2. DISCLAIMER The objective of this Expression of Interest (EOI) is to solicit proposals from interested bidders for participation in a bid process for selection of an agency for undertaking “Training course to newly recruited Marshal Personnel (fire man) of the Fire and Emergency Services Department, Surat Municipal Corporation” at Surat. This EOI contains brief information about the assignment and provides the applicants with information to assist the formulation of their EOI application or response to EOI document ("the Application"). While all efforts have been made to ensure the accuracy of information contained in this EOI document. This document does not purport to contain all the information required by the applicants. The applicants should conduct their own independent assessment, investigations and analysis and should check the reliability, accuracy and completeness of the information at their end and obtain independent advice from relevant sources as required before submission of their EOI application. 3. Background Surat with its population reaching 4.5 million marks in 2011 has been one of the fastest growing cities in India with decal population growth of about 55% during 2001-2011. Surat Municipal Corporation (SMC) is responsible for administration of Surat city spread over 326.51 sq km area. Surat is selected as one of the top 20 smart cities under Smart City Mission of Government of India. As part of its vision under smart city and future development, there would be need of well trained team to tackles against natural and manmade disaster. It is anticipated that, Surat will turn out to be a twin city of Surat - Navsari with an expected population of 1.15 crores by 2021. The Surat Municipal Corporation having foreseen the numerous challenges due to developing world and growing city felt the need of trained personnel for urban management while city grow with high rise infrastructure, government houses hotel, industrialization , commercial market and hubs, the risk of fire explosion is the treats. As the large number of chemical industries are growing fast with toxic and poisonous gases and other environmental hazards to be protected Surat Fire Brigade came into existence in the year 1852, which were separately functioning under the control of Surat Sudhrai. In 1966, Surat Fire Brigade had only 1 fire station and 04 fire vehicle. The fire service continues to make sincere Endeavour by responding more than 4000 fire/rescue calls per annum on an average to serve the people of Surat City with the sole motto "WE SERVE TO SAVE". Surat Municipal Corporation intends to provide training course to their newly recruited Marshal (fire man) with an objective to provide excellent rescue & Fire Fighting Service in emergency situation. As a first step, SMC is now floating an Expression of Interest (EoI) for short listing of the agencies / institutes for providing training course at Surat Broad description of the objectives, scope of services, deliverable, and other requirements relating to this assignment are specified in this EoI. In case an applicant firm possesses the requisite experience and capabilities required for undertaking this assignment, it is invited to participate in the Selection Process individually (the "Sole Firm"). No Joint venture or consortium is allowed. These shortlisted firms will be invited to submit the detailed Technical and Financial Proposal to SMC based on the Request for Proposal (RFP) issued by SMC on later stage.

(A) Concept Fire and Emergency Services of the Surat Municipal Corporation is going to recruit new Marshal Personnel (Fire man). The person qualified for eligibility test as per the recruitment criteria and procedure laid down by the SMC’s Authority. As per the mandatory requirement for the SMC, Marshal have to obtained training within their probation period from the approved University / College / Government approved organization / All India Institute of Local self Government. Surat Municipal Corporation wants to outsource this training activity to experience agencies that have sufficient experience in this field. (B) Objectives 1. To develop a technically sound fire Marshal in the field of fire fighting & disaster management with knowledge of advanced equipment, rescue operation to deal in emergency situation. 2. To impart emergency responsive training to rescue and fire fighters to update their professional skills and knowledge. 3. To upgrade behavioral orientation characterized by integrity, courage & positive attitude characterized by discipline, integrity, courage and responsiveness 4. The mission of training is to elicit professional excellence in Fire personnel, equipped with knowledge, skill, and ability in the field of fire prevention, fire protection, firefighting, rescue operation and disaster management, physical fitness and mental alertness, (C) Components - Training Methodology The course will focus on both the theoretical and practical training required for effective deployment and personnel in order to deal with an fire fighting area, Disaster mitigation area, rescue and relief operation during natural and manmade disaster, industrial fire, Urban and rural area fire. Areas of training mainly covers, Fire fighting training ,First aid Training, Evacuation drill, Rescue training , Mock drill, tactical drill, Emergency exit planning and layout. (1) Drill Ground Surat Municipal Corporation will provide Training Centers have drill grounds facilities. A separate parade ground would be made available for squad drill and ceremonial drill. Various field exercise will be conducted to develop confidence & skills to face the actual scenario which the fire fighters likely to encounter during emergency. Live exercises will also conduct to evaluate the performance of Trainee Marshal

