The regular meeting of the Board of Education of the West Des Moines Community School District was held on Monday, November 20, 2006, at the Learning Resource Center, 3550 Mills Civic Parkway, West Des Moines, Iowa 50265. I.

Call to Order – The meeting was called to order by President Jill Hansen at 7:05 p.m.

Superintendent’s Report – Superintendent Tom Narak called upon Brian Abeling to explain the implementation of the security staffing at district schools without electronic security systems. Abeling reviewed the proposed system and responded to questions from Board members. Thomas expressed concern with access to the athletic wing at Valley High School. Dr. Narak emphasized that the plan is proactive and the officers will be in place until security upgrades are completed at each school. He reported on the annual meeting with the Polk County Oversight Committee, the group that monitors expenditure of the state sales tax in the country. Dr. Narak reviewed efforts toward improving student achievement, particularly initiatives at Valley High School. He commented on conversations to develop programs to challenge junior high school students. Administrators are talking about achievement gaps among specific groups of students, Dr. Narak said. He commented on relationships and collaboration and the focus on student success. Dr. Narak said the district is always looking for ways to involve more parents and community members in district initiatives. Collaboration is ongoing among metro area districts, he said. Dr. Narak reviewed several other areas of focus for district staff this year including communication, facilities, staff and budget. Dr. Narak reported on the student activities he attended this past weekend: the Gatorade Classic (basketball season kick-off) and the All State Music Festival in Ames.

VI.

Board Reports Tom Suckow commented on the Gatorade Classic. Susan Moritz said the All State Music concert will be televised on Iowa Public Television on Thanksgiving Day. Jill Hansen reported on her attendance at the DM Art Center recognition of scholarship students.

Open Enrollment – The following open enrollment applications were approved by the administration and presented for Board review: Open Enrollment In (2006-07) Abigail Arce, grade 7 from Des Moines; Ashley Burch (SpEd), grade 6 from Des Moines; Courtney Burch, grade 1 from Des Moines; Jacob Burch, grade 3 from Des Moines. Open Enrollment Out (200607) pending approval/denial by the receiving district Nicole Evans, grade 4 to Des Moines; Andre Namink, grade K to Urbandale; Jean-Pierre Namink, grade 1 to Urbandale. Open Enrollment In (2007-08) Hunter Foster, grade 9 from Des Moines. 2007-2008 Bus Pass Fees – It was moved by Lyons and seconded by Thomas to approve the 2007-08 bus pass fees as follows: round trip/quarter - $108, round trip/annual - $432; nonrefundable two-way pass/annual - $389. It was noted the fees have remained stable since the 2003-04 school year. The motion was approved by a unanimous vote.

IX.

Hearing a. Bid Award – Valley High School Improvements Phase 3C, package #4 – Hansen announced this agenda item is for those who wish to speak to the Board of Education regarding the proposed plans, specifications, form of contract, cost of said improvements and action upon proposals received in accordance with the law and specifications for the VHS Improvements Phase 3C, Bid Package # 4 – Landscaping. The Notice of Hearing was published in the Des Moines Register on November 1 and 6, 2006. There were no speakers at the hearing. It was moved by Thomas and seconded by Moritz to close the hearing. The motion was approved by a unanimous vote.

Facility Projects a. Final Acceptance – Fairmeadows Elementary – It was moved by Lyons and seconded by Thomas to accept the Fairmeadows Elementary project as complete by Siemens Building Technologies. The motion was approved by a unanimous vote. b. Final Acceptance – Hillside Elementary – It was moved by Lyons and seconded by Moritz to accept the Hillside Elementary project as complete by Midwest Glazing. The motion was approved by a unanimous vote. c. Final Acceptance – Valley High School Improvements, Phase 3A – It was moved by Lyons and seconded by Thomas to approve the Valley High School Improvements Phase 3A as complete by The Baker Group, Hansen Company, Inc. and Siemens Building Technologies. The motion was approved by a unanimous vote. d. Final Acceptance – Valley High School Improvements, Phase 1B/1C/2 – It was moved by Lyons and seconded by Thomas to accept the Valley High School Improvements Phase 1B/1C/2 as complete by Rochon Corporation of Iowa, Inc. The motion was approved by a unanimous vote. e. Bid Award – Valley High School Improvements Phase 3C, package #4 – Updated materials were distributed, reviewing the bids received for the project. It was moved by Lyons and seconded by Thomas to award the contract for Valley High School Improvements Bid Package #4 – Landscaping to Bob Lenc Landscaping in the amount of $99,433. The motion was approved by a unanimous vote.

