and as a Teacher at Northeast Middle School from September 1970 to June 1992; and Thomas DeNoto a Teacher at Memorial Boulevard.  Staff Recognition Athletic Director, Chris Cassin addressed the Board regarding Mike Giovinazzo. Mr. Giovinazzo will be inducted into the Connecticut High School Coaches Association (CHSCA) Hall of Fame. Mike Giovinazzo, basketball and baseball coach at Bristol Eastern, will be among ten individuals inducted into the Connecticut High School Coaches Association (CHSCA) Hall of Fame at the Aqua Turf Club in Southington on November 19th. Mike and the other inductees were introduced this past Saturday at the UCONN v Navy football game. Mr. Giovinazzo was present in the audience and stood to be recognized. APPROVAL OF MINUTES On motion by Commissioner Dolan and a seconded by Commissioner Morgan it was unanimously VOTED: That the Board of Education approve the September 9, 2015 Regular Meeting Minutes as written. COMMITTEE REPORTS Communications – Commissioner Vibert reported that the committee met on September 15th and the fall newsletter will be coming out in a few weeks. Thanked Jeannie Audette for her work with the newsletter. They also discussed Social media issue – Twitter and Facebook. The Superintendent is going to have a Twitter account for the district as do many administrators in the district and we are looking into getting a district facebook account. Operations – Commissioner Hintz reported that the committee met on September 15th. They were given an update on the Bristol Eastern press box; the project is running slightly over budget, so they are looking at ways to bridge that gap. Chairman Amara added that this has been a six year project with lights and the press box. He wanted to personally thank all the people who have donated time, materials and dollars to make this possible. Commissioner Hintz added that Peter Fusco came to the meeting regarding a 1.7 million dollar facilities grant from the State of Connecticut. With that money Mr. Fusco will be making improvements throughout the district and we will be able to pull some projects off the BOE budget. Student Achievement – Commissioner Dube reported that the committee met on September 16th and the High School Midterm Assessment Schedule was discussed. Sam Galloway explained they have been meeting to discuss this issue. There are many questions about the usefulness and purpose of this assessment. Information will be

2 Student Achievement – con’t gathered regarding what is happening in colleges and other schools. The high school design is already being reviewed. The College & Career Assessment Committee can also look into this. Erika Coleman was present to present the K-5 English Language Arts Curriculum Revision and Rich Gagliardi was present to present the BYOD Pilot, they are both on tonight’s agenda for approval. STUDENT REPRESENTATIVE REPORTS Bristol Eastern – Cassidy Yates reported on Bristol Eastern activities. Last month in honor of 9/11 students and faculty put together goodie bags to give to first responders, the Mum Parade was a success as Bristol Eastern marched alongside Bristol Central, the BE cheerleaders took first place in the Junior Music division. This month we hosted SAT’s on October 3rd and next week on the 14th the PSAT’s will be held for underclassmen; while seniors will be attending various seminars about careers and college. Parent conferences will be held the 19th through the 21st; the Save A Life tour will be at the school on the 16th, to conduct driving simulations with students. Two teachers; Sharon Jacques and Amy Wernicki will be presenting at the Connecticut Career and Technical Educators Annual Conference. Creighton Paquette-Claman will be recognized for her students’ top performance at Early Childhood Education. Our Future Business Leaders of America Club will be co-sponsoring a candy drive with Allie’s Angels to benefit St. Jude’s Hospital. There will be a blood drive on the 28th, a choral concert on the 29th and our home football game will be on the 30th. Bristol Central – David Kaminiski reported on Bristol Central activities. Class elections occurred and for the first time there was a write in candidate for the senior class. The college application process is in full swing; many colleges such as Boston College, UCONN, ECSU, Marist and Plymouth College have visited. The performing arts groups are in full swing. The Bristol Central band marched at the Big and in the Bristol Mum Parade and for the first time the Bristol Central and Bristol Eastern bands combined and marched together. Two new acapella groups will be performing at various concerts and competitions throughout the year. Five students will be performing at the Annual Fall Conference in the Honors Choir at the Hartt School of Music. This summer Bristol Central sent five delegates to go to Connecticut Boys State and two delegates to go to Connecticut Girls State. The programs are held at ECSU for a week in July, where young men and women learn about American Government. Bristol Central hosted the unified soccer tournament for the 15th year in a row; 35+ students assisted 15+ special athletes; the Interact Club volunteered for the Estella Wilderness Survival and Wellness Field Day at the Indian Rock Nature Preserve. Club members assisted teachers who presented topics such as plant identification, mountain biking, martial arts and farm animals. Fall sports are in full swing. Looking to next month, the band will be having their opening gala performance where they perform their half time show inside on October 14th; Student Council is sponsoring Button up CT. It is an ongoing coat drive; where clean, new and gentle used coats are collected and donated to homeless shelters. They are also sponsoring blood drives, and the first one is scheduled for early November. SUPERINTENDENT REPORT: Recognition of Donation: BEHS Field Solar lights - Dr. Solek wanted to recognize the donation of solar field lights to be place beside the tennis courts at Bristol Eastern. The lights were donated by Vito Costantiello President & Principal Reflex Lighting. The cost of the donated lights was $1,212.00. BCHS/BEHS Turf Field Update - Last week a meeting was held and a roll out committee was named. There is site being done, that work should be completed by January 1 and the committee would then meet to see how the work would be done, completed, the schedule and the usage. SAT/AP/CAPT/CMT Data Performance Report - Pamela Brisson and George presented the SAT/AP/CAPT/CMT Data Performance Report. The presentation was recorded and will be on the Board website for community access.

3 Summary of 2015-16 Legislation and Policy Implications Pertinent to Education - Dr. Solek went through the legislative changes that will affect the district and our policies. Current News and Information - Dr. Solek thanked Pete Fusco, Peter Malscheke and the Facilities Department for hanging all of the banners that currently adorn the walls of the auditorium. Dr. Solek for the last four days has served on the NEASC Review Committee for Newtown High School. It was a very emotional visit; the town is resilient, she was able to move in and out of classrooms, speak with administrators, teachers and students. From this time away she is convinced that our staff is doing a phenomenal job educating our students. CONSENT AGENDA New Administrator Hires On motion by Commissioner Morgan, seconded by Commissioner Dolan it was unanimously VOTED: That the Board of Education approve the following Administrator Hires: Amy Bastiaanse – BOE – Teacher on Special Assignment, T & L – Effective Date To Be Determined Mary Hawk – MTV – Principal – Effective October 8, 2015. Perkins Career & Technical Education Act of 2006 PIP (Program Improvement Project) Dr. Solek welcomed and congratulated two new administrators – Amy Bastiaanse, Teacher on Special Assignment in OTL as the Supervisor for Humanities and World Language and Mary Hawk – Newly appointed Principal at Mountain View School. PUBLIC COMMENT No one from the public wished to address the board. DELIBERATED ITEMS/DISTRICT LEADERSHIP TEAM REPORTS Secondary Summer School Report – Larry Covino presented the Secondary Summer School Report to the Board. CURRICULUM REVISION K-5 ELA Curriculum - Second Reading On motion by Commissioner Morgan, seconded by Commissioner Dolan it was unanimously VOTED: That the Board of Education approve the K-5 ELA Curriculum. FULL DAY KINDERGARTEN UPDATE – Pamela Brisson and Kathy Lanahan gave a full day kindergarten update.

5 POLICY REVISION Request for waiver of a portion of Policy 6141.328 BYOD (Bring Your Own Device) - First Reading On motion by Commissioner O’Brien, seconded by Commissioner Morgan it was unanimously VOTED: That the Board of Education waive the second reading of the Request for waiver of a portion of Policy 6141.328 BYOD (Bring Your Own Device) so that Northeast Middle School can begin to pilot the program. On motion by Commissioner Vibert, seconded by Commissioner Morgan it was unanimously VOTED: That the Board of Education waive a portion of Policy 6141.328 – Bring Your Own Device, so that Northeast Middle School can pilot the program. TEXTBOOK ADOPTION Individual and Family Development/UCONN HDFS 1070 - First Reading On motion by Commissioner Dolan, seconded by Commissioner Hintz it was unanimously VOTED: That the Board of Education waive the second reading of the textbook adoption of Individual and Family Development/UCONN HDFS 1070. On motion by Commissioner Dolan, seconded by Commissioner Hintz it was unanimously VOTED: That the Board of Education approve the Textbook Adoption of Individual and Family Development/UCONN HDFS 1070. NEW BUSINESS There was no New Business to come before the Board. LIAISON REPORTS CREC Report – Commissioner Wilson reported Greg Florio from Cheshire has been appointed as the CREC Director. The CRILA program is now accepting applications; he hopes we are sending students from Bristol. CABE Report – Commissioner Wilson reported on the Board Member retreat which is part of our membership and the Delegate Assembly which is held the day before the CABE convention. On motion by Commissioner Hintz, seconded by Commissioner Dolan it was unanimously VOTED: That the Board of Education add another item to the Liaison report. Commissioner Vibert reported on the work that is being done at South Side School with Dr. David Huber as the new principal. He has a satellite desk on the second floor and they are implementing a budding bench. ADJOURNMENT There being no other business to come before the Board of Education the meeting was adjourned.