(Fireman) like PET-(Physical Efficiency Test) and PFET-(Practical Fireman ship Efficiency Test). (2) Appliance Drills Surat Municipal Corporation will provide Drills ground facilities for conducting Pump drill, Hydrant drill, Fire Tender drill, Breathing Apparatus drill, Rescue drill etc. Smoke Chamber may also be created in the drill ground for realistic fire & rescue training. Trailer pump and hydrant system will provide for wet fire fighting drills. (3) Class Room Classroom will be made available with teaching aids and provided with proper ventilation, lighting & audio visual arrangements convenient for study. (4) Faculty Training Two types of faculty: the core faculty and visiting faculty. The core faculty is experienced in the field of fire safety. The visiting faculties are generally drawn as per the requirement of the training program, from the professional experts in the field of Health, Safety, and Management (5) Laboratory Test Laboratories will have facilities for performance evaluation of Fire Equipment and fire extinguishing media. Training Area 1. Basics of Physics & Chemistry related to Fire Trade Theory Basics of Physics & Chemistry related to fire 2. Anatomy of Fire Trade Practical • Familiarization and demonstration of all types of First Aid Fire Extinguishers and their operations. 3. Extinguishing Media and Foam Making Equipment Trade Practical • Drill with all types of Fire Extinguishers. • Familiarization of foam making branch and use of FB2X, FB5X and FB10X. 4. Hose and Hose Fittings Trade Practical: Hose Drill 5. Sources of Water Supply and Hydraulics Trade Practical • Fire Service Station’s Visit & Hydrant Drill 6. Pump and Priming Trade Practical • Familiarization and demonstration of Centrifugal pump, water tender drill with open and closed water. 7. Automatic Fire Detection cum Alarm System 8. Industrial Housekeeping Trade Practical • Use of different types of PPEs’, SCBA. 12. Discipline, squad drill, salute etc (E) Outcomes On successful completion of the training, participants will be able to meet the requirements to become effective members of the rescue and Fire Fighting Services. (F) Data and existing facilities at Fire and Emergency Services At present, Surat Fire and Emergency Services have 14 fire stations across the city and 1 State Emergency Response Centre. All the fire stations are controlled and administered by different cadres officers namely, Chief Fire Officer, Deputy Chief Fire Officers, Divisional Officers, Station Officers, Sub officers, Marshal leader, Marshal, Wireless officers etc. Surat Municipal Corporation is operating State’s Emergency Response Centre to tackle disaster situation in the given regional area. Fire and Emergency Service have hi-tech equipments likes, Fire engines, Water tenders, Water tankers, Foam tenders, DCP tenders, Hydraulic platforms, Cranes, Rescue tenders, Water bousers, Ambulance, Dead body van, Rescue boats to tackle against fire, emergency and disaster situations. Total operational staff strength is about 1000 including operational staff 966, wireless department 12 and general / misc. 22 Services Offered by Fire and Emergency Department a. Fire Fighting b. Rescue & relief work during flood, earth-quake & other natural & man-made disaster c. Site inspection for issuing fire NOC d. To issue fire certificate e. To provide services of Ambulance & Dead body van to public f. Stand-by duty during religious festival and public programs g. Stand - by duty during visit of VIP & VVIP.

5. Scope of Work The objective of the assignment is to appoint an agency / institute to organize training course to newly recruited Marshal (Fire man) of the Fire and Emergency Department, Surat Municipal Corporation. The scope of this assignment will cover followings. 1. To give theoretical and practical training course required for effective deployment and personnel in order to deal with an fire fighting sector, Disaster Management sector, rescue and relief operation during natural and manmade disaster, industrial fire, Urban and rural area fire. 2. To organize Class room training program for theoretical and practical knowledge 3. To prepare module and syllabus in consultation with SMC and formulate the time table for training. 4. To ascertain theoretical and practical training hours and time frame. 5. Provide sufficient trained staff and experienced faculty members for the training course 6. All necessary logistic supports and field equipment will be provided by SMC but, training course kit, study material, refreshment, transportation for site visit will be provided and managed by agency 7. On completion of successful training, Certification will be awarded by the Agency in consultation with SMC.

6. Eligibility Criteria The invitation for bids is open for all entities, approved University / College / Government approved organization / All India Institute of Local self Government. 1.

Minimum 10 years of experience in the field of Training.

2.

Institutes / Agency having experience in conducting basic and advance fire fighting, rescue and disaster mitigation courses for State Fire Services, Disaster Management Authority, Port and Sh ipping, Oil industries, other industrial fire services.

3. Eexperience in minimum 20 numbers of assignments on training in any field which should include at least 10 training program related to fire and safety sector. 4. These assignments should have been awarded between 1st April 2006 to 31 March 2016. These assignments should be completed assignments or in case of ongoing assignments the same should be completed up to 85 % 5. The final selection will be based on experience, credential and technical and financial capability of the bidder. The qualifications and experience of the key professional available in the organization will be a basic criterion for evaluation. 6.

Applicant needs to provide details of all assignments for further assessment as per Annexure-5 & 6. Necessary documentary evidence comprising of Client certificate/ work order/ contract must also be enclosed in support.

7. Institution / Agency will submit data / details regarding Annual financial turnover (avg. of last 3 years) training services or other source of income. (Financial Year shall means, year starting 1st April to 31st March. In case applicant's financial/accounting years are different from the above, the immediate past financial/accounting years of the applicant as per their annual reports shall be applicable for assessment). For the documentary evidence of the turnover, the applicant shall submit a Chartered Accountant Certificate/ Auditor’s certificate as per attached format in Annexure 9.

7. General Conditions a.

EOI Notice

This EOI document is being issued by SMC and seeks expression of interest from respondents ("Applicant") meeting laid down eligibility criteria for organising Training Course for newly recruited Marshal (Fire man)) (hereinafter referred to as "Assignment"). The applicant shall be a Sole Bidder (Single entity) for the purpose of this EOI. No Joint Venture or Consortium of firms is allowed. b.

Pre-requisites for the applicants

1. Approved University / College / Government approved organization / All India Institute of Local self Government can submit the EOI application. 2. The Applicant should also submit a power of attorney as per the format enclosed authorizing the signatory of the EOI application. 3. The EOI application should contain the information required. d.

Blacklisting / debarred by government The intending Applicants should submit an undertaking that applicant is not currently black listed/ debarred by any Govt. Dept. / PSU/ Semi Govt. agency. The Applicant should submit self-certification to the effect. Any applicant found black listed/debarred by any Govt. Dept./ PSU/ Semi Govt. agencies shall be subject to disqualification for this EOI process.

e.

Number of EOI submission Each applicant should submit only one (1) EOI document for the Project. Any applicant who submits or participates in more than one EOI application for the Project would be disqualified.

f.

EOI application preparation cost The applicant shall bear all costs associated with the preparation and submission of the expression of interest and neither SMC will in any case be responsible and liable for sub-costs, regardless of the conduct or outcome of the EOI process.

g.

Right to accept and reject any or all the EOI Application Notwithstanding anything contained in this EOI document, SMC reserves the right to accept or reject any EOI application and the assessment process and reject all the EOI application, at any time without any liability or any obligation for such acceptance, rejection or annulment, without assigning any reason. SMC reserves the right to reject any EOI application if: 1. At any time it is found that a material misrepresentation is made by the applicant or 2. The applicant does not respond promptly and satisfactorily to the requests for supplementary information required for the assessment of the EOI application. SMC reserves the right to cross check and confirm the information/ details furnished by the applicants in the document.

8. PREPARATION AND SUBMISSION OF EOI DOCUMENTS A.

Language

All information in the EOI application must be in English, information in any other language, if not accompanied by an authenticated translation in English, shall not be considered, in the event of any Discrepancy between the offer in a language other than English and its English translation, the English translation shall prevail. B.

`Clarification on EOI documents

Any queries or request for clarification concerning this EOI document shall be submitted through email followed by a written letter duly signed by the authorized signatory at the address given below so as to reach SMC on or before the date mentioned under tender notice.

SMC shall endeavour to respond to the questions raised or clarifications sought by the applicants. However, the SMC reserves the right not to respond to any question or provide any clarification, in its sole discretion, and nothing in this clause shall be taken or read as compelling or requiring the SMC to respond to any question or to provide any clarification.

D.

The institutes / agencies may also on its own discretion, if deemed necessary, issue interpretations and clarifications to all applicants. All clarifications and interpretations issued by the company shall be deemed to be part of the EOI document. Verbal clarifications and information given by SMC or its employees or representatives shall not in any way or manner be binding on the Client. SMC will provide adequate information/ support to the assist Applicants in the formulation of their EOI application or response to EOI document.

F.

