". It is a reminder that as Spring approaches,

we should make plans for the year ahead with the hope of a bountiful harvest.

Besides planning for estate upgrading, we also have plans for community development within the Bishan-Toa Payoh GRC. I'm excited to share with you some of these plans.

In April this year, with the support of Central CDC, we will pilot an 8-month long project to help students who are academically-weak to improve their thinking and study skills.

Over the June school holidays, we plan to organise volunteering opportunities for the recipients of CCC* Bursaries. We hope to nurture in bursary recipients the idea that they are not just passive beneficiaries, but valued members of the community who can also make a difference. We are fortunate to have the support of our ComCare Local Network of Voluntary Welfare Organisations in this initiative.

We are also planning a Family Carnival towards the end of the year, in conjunction with the CCC Bursaries Award ceremonies. We hope it will be an occasion for all the families staying in Bishan-Toa Payoh to come together to celebrate the joy of having one another, and of the children making steady progress in their studies.

All of these plans have been made possible only because our grassroots leaders worked hard last year to raise funds for the GRC Education Fund (you can read about this fund-raising effort on pages 6&7). We are also fortunate to have the strong support of donors who share our belief that enhancing education opportunities is essential to community development.

It will be a busy year ahead, and hopefully a bountiful one too!

Cyclical Works & New Facilities Coming your way HDB residential blocks are scheduled for cyclical works to keep them in good condition, and for the services to function efficently and problem free. The Town Council is responsible for the maintainence of some blocks in the GRC. Thus, detailed planning is essential to ensure works carried out smoothly and with minimal disruption and inconvenience to residents. Due to nature of works involved, we are mindful of your safety and will do our best to barricade the affected areas, and keep you updated. Do not panic, this was only a fire drill conducted by the Town Council, SCDF and NEA on 31 January 2008. Mr Hri Kumar Nair, who was the guest of honour, activated the alarm to start the exercise. This exercise serves as a precautionary measure as well as a practice to the stallholders and members

$100,000 help for needy students ents

100 students in Toa Payoh East can rest easy knowing that the bursaries they received from an educational fund will help them with their schooling through the year. The Toa Payoh East Citizens Consultative Committee (CCC) awarded bursaries to 100 recipients – as part of its educational fund last December.

According to Mr Lim Cheong Ling(right),52, Assistant Secretary of the CCC, the idea to start the fund was mooted by Mrs Josephine Teo, Member of Parliament for BishanToa Payoh GRC, last year. “Mrs Teo saw the need for financial assistance for needy families and encouraged us to create a fund to help them,”said the 21year stalwart of the Toa Payoh East CCC. The CCC initiated the fund-raising efforts last year and has managed to collect about $100,000 through individual and corporate donations, and a golf tournament. Seu Teck Sean Tong temple was the biggest single donor, contributing $50,000. Other donors include Mr Bobby Lim, Mr K K Yap, Mr Peter Ngo, Seventh-Day Adventist Chinese Church and Old Chang Kee. Out of 128 applicants, 100 qualified for the bursary. Primary One to Three students get $150 each, Primary Four to Six students, $200, and Secondary students $250, Pre-U and JC students $300 . “Though one of the criteria is that students must have a pass in English, the committee decided to award to some of those who did not do well enough. We understand the needs of these families and are trying our best to help as many as we can,” said Mr Lim. “We will continue to raise funds to top up this educational fund for hardship cases so that we can help needy students every year,” he added.

Their daughter, Adiliaraihana Binte Ramlee, who is 11 this year, is one of the recipients of the Toa Payoh East CCC educational fund. The Primary Five student is the second of four children. The Balestier Primary School girl is delighted with her award, according to her mother Mdm Raziah. “I was relieved that Adiliaraihana received the bursary because this would help to pay for her education,” she said. “We will be using the bursary for her school books and other expenses.”

As Adiliaraihana loves reading and drawing, her father would buy her a book or art supplies every month to feed her habits. Mdm Raziah describes her daughter as an above average student whose favourite subject is science.

Back to Nature Residents at Bishan will soon be able to enjoy getting close to water when the huge concrete canal at Bishan Park is transformed into a river with landscaped banks. PUB, the national water agency, will bring the Active, Beautiful, Clean Waters programme right into the heart of Bishan. Water-loving residents can look forward to water playgrounds which will allow fun and close interaction with water.

Chest Ch hes i est P Pain There are many causes of chest pain, from muscle strain during exercise, to life threatening heart attack. The discomfort ranges from a feeling of mild pressure, to a severe crushing, burning, or stabbing pain. If the pain is not due to a minor injury, it should be given prompt medical attention, as it may be caused by a serious disorder. Symptoms 1) ANGINA

Chest pain resulting from a lack of oxygen in the blood flow to the heart muscle:

• Burning pain that starts in the upper abdomen, moves up to the centre of the chest, and reaches the throat when severe. The pain may travel up and down, worse on lying down, improving upon sitting up.

• Strained chest muscle: pain where the muscle was pulled. It is aggravated by movement or deep breathing. The injury is likely caused by a sudden jerk or twist.

• Mild to severe gripping pain over the chest. The pain occurs particularly during physical activities or strong emotion. The pain may spread to the entire chest then to the throat, jaws, back, shoulder blades , or radiate down the left arm. It goes away with rest. • Breathing difficulty. • Nausea. • Sweat.

2) HEART ATTACK Blockage of the blood flow into part of the heart muscle, resulting in tissue damage: • More severe pain in angina, lasts longer than 30 minutes and does not relieve with rest. • Shortness of breath. • Restlessness. • Cold Sweat. • Nausea and vomiting. • Loss of consciousness.

• Bitter (acidic) taste in the mouth due to the regurgitation of the gastric juices.

• Fractured (broken) rib, bruise: pain in an area of the chest that is injured by a blow or fall. The pain of a broken rib is severe and is aggravated by movements.

4) CHEST INFECTION (PNEUMONIA)

• Swelling with pain when touching the infected area.

• Pain felt on the side of the affected lung, made worse by breathing in deeply.

What you can do

• Shortness of breath. • F e v e r, c h i l l s a n d s w e a t i n g . • Cough producing phlegm that is yellow-green in colour and blood stained at times.

5) SHINGLES (VIRAL NERVE INFECTION) • Mild to severe pain along a defined strip of blisters, on the left or right of the chest.

• Call an ambulance or go to the nearest hospital’s A&E if you have chest pain that fits the description of a heart attack or worsening angina. • Consult a doctor:
