1. GENERAL Commands, branches and sections of The Royal Canadian Legion are invited to assemble their delegates in Edmonton, Alberta for the 45th Dominion Convention. This Convention Call is issued under the direction of the Dominion Executive Council in accordance with Section 901 of The General By-Laws.

2. PROGRAM A detailed program is enclosed, however, the following is provided as a summary of activities: Registration

Commences Saturday, 14 June 2014 at the Shaw Conference Centre and concludes Monday, 16 June 2014

Four sessions are scheduled for Saturday afternoon, 14 June 2014, at the Shaw Conference Centre

Opening Ceremony

Sunday, 15 June 2014 at the Shaw Conference Centre

Business Sessions

Commence at 8:30 am on Monday, 16 June 2014, Shaw Conference Centre and conclude Wednesday, 18 June 2014

3. DELEGATES a. Branches: To determine your branch

representation: • every branch is entitled to send one accredited delegate for every 100 voting members or fraction thereof, which includes ordinary, life, associate and affiliate-voting members (Subsection 903.a). • branch representation is based on the number of paid-up voting members at the end of the preceding calendar year (Subsection 903.b). However, every delegate to a Dominion Convention must be paid up to the end of the current year (Section 905). Delegates, therefore, must be members in good standing and paid up to 31 December 2014. • branches formed on or after 1 January 2014 are entitled to send one delegate to the convention; the delegate must have their dues paid up to 31 December 2014 (Subsection 903.c).

It is vital to the successful organization of the convention that branches pay particular attention to the above constitutional requirements. b. Dominion Executive Council: Voting

members of the Dominion Executive Council who are not accredited branch delegates shall be accredited delegates to the convention (Subsection 907.a), however, they may only carry proxies if they are an accredited branch delegate as defined in Section 911 of The General By-Laws. c. Past Dominion Presidents: All Past Dominion Presidents who are not accredited branch delegates shall be accredited delegates to Convention (Subsection 907.b), however, they may only carry proxies if they are an accredited branch delegate as defined in Section 911 of The General By-Laws.

4. DELEGATE ACCREDITATION: CREDENTIAL CERTIFICATE

To become an accredited delegate, branches are to complete the enclosed Credential Certificate and forward to your Provincial Command office. Additional copies may be obtained from your command office. It is important that the Credential Certificate be completed properly. The Convention Credentials Committee must ensure that individuals registering as delegates are properly accredited; if incorrect or incomplete information is received, the member’s accreditation could be jeopardized. Provincial Commands will provide delegate lists to the Convention Credentials Committee prior to the opening of registration. Important: It is extremely important that only delegates accredited by their branch be permitted to take an active part in deciding matters of policy at a Dominion Convention. The Convention Credentials Committee does not wish to turn away any properly accredited delegate; neither does the committee wish to permit unauthorized persons to vote on matters of Legion policy.

5. VOTING AND PROXIES Only accredited delegates may vote at convention (Section 914). Each delegate will have one vote; when an election ballot vote is required, however, proxies may be used. • any delegate, accredited by the branch of which he is a member, may carry, in addition to his own credentials, up to four proxy credentials. These proxies may be from any branch or branches within his own Provincial Command (Section 911). • proxies must be registered at the opening of the convention and may only be used when an election ballot vote is required (Section 912). • Every proxy, to be valid, shall include a credential certificate naming the delegate entitled to register such proxy (Section 913). A branch that wishes to be represented by proxy must complete a Credential Certificate in order that the delegate designated as the holder of the proxy can make use of the vote(s) at their disposal. Strict attention to this requirement will prevent delay and possible disappointment when credentials are being examined by the Convention Credentials Committee. Important: In order for a delegate to carry proxies, the person must be an accredited delegate of their own branch.

REGISTRATION PROCESS

Delegates and observers will register at the Shaw Conference Centre. Upon payment of the registration fee, delegates and observers will be provided with a delegate kit and meeting book; they will then be directed to their respective Provincial Command desk where they will be issued a nametag and ballot book(s) as applicable.

The fees, payable in cash only at the time of registration in Edmonton, are: • Delegate: $50 • Observer: $15

RESOLUTIONS

Resolutions to be dealt with at convention: • shall be submitted from a branch through the respective Provincial Command (Subsection 919.a). • may be submitted by a branch or branches, command or standing committee of Dominion Command (Subsection 919.b). • must be received at Dominion Command at least 112 days prior to the opening of the convention (Subsection 919.c). Deadline for receipt of resolutions at Dominion Command: 23 February 2014. Late resolutions: Resolutions received after 23 February 2014 will be considered as Late Resolutions. Late resolutions will be referred to the Dominion Executive Council meeting prior to the Dominion Convention. Only those resolutions considered urgent will be presented to the convention for consideration; resolutions deemed not to be urgent will be returned to the respective Provincial Command following the Dominion Convention. Important: Branches are to ensure that all resolutions are submitted prior to the deadline established by their respective Provincial Command. Allowance must be made for the length of time mail takes in transit.

9. TRAVEL ARRANGEMENTS AND HOTEL ACCOMMODATION

Dominion Command is working with Carlson Wagonlit Travel (CWT), one of the Legion’s Member Benefit Partners, to help make travel and hotel arrangements for all Legion delegates attending convention. Delegates can opt to make their own arrangements, however, those booking through CWT can anticipate savings compared with making individual arrangements themselves. Delegates can call toll free 1-800-231-2595 to speak with a CWT travel counsellor or visit http://bookings.cwtgroups.ca/ legionconvention2014/ for on-line arrangements. Detailed information on air travel, airport transfers, hotel accommodation and post-convention tours is included with this Convention Call.

The deadline date for making your hotel reservation is 25 April 2014. It is strongly recommended that delegates make their arrangements as early as possible as reservations after this date are subject to availability. Delegates and observers not requiring accommodation must inform their Provincial Command of their attendance in order that their names can be included on the master attendance list which will be distributed to command registration desks. This requirement also applies to those persons traveling by motor home.

10. SHAW CONFERENCE CENTRE The convention will be held at the Shaw Conference Centre, 9797 Jasper Avenue, Edmonton, AB. Located in the heart of downtown Edmonton, the Shaw Conference Centre overlooks the North Saskatchewan River Valley, the largest stretch of urban parkland in North America. The centre is a first-class, multi-level facility that has hosted a variety of conventions, meetings, trade shows, and music and entertainment performances. It is situated 0.5 km from the Edmonton Cenotaph at City Hall Plaza, the site of the wreath laying ceremony. a. Shaw Conference Centre (ground level):

Delegates can enter the facility through the main entrance off Jasper Avenue. b. Assembly Level (two levels down): Located on this level are Registration, Exhibits, Supply sales, Opening Ceremony, Business Sessions and the Installation and Closing Ceremonies. Access to this level is by elevator or escalator. c. Meeting Room Level (three levels down): Dominion Command and the LAC will maintain offices on this level; rooms for all Provincial Command caucuses are also located here. Access to this level is by elevator or escalator.

FAIRMONT HOTEL MACDONALD

The Command hotel for the Dominion Convention is: Fairmont Hotel Macdonald 10065-100 Street Edmonton, AB T6J 0N6 780-424-5181 This property, a four-minute walk from the Shaw Conference Centre, is situated high on the bank overlooking the North Saskatchewan River Valley.

EDMONTON INTERNATIONAL AIRPORT

The Edmonton International Airport is located 30 km south of downtown Edmonton and takes 30 minutes to drive by car. Carlson Wagonlit Travel can arrange airport transfers to downtown Edmonton and return for those delegates making arrangements through one of their travel counsellors. Other transportation options to Edmonton city centre include: • Taxi: $55 • Limousine: $66 • Edmonton Skyshuttle: $18 per person one way or $30 round trip. Travel time to downtown is one hour to one hour and 20 minutes, depending on the number of passengers.
