In 1995 Waialae School became the first charter school in the State of Hawaii. As a charter school, Waialae is authorized to implement alternative administrative and education policies and goals.

Waialae Elementary PCS

School Description Waialae School, is in the Kaimuki section of East Honolulu. The surrounding quiet, residential neighborhood is composed mainly of single family residences with no apartments or low income housing. Families in this community come from the lower-middle to middle income households.

The enrollment over the past years has declined slightly with 439 students enrolled in Grades K-5 during the 2005-06 school year. Approximately 52% of Wai‘alae's enrollment consists of students from outside the school’s geographic boundaries. Waialae students of Japanese ancestry make up about 33.7% of the student enrollment, 17.3% Caucasian, 9.5% Hawaiian and part-Hawaiian, 5.5% Filipino, and 1.7 African American, 3.3% Korean, 8.3% Chinese and 20.7% others. During the SY 05-06, approximately 3.8% of the students qualified for special education services, and 14.4% for English as a second language services. There have been no significant problems with student conduct and Wai‘alae's daily attendance rate (96.3%) remains above the state standard. The average class size for Kindergarten is 18:1 and 20:1 for Grades 1-5. Waialae School provides parents with many opportunities to be actively involved in their child’s school life. In addition, a wide assortment of on campus after school programs is available to students to enrich their learning opportunities. Wai’alae School values openness and the sharing of information, parent/family and community involvement, and collaboration among all members of the Wai’alae community. We seek ways to be at the forefront of innovation in teaching and education.

School Improvement Summary of Progress Wai’alae School continues to maintain its focus on student achievement, student outcomes and Wai’alae’s vision. Goals for SY2005-2006 1. Integration and alignment of K–5 curricula across the content areas with an emphasis on social studies, environmental studies, and mathematics. 2. Implementation of school wide mathematics curriculum including professional development opportunities for faculty. 3. Improve student literacy. 4. Complete WASC self-study and development of School Improvement Plan (SIP). 5. Continue building consistent school wide behavior expectations. 6. Improve A+ after school program. 7. Improve health and wellness education. Progress toward goals: 1. Progress on school wide integration and alignment of K – 5 curriculum including outline of grade level focus, content scaffolding between grades, and integration of science and social studies thematic units has begun. Curriculum cadres are focusing on development of integrated science and social studies thematic units for all grades. 2. Math Learning Center programs Bridges in Mathematics, Opening Eyes, and Visual Math were implemented in appropriate grades. Professional development training occurred throughout the school year. Math trainers visited classrooms, demonstrated lessons, and assessed implementation of programs. Professional development will continue in SY06-07 and include parent education component. 3. School wide reading assessment data used to inform instruction for emerging readers; reading comprehension and reading fluency for more advanced readers. Development and implementation of “Reading Plus” program was targeted for second grade students who were not reading at grade level. Data indicates good progress for these students. 4. WASC self-study, School Improvement Plan, and visit by WASC team completed in April 2006. 5. School focused on clarifying procedures and processes. 6. Beginning SY05-06, Wai’alae School took over A+ Plus after school program. More structured play, staff development, and planned activities were implemented. Parents surveyed indicated satisfaction with changes. 7. Wai’alae School in collaboration with the Kokua Foundation will begin a 2 year pilot of the AINA (Actively Integrating Nutrition and Agriculture) In Schools program beginning SY2006-07. Program targets nutrition education in the classrooms, healthy school lunches, agricultural literacy, garden-based learning, solid waste management, and family and community outreach.