Contracts/Agreements a. Morningside Metro Program – The contract was withdrawn from the agenda pending receipt of an updated document. b. Iowa Environmental Services – It was moved by Lyons and seconded by Thomas to approve the contract with Iowa Environmental Services in the amount of $53,400 for asbestos abatement design, project management, air sampling and testing at Valley High School. The motion was approved by a unanimous vote. c. Lifetouch – It was moved by Lyons and seconded by Thomas to approve the contract with Lifetouch for student and staff photography services for 2007-08. The motion was approved by a unanimous vote. d. Conley Security – It was moved by Lyons and seconded by Thomas to approve the agreement with Conley Security at an hourly rate of $18.21 for security officers in schools that do not yet have electronic locking systems. The motion was approved by a unanimous vote. e. BEEP – A copy of the agreement was distributed at the meeting. It was moved by Lyons and seconded by Thomas to approve the agreement with SAI Bus Emissions Education Program (BEEP) for the installation of two diesel oxidation catalysts in two district buses. The district will be reimbursed the cost of $1,408 by BEEP. The motion was approved by a unanimous vote.

XII.

2007-2008 At-Risk Allowable Growth Application – The at-risk application was withdrawn and will be presented at the December 11 meeting.

XIII.

Board Policies – Board Policies 502.6 (Use and/or Possession of Tobacco and Tobacco Products) and 704.5 (Approval and Payment for Goods and Services) were presented for Board review. Moritz explained that 502.6 has been revised to clarify when a student is considered to be under school supervision. Policy 704.5 changes procedure to allow checks to be released by the district prior to the Board meeting. It was moved by Moritz and seconded by Thomas to waive the first reading of Policies 502.6 and 704.5. The motion was approved by a unanimous vote. It was moved by Moritz and seconded by Thomas to approve the policies as presented. The motion was approved by a unanimous vote.

XIV.

Bills for Payment – The agenda materials included bills for payment dated November 20, 2006. It was moved by Tobin and seconded by Thomas to approve the bills for payment in the amount of $701,006.18 as recommended by the administration. The motion was approved by a unanimous vote.

XV.

Student and Staff Recognition – The Board recognized the recent outstanding accomplishments of district students and staff as follows: STUDENTS Academics Valley High School won the AEA Heartland Knowledge Bowl last month. Students on the winning team are Kierra Baker, Wyatt Boshart, Ravi Chande, Clint Rice and Regina Zilbermints. Other Valley teams placed third and fifth at the competition. Sponsor: Rob Schebel Valley High School junior Carl Kirpes has been selected to compete in The Governor’s Iowa High School Water Summit and Scholarship. One hundred juniors and seniors were invited to the Summit and make an oral presentation on papers about water quality issues. Teacher: Karen Downing

This is the ninth year that students from Indian Hills have been involved in volunteering their time to make calls and send out envelopes in an effort to secure donations to help homeless pets. Principal: Shane Christiansen “Leading With Horses” was a mentor/leadership program at Walnut Creek Campus and a partnership between WCC, Hillside Elementary and Jester Park Equestrian Center. The program featured leadership, confidence, teambuilding and self discovery. Speech and Debate Eleven students from the Valley Tiger Forensic Team competed at the Heart of Texas Invitational Tournament in Dallas, Texas. Senior Elyse Lyons advanced to octofinals in Lincoln-Douglas Debate, and junior Maeshal Abid advanced to double-octos. Senior Billy Hamilton advanced to quarterfinals in U.S. Extemporaneous Speaking and received a bid to the Extemp Tournament of Champions in May at Northwestern University. Senior Ashley Milligan advanced to the semifinal round of Original Oratory. And two public forum teams received their bids to the Debate Tournament of Champions: all sophomores, the team of Kelsey Klemme and Katie Melloh placed third and the team of Lily Cutler and Chloe Lawyer placed second overall. Valley High School finished 16th in a field of 110 schools from 30 states. The Valley High School Marchmasters received their 45th consecutive Division I at State Marching Band Contest. The Marchmasters hold the largest streak of Consecutive Division I's in the state. The Marchmasters competed at the Mid-Iowa Band Championships, and earned a Division I and First Place ranking among all the bands in attendance. In addition, the Valley Drumline received recognition as the "Outstanding Drumline" of the evening's event. Directors: Roxianne Classen and Tony Garmoe, William Bird and Rene Bernard Stilwell students Dorrie Bruggemann, Yale Zhu, and Luchang Wang have been selected as members of the Junior High All-State Orchestra. Director: Anne-Marie Webster. Stilwell students Tori Gedler and Sarah MacBride and Indian Hills student Julie Maller were selected for participation in the 21st annual Opus Honor Choir Festival. Directors: Kathy Gedler, Rebecca Woodburn Valley vocal music students Dallas Norton, Brittany Johnson and Nick Dawe were selected to participate in the Iowa State University Honor Choir. Director: Linda Vanderpool The following Stilwell 8th grade band students earned a spot in the South Central Iowa Bandmasters District Honor Band: Bailey Woods-percussion, Stephen Wahlig-clarinet, Jake Kobberdahl-trumpet, Christina Cacciatore-French Horn, Chris Helland-trombone, Mia Nelson-trombone, Lauren Holmes-alto sax, and Amy Hahn-clarinet. Seventh graders selected for the Honor Band were Rebecca Ihnen-oboe, Tori Gedler-trombone, Laura Milligan-clarinet, and Sean Galligan-tuba. In addition, Mia Nelson was selected as one of 22 students to represent our district at the State Iowa Bandmasters Association 8th Grade Honor Band in May. The Tigers won six of 11 races. Alexa Mehesan took the state title in the 50-yard freestyle and 100-yard butterfly. Lisa Nathanson won the 100 and 200 yard freestyle events. The 200 and 400 yard freestyle teams won in record-setting time. Alexa Mehesan was named Most Valuable Swimmer at the meet. McKensie Carr and Johanna Wubben were named to the 2006 HGSSCA Academic All State Swimming Team. Coach: Mark Corley Ashley Ellingson was named to the Elite All-CIML Volleyball Team. The Valley varsity cheerleading squad placed second out of eleven teams at the state championship in the large varsity division. Vanessa Buie was the jump-off champion of the large school division. Members of the team are: Vanessa Buie, Chantelle Day, Courtney Deay, Alyssa Doll, Mary Fielder, Tiffany Freed, Shannon Hoy, Jenny Janssen, Tara Jarvinen, Kayla Lalor, Elisa Licona, Shannon Moses, Lexie Oman, Jenny Richmond, Kaila Pomeranz, Keilah Sandler, Kenzie Sellner, Alex Smoldt, Baily Speer and Cassie Ulfe. Coaches: Beth Aanonson and Becky Krieg The Valley Southwoods Volleyball Team won the CIML – Iowa Division Conference Championship. Coaches: Kelli Moore and Dan Kelly XVI.

Adjournment – It was moved by Tobin and seconded by Suckow to adjourn the meeting. The motion was approved by a unanimous vote. The meeting adjourned at 7:50 p.m.
