EFCA & FEPAC MADRID 2003 General Assembly Meeting and Conference Asamblea General y Conferencia Welcome to EFCA & FEPAC MADRID 2003 The level of prosperity achieved by the Western World during the 20th century has fur ther widened the gap with other regions of our planet. With this in mind, the industrialised world is looking for ways to improve the quality of life in a sustainable manner without putting at risk the well-being of future generations and with the intention to expanding it to the rest of the world. The global and economically unequal world is facing two big unresolved challenges that become increasingly relevant in the light of the planet’s limited resources. How to address the growing social need for mobility, and how to secure that future energy sources be sustainable? The Spanish Association of Engineering Consultants would like to contribute to this discussion by organising a conference on “Transportation, Energy and Sustainable Development” on the occasion of the 2003 Annual Assemblies of EFCA and FEPAC in Madrid. For the first time European and American engineering consultants will gather to debate the role that they must play in extending the benefits of globalisation and sustainable development to the citizens of developing countries.This will also prove important for the future of our profession. The aid from developed countries and from institutions like the World Bank, the Regional Development Banks or the European Union through their various programmes needs to increase significantly and effectively.

EFCA is the European Federation of Engineering Consultancy Associations.

The effectiveness of these programmes will greatly depend on the deep involvement of consulting engineering companies. One of obstacles for the development of emerging economies is the low level of technical and economic management skills within their public and private institutions. Therefore, consulting engineers are the bestsuited professionals to manage aid programmes as they bring solutions with high added value, including financial control.The input of technology, experience and resources is designed to strengthen local capabilities. The establishment of local consulting engineering companies tied in with companies from industrialised countries is, undoubtedly, the most effective way to build the necessary capacity for implementing projects financed by Multilateral Financial Institutions. Consultancy is therefore essential for developing countries and of strategic importance for the developed world. The presence of both the EFCA and FEPAC Assemblies represents a unique opportunity to boost and discuss how to demonstrate the pivotal role engineering consultants play in proposing alternatives for the future balance of the planet. In Madrid we shall have the occasion to analyse the current situation and share views with senior officials from the European Commission, America and the Spanish Government, energy producing companies and transpor t providers, international financing institutions and consulting engineers, and other stakeholders who can contribute to sustainable development in accordance with the requirements of an increasingly globalised world. EFCA & FEPAC MADRID 2003 General Assembly Meeting and Conference Asamblea General y Conferencia Bienvenidos a EFCA y FEPAC MADRID 2003 El muy alto nivel de bienestar alcanzado por Occidente durante el siglo XX ha incrementado el profundo desequilibrio con otras zonas de nuestro planeta. Los países desarrollados estamos inmersos en un gran debate sobre el futuro de la humanidad: ¿cómo mejorar la calidad de vida de forma sostenible?, o sea, sin comprometer el bienestar de las futuras generaciones, y además ¿cómo extenderla al resto del mundo? Así, en un entorno marcado por globalización y desequilibrio de las economías nos enfrentamos a dos grandes retos sin resolver, que cobran si cabe mayor transcendencia, en la medida en que los recursos del planeta son limitados: de un lado, la creciente necesidad de movilidad de la sociedad, de otro lado, establecer futuras fuentes de energía y hacerlas compatibles con el desarrollo sostenible.

en los próximos años. Conviene aquí recordar que la utilización intensiva de las empresas consultoras de ingeniería es el vehículo más idóneo para lograr ese objetivo de eficacia. Porque uno de los principales frenos para el desarrollo de las economías emergentes es la existencia de un escaso nivel de capacitación técnica y de gestión económica en sus estructuras organizativas y funcionales públicas y privadas. Esta realidad hace que los ingenieros consultores sean precisamente los profesionales más adecuados para la gestión de los programas de ayuda, estando en una posición idónea para proporcionar transparencia y control económico, a la vez que soluciones de alto valor añadido que aporten tecnología, experiencia y recursos para el fortalecimiento de las capacidades locales. La creación de empresas consultoras de ingeniería locales vinculadas a las empresas de los países desarrollados y su utilización por las instituciones financieras multilaterales, es sin duda la forma más eficaz de conseguir el “capacity building” que rompa el circulo vicioso del subdesarrollo. La utilización de la consultoría resulta pues esencial para los países en vías de desarrollo y de impor tancia estratégica para el mundo desarrollado.

Para ello, la Asociación Española de Ingeniería organiza la conferencia Transporte, Energía y Desarrollo Sostenible, con motivo de la celebración simultánea de las Asambleas Anuales 2003 de EFCA y FEPAC en Madrid, donde por primera vez se van a reunir los representantes de Europa y América para exponer, escuchar y debatir de forma conjunta el papel que los consultores debemos jugar en un tema de máxima importancia, no sólo para el futuro de nuestra profesión, sino también, y en mayor medida, para lograr que los beneficios de la globalización y del desarrollo sostenible lleguen a los ciudadanos de los países menos desarrollados.

La celebración conjunta de las Asambleas de EFCA y FEPAC supone por lo tanto una oportunidad única para impulsar y debatir nuevos mecanismos más eficaces que ayuden a asumir el papel de motores de la propuesta de alternativas para el futuro equilibrio del planeta.

La ayuda de los países desarrollados y de instituciones como el Banco Mundial, los Bancos Regionales de Desarrollo o la Unión Europea a través de sus distintos programas tiene que aumentar fuerte y eficazmente

EFCA & FEPAC MADRID 2003 General Assembly Meeting and Conference Asamblea General y Conferencia About Spain and Madrid SPAIN Known for its history, art, flamenco dancing, beaches and by its many hours of sun every year, Spain is, nevertheless, much more. It has been since some thousand years one of Europe’s cultural centres and for more than 500 years one of the world’s history protagonists. The very well known saying “Spain is Different” is in fact true, and especially within the country itself. Spain is full of contrasts. Any city, even the most remote enclaves host monuments that are of extraordinary value, either because of their antiquity or their artistic significance, without mentioning the cultural diversity of its regions or the beauty of its impressive natural landscapes. All this, in conjunction with the warm welcome spirit of the Spanish people, make that every year almost 60 million people visit this country.

Sobre España y Madrid ESPAÑA Conocida por su historia, arte, flamenco, playas y tantas horas de sol al año, España es, sin embargo, mucho más. Ha sido desde hace milenios uno de los centros culturales de Europa, y desde hace más de 500 años uno de los países protagonistas de la historia del mundo. Spain is Different reza el conocido tópico, y en efecto lo es, y sobre todo dentro de sí misma. España es un país lleno de contrastes. Cualquiera de sus ciudades, e incluso los más perdidos enclaves albergan monumentos de extraordinario valor, por su antigüedad o por su riqueza artística, sin mencionar la diversidad cultural de sus regiones o la belleza de sus impresionantes parajes naturales. However, Spain really stands out for the development and economic growth achieved in recent years. Today, together with Ireland, Spain is the fastest growing economy in Europe, and this is particularly true in the engineering, equipment and infrastructure sectors. The quality, cost and execution speed of new high-speed railway lines or the metro systems recently built in Spain, are unprecedented in the world. In 2003, 500 new km of the high-speed railway connecting Madrid, Zaragoza and Lérida will enter into service, followed immediately by the line completion to Barcelona. In the years to come, this process will be continued until a high-speed railway network covers the entire Iberian Peninsula.

Pero por si algo destaca España es por el nivel de desarrollo y crecimiento económico alcanzado en los últimos años. Junto con Irlanda, España es el país que más está creciendo en Europa, y ello es particularmente cierto en el sector de la ingeniería, los equipamientos y las infraestructuras. La calidad, coste y plazo de ejecución de nuevas líneas ferroviarias de alta velocidad que amplían la línea de1992 existente, o los metropolitanos construidos recientemente en España, no tienen parangón en el mundo. En 2003 entran en servicio cerca de 500 nuevos km de alta velocidad que conectan Madrid, Zaragoza y Lérida; inmediatamente después lo será Barcelona, y en sucesivos años esta cifra se va a multiplicar hasta vertebrar la península ibérica en su totalidad con una red de alta velocidad.

MADRID Madrid is much more than the capital of Spain. Madrid is Spain’s decision-making heart, the place where the different institutions of the national government are located, and where the main economic and business agents operate. It is also the geographic centre of the Iberian Peninsula, and the start point of all national infrastructures communicating with abroad.

City in continuous development and quality of life improvement, Madrid benefits from great infrastructure (such as the M-30, M-40, M-45 and M-50 Ring roads, the Exhibition Centre or the expansion of the Regional Railways and Metro networks). But it is, before all, the Spanish cultural city. The variety of buildings and historic monuments reflects its hundreds-year-old existence, fusion of peoples, cosmopolite nature, and welcoming and integrating character. Its parks and gardens, its museums and theatres, its exhibitions and trade shows, its hotels, its gastronomic culture, its people, the “tapas” bars and its nightlife, everything builds the beat of a city that has played a protagonist role for more than 500 years.

Tour to Córdoba Registration and departure time: Castellana Inter-Continental Hotel. 09:00 hours. In hardly one hour and a half from Madrid by High Speed Train, Córdoba presents itself to today’s visitors as impressive and surprising it has been for 1000 years. After a guided visit around the main sites of the city, including its famous Moshe, the Mayoress of Córdoba will receive the visitors. Lunch will take place inone of the most typical restaurants of the local gastronomy.