Amendment of EOI document Before the deadline for submission of EOI application, the EOI document may be modified by the Client by issue of Addendum / Corrigendum. Any Addendum / Corrigendum issued shall be part of the EOI document and it will be publicized through newspapers / official website. It would be the responsibility of the applicants to regularly check the relative website for any updates. To give prospective applicants reasonable time in which to take the Addendum / Corrigendum into account in preparing their EOI application, extension of the deadline for submission of EOI application may be given as considered necessary by the Client.

G.

Alternative EOIs by the applicants The applicants shall submit offers which comply strictly with their requirements of the EOI document. Alternatives or any modifications shall render the EOI application invalid.

H.

Submission of EOI Application 1. The applicant shall prepare original set of the Application (together with originals / copies of documents required to be submitted along therewith pursuant to this EOI document) and applicant shall also provide a soft copy on a Compact Disc (CD). In the event of any discrepancy between the original and CD, the original shall prevail. 2. Each page of the above documents including drawings / literature if any should bear the dated initials of the Applicant along with the seal of the Applicant in token of confirmation of having understood the contents. 3. All set of application will have to be submitted only in hard bound forms so as to ensure that it will not be possible to replace any page without disturbing the documents. All pages should be sequentially numbered. Each document should have an index to indicate the details of contents and their page numbers. Each page (including Annexure) should be initialled at the bottom by the authorized signatory. 4.

Applicant is required to submit Articles of Association

H. Last date of submission The EOI Application in hard copy should be submitted latest by 17:00 hours on August 19, 2016 to the below mentioned address by RPAD/Speed post through postal Authority only: 14

Items to be checked while furnishing details

A.

There shall be no additions or alterations except those to comply with the instructions issued by the client or as necessary to correct errors, if any, made by the applicants. Conditional offer/ EOI application will be rejected. Financial data should be given in Indian Rupees only. In case the financial data is in any other currency, the same should be converted in Indian rupees and certified by the auditor(s) of the firm(s).

In case the Applicant intends to give additional information for which specified space in the given format is not sufficient, it can be furnished in enclosed sheets.

J. Sealing and Marking of EOI Applications The Applicant shall seal the original together with their respective enclosures, in which shall also be marked "EOI for Training Course to Marshal (fire man) in Surat Municipal Corporation, Surat” If the envelopes are not sealed and marked as instructed above, the client assumes no responsibility for the misplacement or premature opening of the contents of the application and consequent losses, if any suffered by the Applicant. All documents issued and information given to the applicant shall be listed as confidential. K. EOI Application due date EOI application must be submitted by the applicant at the time and date as mentioned in Clause 6(F) of this document OR amended if any. The client may extend the deadline for submission of EOI application by issuing an amendment in writing/ online in accordance with Clause 6(C) in which case all rights and obligations of the client and the applicant previously subject to the original deadline will be subject to new deadline. L. Late/ Delayed EOI Application Any EOI application received after the specified date and time of receipt shall not be considered. Application received by Registered post AD/Speed post only after the time and the date specified in the tender notice and shall not be received by the Client from the postman, such applicant if received will not be opened and will be stands rejected. Post delay will not be accepted.

M. Modification/ Substitution/ Withdrawal of EOI Application The applicant will not be allowed to modify substitution or withdraw its EOI application after expiry of the deadline for receipt of the EOI application. N. Confidentiality Information relating to the examination, clarification, assessment and recommendation for the shortlisted applicants shall not be disclosed to any person who is not officially concerned with the process. O. Disqualification The applicants and their respective officers, employees, agents and advisers shall observe the highest standards of ethics. Notwithstanding anything to the country contained herein, the SMC may reject a bid without being liable in any manner whatsoever to the applicant, if it determines that the applicant has directly or indirectly or through an agent, engaged in corrupt practices, fraudulent practice, coercive practice, undesirable practice or restrictive practice in the EOI process. For the purpose of this Clause, the following terms shall have the meaning herein under respectively assigned to them: 1.

"corrupt practice" means (i) the offering, giving, receiving, or soliciting, directly or indirectly, of anything of value to influence the actions of any person connected with the bidding process (for avoidance of doubt, offering of employment, to or employing or engaging in any manner whatsoever, directly or indirectly, any official of the SMC who is or has been associated in any manner, directly or indirectly, with the bidding process at any time prior to the expiry of one year from the date such official resigns or retires or otherwise ceases to be in the service of the SMC, shall be deemed to constitute influencing the actions of a person connected with the bidding process): (ii) engaging in any manner whatsoever, whether during the bidding process or thereafter, any person in respect of any matter relating to the Project, who at any time has been or is a legal, financial or technical advisor of the SMC in relation to any matter concerning the Project;

“Fraudulent practice" means a misrepresentation or omission of facts or suppression of facts or disclosure of incomplete facts, in order to influence the process;

3.

"Coercive practice" means impairing or harming, or threatening to impair or harm, directly or indirectly, any person or property to influence any person's acts or omissions in the process; 16

4.

"undesirable practice" means (i) establishing contact with any person connected with or employed or engaged by the SMC with the objective of canvassing, lobbying or in any manner influencing or attempting to influence the process; or (ii) having a conflict of interest; and

5.

"Restrictive practice" means forming a cartel or arriving at any understanding or arrangement among applicants with the objective of restricting or manipulating a full and fair completion in the process.

In addition the following will be additional grounds for disqualification: A.

Submitted an EOI application after the response deadline

B.

Submitted an EOI application which is not accompanied by required documentations

C.

Failed to provide clarifications related thereto, when sought

D.

Submitted more than one EOI application. This will cause disqualification of all the EOI applications submitted by such applicant.

E.

If any information which would have entitled SMC to reject or disqualify the applicant becomes known after the applicant has been assessed, it reserves the right to reject the applicant at that time or at any time after such information becomes known.

P. Governing law The governing laws for the purpose of the process are the laws of India and courts of Surat shall have full jurisdiction considering any matter arising out of this EOI documents and the process. Q. Assessment The assessment of the application shall be to establish the capability of the applicant has brought out in Eligibility Criteria. For short listing process SMC will determine whether each EOI application is responsive to the requirements of the EOI document.

Responsive proposal

The EOI application shall be considered responsive if: a. It contains all the information and documents as requested in the EOI document. b. It contains information in formats specified in this EOI document as per appended Performa / forms. The SMC may not evaluate the applications received with the information in different format. In case the desired information is not submitted in the prescribed format and instead the company’s profiles, reports etc. are only annexed with the application, SMC may not extract the information from these documents in order to evaluate the application. It is, therefore, advised that all the relevant information should be furnished in the prescribed format only. c. There are to inconsistencies between the EOI application and the supporting documents. d. SMC reserves the right to reject any EOI application which is nonresponsive and no request for alteration, modification, substitution or withdrawal shall be entertained by SMC in respect of such EOI Applications. e. Meeting all the eligibility criteria as stipulated in this EOI documents. f. It is intended to make the assessment of responsive EOI Applications. Applicant has to fulfill all the eligibility criteria as establish above and also should not invite disqualifications as provide in Clause elsewhere in the documents g. On assessment of EOI applications as above, SMC shall prepare the list of responsive bidders for consideration to the next stage of assessment process, which may contains presentation / animated document to SMC authority showing the broad outline and planning of the assignment / job. Applicant shall also shows their preparedness plan and work methodology for executing the job of master plan. The applicant so selected finally will be issued Request for Proposal for the project which contains detailed scope of works, Terms of reference, Conditions of the contract, financial offer etc. h. Clarifications sought by the client: To assist in the process of assessment of EOI Application, the client may, at its sole discretion, ask any applicant for clarification on its EOI Application. The request for clarification and the response shall be in writing or by facsimile. No change in the substance of the EOI Application would be permitted by way of such clarifications. 18

i. Notifications: SMC may notify responsive applicants for making presentation to the Company as a part of assessment process. The date of presentation will be communicated in the letter to the shortlisted applicants. j. Applicant's responsibility: It is expressly clarified that before submitting the EOI Application, the Applicant must have examined carefully the contents of all the documents and any failure to comply with any of the requirement of the EOI document will be at Applicant's risk. k. Submission of the proposal by the Applicant would mean that they have. l. Made a complete and careful examination for requirements and other information set forth in this EOI document m. Made a complete and careful examination of the various aspects of the assignment and all matters that might affect the Applicant’s performance during the jobs, if awarded SMC shall not be liable for any mistake or error or neglect by the Applicant in respect of the above.

Selection Process

Institutes / Agencies satisfying the eligibility criteria specified in this Document shall be qualified for next stage. All qualified Institutes / Agencies will be invited (along with a standard “request for proposal” which includes the detailed terms of reference, formats for submission of technical and financial proposals, and standard contract documents) to submit detailed technical and financial proposals. Technical and financial proposals will be submitted in separate envelopes. Technical proposals will be opened and evaluated first. Financial proposal will be opened for only those firms who pass evaluation.
