NOTICE INVITING TENDER 1.

Sealed item rate tenders in the prescribed forms are invited from eligible contractors for job contract for Bird and Animal Hazard Control at RAJKOT Airport for a period of one year from the date of commencement of the work.

2.

Applications for issue of tender documents should reach The Airport Director, Airports Authority of India, Civil Aerodrome, RAJKOT not later than 07.04.2014up to 1700 Hrs.

3.

The tender documents containing full details of the contract, its terms and conditions, form of agreement, Tender Form etc., can be obtained from the Office of the Airport Director, Airports Authority of India, Civil Aerodrome, RAJKOT on any working day between 1000 Hrs. to 1700 Hrs from 09.04.2014 to 10.04.2014 on payment of Rs. 525/- (non-refundable) inclusive of VAT. Documents can also be obtained by speed post on payment of Rs. 525/- by Demand draft payable to Airports Authority of India, RAJKOT. (To Obtain document by speed post please enclose self-addressed envelope (35cm x 22cm) affixed postage stamp of Rs 100/-)

The sealed tenders will be accepted in the Office of the Airport Director, Airports Authority of India, RAJKOT up to 15.04.2014latest by 1500 hours and will be opened on 15.04.2014 at 1530 hours by the Airport Director or any other officer(s) authorized by him in the presence of the available tenderers or their representatives.

5.

The party willing to purchase the Tender document is required to submit the following along with the application :-

a)

Declaration on Non-Judicial stamp paper of Rs.100/- duly attested by Notary Public indicating. i)

The details of their contract at all the airports of AAI, as a whole.

ii)

Liability of payment of disputed/undisputed dues to AAI.

iii)

That they are not debarred/black listed by any of the agencies including AAI.

iv)

That they are not facing action under PPE act with AAI.

Attested copies of PAN number,

c)

Proof of valid labour licence under Contract Labour (Regulations and Abolition) Act, 1970, Employees provident Fund Registration, Employees State Insurance Corporation

Civil Aerodrome, Rajkot 2014 Registration, Service Tax Registration, and proof of up to date remittances to ESI, PF and Service Tax Authorities, or a undertaking on a stamp paper of Rs 100/- to submit all above referred documents within 15 days from the date of issue of work order/award letter. d)

Proof of having satisfactorily completed three similar works each costing not less than 40% of Estimated cost(i.e. Rs 3,52,947/-) or two similar works costing not less than 50% of Estimated cost (i.e. Rs 4,41,184/-) or one similar work costing not less than 80% of the Estimated cost (i.e. Rs 7,,05,894/-) pertaining to “Bird Hazard Control using crackers, cartridges or for supply of manpower etc during last seven years ending last day of the month of February 2014.

e)

Tenderer shall intimate the names of persons employed or going to be employed by him, who are near relatives* of AAI employees. spouse/children/parents/grandparents/brothers/

cousins and their corresponding in-laws. 6.

No tenders shall be sold to a party or an individual falling under the following categories: i)

Having outstanding dues in respect of any contract with Airports Authority of India at any airport under its administrative Control.

ii)

Debarred/black-listed by Central Vigilance Commission, Central Bureau of Investigation or by Airports Authority of India (International or National Airports Division).

iii) 7.

Parties facing action under PPE Act, with AAI.

AAI reserves the right to accept or reject any or all applications without assigning any reason. AAI reserves the right to disallow issue of tender document to working agencies whose performance at on-going project(s) are below par and unusually poor.

Tender forms will be issued only to such firms who are complying with the above. Consortiums / Joint venture companies not permitted.

9.

The Job of Bird and Animal Hazard Control requires, bird scaring and chasing of Animals on the side strips of Runway length 1842 meter long runway on both sides and surrounding areas within the operational area. And job also involves removal of any foreign object found on runway, taxiway and apron including injured/dead bird and animal. The said job is specialized job and requires specialized training and has to be executed with the objective of providing effective detection, deterrent and repulsion of birds and chasing of Animals. The job requires manual scaring of birds using crackers, laser guns, chasing of Animals using Lathis, Vehicles, and any other technique approved by AAI. The tenderers are advised to inspect, examine and satisfy themselves about the nature of work and make their own assessment of resources (human and materials) required before submitting their tender. AAI if required shall provide guidance for assessment of resources (human and materials) requirement to the tenderer if requested. A tenderer shall be deemed to have full knowledge of the site, whether they inspect or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed / paid.

Submission of completed tenders:-

I.

All tendered rates shall be inclusive of all taxes and levies, excluding service tax, EPF and ESI contribution payable by the contractor under respective statues.

II.

The service tax, EPF and ESI amount paid to the statutory authorities by the contractor shall be reimbursed on actual basis on submission of documentary evidence

III.

A tenderer should quote in figures as well as in words the rate(s) tendered. The amount for each item should be worked out and the requisite totals given. Special care shall be taken to write rates figures as well as in words and the amounts in figures only in such a way that interpolation are not possible. The total amount should be written both in figures and in words. In case of figures, the words Rs. should be written before the figure of rupees and the words paisa after the decimal figure.

IV.

The quoted rate will be fix and firm during the contract period.

V.

Tender for the present work shall be submitted in a sealed cover super scribing“

The sealed envelopes should also bear the name and address of the tenderer. Cover No. 1 or 2 as the case may be, should be clearly written on the envelope. a)

Cover No. 1 shall contain: i)

Unconditional acceptance of AAI’s tender conditions in its entirety as per enclosed format.

ii)

A Bank Draft from Nationalized bank for Rs. 17648/-in favour of Airports Authority of India Payable at RAJKOT towards EMD (Earnest Money Deposit).

b)

Cover No. 2 shall contain: Tender documents issued by AAI in original, duly signed and stamped on each page by the tenderer along with Price-bid

Note: Cover No. 2 shall contain only the above documents. Corrections or over writing, if any, must be signed and stamped by the tenderer. .

11.

EMD of all bidders (other than lowest) will be refunded within a week of establishing L1. The EMD of tenderers, who withdraw, change or alter or vary the tender during the period of validity, would be forfeited.

12.. The EMD of the successful tenderer will also be liable to forfeiture if he does not fulfill any of the following conditions:i) a.

Furnishing of Security Deposit / FDR in favor of AAI for an amount equivalent to 10% of the total value of the contract amount within 10 days of the receipt of the letter awarding the contract.

The Security deposit will be refundable within 30 days of the satisfactory completion of contract.

ii)

Execution of the agreement within 10 days of the receipt of the letter awarding the contract.

iii)

Undertaking the work within 15 days of the receipt of the letter awarding the contract.

13.

The EMD of the successful tenderer will be refunded / adjusted after completion of the above mentioned conditions.

14.

Canvassing in connection with tenders is strictly prohibited and the tenders submitted by tenderers who resort to canvassing will be liable to be rejected.

15.

At the stipulated time of opening, Cover no. 1 shall be opened first. The offers from those tenderers who are unable to unconditionally accept AAI’s tender conditions or who fail to deposit the required EMD will be rejected and Cover No. 2 containing tender documents shall not be opened.

16.

Once the tenderer has given unconditional acceptance to AAI’s tender condition in its entirety, they are not permitted to put any remarks / conditions (except unconditional rebate on quoted rates), if any in / along with tender enclosed in Cover no. 2.

17.

In case the conditions mentioned above is found violated after opening the Cover No. 2, the tender shall be summarily rejected. AAI shall without prejudice to any other remedy, be at liberty to forfeit the full said earnest money absolutely.

18.

Tenders received after due date and time will not be entertained under any circumstances.

19.

The acceptance of the tenders will rest with the competent authority which does not bind itself to accept any tender and reserves to itself the right to reject any or all of the tenders without assigning any reason.

20.

If any information furnished by the applicant is found incorrect at a later stage, he shall be liable to be debarred from tendering / taking up of work in AAI. The department reserves the right to verify the particulars furnished by the applicant independently.

21.

Purchase Preference to Central Public Sector Undertaking shall be applicable as per the directives of Govt. of India prevalent on the date of acceptance.

22.

This notice shall form part of the contract document. The successful tenderer or contractor on acceptance of his tender by accepting authority shall within 15 days from the date of acceptance, sign the contract agreement consisting of Notice Inviting of Tenders, General Conditions of the contract and Special Conditions of the contract as issued at the time of invitation of tender and acceptance thereof together with any correspondence thereto.

The contract agreement shall be executed on a non-judicial stamp paper of Rs100/- and the cost of the same shall be borne by the contractor.

24.

That the Contractor shall get his own License under Contract Labor (Regulation and Abolition) Act, it shall be binding to the Contractor to get the same renewed from time to time and shall maintain all the records as per the act.

25.

That the Contractor shall be responsible to enroll his employees, deduct, add and deposit in the relevant accounts the contributions as required under the Employees State Insurance Act, 1952 and the Employees Provident Funds and Miscellaneous Provisions Act 1952 and any other enactment's covered under the various applicable labor laws as well as maintain all books of records for the staff and employees deputed by it for this contract such as required under any laws applicable. The Contractor shall also furnish a copy of such statements as documentary proof to AAI.

26.

That if the Contractor is not covered under the Employees State Insurance Act, 1952, then it shall be the duty of the Contractor to take appropriate insurance cover under the Workmen Compensation Act and take Group Personal Accident Policy for all the employees deputed for the said arrangement.

27.

The Contractor has to issue to the employee's Identity card with their photos and shall also maintain relevant register.

28.

That the Contractor shall give leave/holidays to his workforce as per the provisions of labor laws applicable.

29.

There would be complete supervision and control of the Contractor over its personnel, if any accident or injury occurs to any of the personnel of the Contractor while performing the duty or otherwise then complete liability regarding the same would be on the Contractor.

30.

Damage to the equipment’s of AAI due to the negligence of the contractor's workers shall be repaired at the contractors cost and shall be recovered from the dues payable.

31.

The contractor shall be responsible for settling any claim / compensation against all damages and accidents caused due to negligence on the part of his employees and keep AAI indemnified from any compensation / liability.

32.

The Contractor shall strictly adhere to all legal and statutory requirements and shall not make any effort to circumvent or avoid any statutory provisions of any

applicable law and

maintain all such necessary records as necessitated under such enactments’. 33.

The tender for works shall remain open for acceptance for a period of Ninety Days from the date of opening of tenders. If any tenderer withdraws his tender before the said period or makes any modifications in the terms and conditions of the Tender which are not acceptable

Civil Aerodrome, Rajkot 2014 to the Department, then Airports Authority of India shall without prejudice to any other right or remedy, be at liberty to forfeit the full said earnest money absolutely. 34.

The reason for rejecting a tender or non-issuing of tender document to the prospective bidder shall be disclosed on enquiry of the bidder.
