The exhaust is to be directed vertically upwards. There shall be adequate protection of the exhaust pipe from damage as well as prevent accidental burning of forklift operator.

The engine oil shall be of high-grade type (Caltex Delo 400 Multigrade 15W/40 is preferred).

A tray (with a height of ≥130 mm) shall be installed behind the driver.

2.18

Contractor shall supply and maintain one (1) 1.5kg dry powder fire extinguisher plus bracket for each forklift. The bracket design shall be of rugged design to be approved by SAS.

2.19

Forklifts should come with fully functional seat belts.

3. MAINTENANCE

3.1

Preventive Maintenance (PM): 3.1.1 The Contractor is required to provide monthly maintenance service of the forklifts (according to OEM’s recommendation) and carry out repairs on forklifts that broke down. A forklift repair workshop space of about 106 sqm shall be provided by SAS at Express Courier Centre 2 (ECC2). 3.1.2 Forklifts shall be washed and painted during monthly PM.

3.2

Maintenance and repair services team: 3.2.1 There shall be at least 2 mechanics or trained technicians stationed at the forklift repair workshop to provide maintenance services. The mechanics or trained technicians shall possess valid Airfield Driving Permit (ADP), forklift and state Class 3 driving licenses. 3.2.2 The forklift repair workshop shall operate from 0830hrs-1730hrs, Monday to Sunday (including Public Holidays). 3.2.3 The maintenance and repair services team should be equipped with at least 1 work mobile phone / walkie talkie for ease of contact with SAS Technical Support section.

3.3

Breakage (Accident/Damaged): 3.3.1 In the event of any accident and/or damaged attributable to SAS, the maximum excess amount payable by SAS is S$400 per single accident. 3.3.2 The Contractor shall provide float forklifts equivalent to 8% of the fleet in operation.

3.4

Other Requirements: 3.4.1 The Contractor is to provide a price list of the spare parts that would be used in the course of maintaining the forklifts. Common parts (eg tyres, fork prongs, etc.) should be purchased in bulk quantities. 3.4.2 Apart from the normal consumable spares (eg bulbs, lens covers, brakes, seals, etc), the Contractor shall maintain the following spares at all times at the forklift repair workshop (refer to 3.1.1): a. Tyres – 2 sets (front); 4 sets (rear) b. Axle – 1 set (after 6 months from contract commencement date) 3.4.3 SAS reserves the right to purchase its own spares for the maintenance of the forklifts. 3.4.4 All tools and consumable items (eg grease, minor lubricants, contact cleaners, top up oil, paint, bolts, nuts screws, etc.) should be included in the tender price. (See Annex B for a list of consumable items.)

4. OTHERS

4.1

4.2

Forklifts are to be painted in SATS Corporate colours before delivery. Approval must be obtained from SAS prior to painting. The Contractor shall be responsible: 4.2.1 To prepare the forklifts for Inspection Tests required by all authorities (eg LTA, CAG, etc). 4.2.2 To ensure that the forklifts conform with any and all laws, statutory orders, regulations and standards applicable, and apply for all necessary licenses or permits required. All licenses/permits/certificates shall be submitted to SAS within one month from inspection date. The Contractor is to provide a masterlist for all the important inspection dates (even for fire extinguishers).

4.3

Stamp duties and all incidental expenses in connection with the preparation and execution of the lease agreement shall be borne and paid by the Contractor.

4.4

The Contractor shall maintain a repair history record of each forklift, which shall be made available to SAS upon request.

4.5

Upon termination of hire, whether by expiration or otherwise, the Contractor shall, at its own expenses, collect the forklifts from SAS, on an “as-is” basis. SAS shall not be responsible or liable to restore the forklifts into its original condition prior to return to the Contractor.

1.1

The Contractor is to provide SAS with a web-based Fleet Management Software. 1.1.1 2 sets of computers are to be provided for ease of access to the Fleet Management Software. 1.1.2 The Fleet Management Software should allow ease of access to the following information: a. All valid licenses, permits and certificates of the forklifts (and fire extinguishers) required by Authorities b. Monthly maintenance and Authorities’ inspection schedule c. Breakdown records & repair costs of the forklifts d. Stock level of parts (eg tyres, fork prongs, etc) 1.1.3 Ownership of the system will be transferred to SAS after 3 years.

Tap Card Access System *

2.1

The Contractor is to install on the forklifts a tap card access system. 2.1.1 The tap card access system should run on WIFI and it must be able to interface with all brands of forklifts. 2.1.2 The tap card access system will eliminate the use of a key and need to have the following functions: a. Ignition and cessation of engine b. GSE checklist for users prior to use c. Reporting of breakdowns by users (SMS to be triggered to repair team at forklift repair workshop.) d. Track moving speed of forklifts e. Detect any form of wire tempering 2.1.3 The tap card access system should have a rugged design capable of withstanding the harsh warehouse environment, and must be waterproof. 2.1.4 Information from the tap card access system should be linked to the web-based Fleet Management Software (please refer to above Option 1) for easy monitoring.

IT Requirements: a. User server has to be free from virus/spyware, with proper AV/spyware updates. b. System should be hardened and securely patched for any Operating System vulnerabilities as published by the OS provider. c. System should be able to tap onto existing WIFI infrastructure in our AFTs. d. Wireless standard: 802.11B and G Transmission speed should be around 70 bytes per second per unit. Tap card access system should be easily transferrable from one forklift to another (regardless of brand) without the need of extensive labour hours involved. Ownership of the system will be transferred to SAS after 3 years.

LIST OF CONSUMABLE PARTS/ITEMS TO BE PROVIDED FREE-OF-CHARGE

Consumable items are classified as items that are used frequently when carrying out Preventive Maintenance as recommended by the OEM. These are the following consumable items that are provided by Contractor:
