About About the Sport Technical Manuals Published in 2014, the Sport Technical Manuals provide details about each sport competition at the TORONTO 2015 Pan American Games, as well as operational information that may be of interest to teams. Each manual includes: •

An introduction to Toronto and the Games.



Sport-specific information such as competition format and schedule, training and qualification criteria.



Operational information on accreditation, ticketing, transportation, accommodation, medical services and doping control.



Venue maps and a daily competition and training schedule for all sports.

While this information is accurate as of the date of publication, details may change. NOCs should consult their TO2015 extranet (Cosmos, https://to2015panam.sharepoint.com/sites/Extranet/NOC/SV/ SitePages/Home.aspx) for important updates. The TORONTO 2015 Pan Am/Parapan Am Games Organizing Committee (TO2015) will provide detailed Team Guides for each sport to NOCs in June 2015.

About Toronto Toronto, the largest city in Canada and the capital of the province of Ontario, celebrated its 180th anniversary in March 2014. Located on the picturesque shoreline of Lake Ontario, Toronto is Canada’s most populous region and just over an hour’s drive from the American border. •

At 112 metres (367 feet) above sea level, Toronto’s altitude offers ideal conditions for high‑performance athletes.



Toronto features warm but moderate summer temperatures with an average of fewer than five days in July with temperatures above 30°C (86°F).



Average monthly rainfall for July is only 67 millimetres. On average, one in three days will offer some precipitation, but only one day in nine has rainfall greater than 5 millimetres.



Toronto is the third largest financial centre in North America.



The Economist ranks Toronto as the fifth “most liveable” city in the world based on factors including stability, health care, culture, environment, education and infrastructure.



With a population of 2.6 million people, Toronto is Canada’s largest city and the fifth largest in North America.



Toronto’s surrounding region is home to 8.1 million people, all living within an hour’s drive of the Games area.



Approximately 20 per cent of the region’s population was born in the Caribbean, Central America, South America, the United States or Mexico.

Introduction On behalf of the TORONTO 2015 Pan Am/Parapan Am Games Organizing Committee (TO2015), I am pleased to introduce this Sport Technical Manual for the TORONTO 2015 Pan American Games. Our mission — ignite the spirit through a celebration of sport and culture — is built on the foundation of our values: joy, purpose, accountability, collaboration and results. At the heart of this is ensuring that the TORONTO 2015 Games are sport focused and athlete centred. We are dedicated to providing a first-rate field of play and delivering an outstanding experience for all athletes, coaches and officials. We are also committed to providing athletes and teams with the best possible conditions at our competition venues for them to perform at their peak, which include a combination of transformational new facilities and iconic existing locations. The training facilities will be of similarly high standard and will be conveniently located within easy reach of the Athletes’ Village and satellite accommodation locations. To assist you in your Games preparations, we have prepared this Sport Technical Manual in collaboration with your respective Continental and International Federations. This manual provides the necessary sport-specific content for the successful delivery of each sport competition as well as operational and general information that may be of interest to athletes and teams. The Games provide an opportunity to celebrate and strengthen the goals of fair play and diversity, foster lifelong friendships, promote accessibility and inclusion, and encourage all of us, on and off the field, to practice good sportsmanship. Format The athletics competition format at the TORONTO 2015 Pan Am Games will include qualification rounds, semifinals and finals, as per International Association of Athletics Federations (IAAF) regulations. Qualifying heights, distances and progressions The qualification procedure for the track events (number of rounds, number of heats in each round and the method of progression from one round to the next), qualifying standards, as well as the starting heights and the raising of the bar for the vertical jumps, will be determined by the technical delegate after the closing date for entries. Team leaders will be informed of the decision at the technical meeting. Starting heights and procedures for the raising of the bar for the finals will be announced after the qualifying rounds. Full documentation of the qualification procedures will also be available at the sport information centre and sport information desk.

Competition procedures for track and field events With the objective of developing an organized and successful event, the following rules established by the IAAF will apply as competition procedures: Written questions Any inquiries concerning the technical conduct of the athletics competition must be made in writing (in English, French or Spanish). These questions will be answered at the technical meeting. The forms on which the question(s) must be written will be available at the sport information centre in the CIBC Pan Am/Parapan Am Athletes’ Village and at the sport information desk at the CIBC Pan Am/Parapan Am Athletics Stadium. These forms must be returned to either the sport information centre or sport information desk no later than Thursday, July 16, 2015, at 20:00 (ET) (for road events) and Sunday, July 29, 2015 for Track & Field. No questions will be accepted during the technical meeting. Orientation visit for team leaders A visit to the CIBC Pan Am/Parapan Am Athletics Stadium competition venue on Monday, July 20, 2015, at 14:00 will be organized in order for team leaders to familiarize themselves with the location of the main facilities (change rooms, warm-up area, call room, etc.). More information, including transportation arrangements, will be available at the sport information centre. Athlete orientation visit Athletes will also be given the opportunity to visit the CIBC Pan Am/Parapan Am Athletics Stadium prior to competition to do some light training, but without equipment. This orientation visit is schedule for Monday, July 20, 2015, from 14:00 to 16:00 and will include a training session with the official starters. Final confirmation The competitor’s final confirmation for events must be made one day prior to the respective event by the team manager, using the forms provided at the technical meeting. These forms must be submitted to the sport information centre in the CIBC Pan Am/Parapan Am Athletes’ Village or the sport information desk at the competition venue before 09:00 (ET). Each relay team must submit a final confirmation. On the day of the event, the names of the four relay participants, in order of participation, must be submitted to the sport information desk at the competition venue no later than 60 minutes prior to the start of the event.

Special passes TO2015 will provide special passes for the following categories, as required: • technical meeting (two per country, plus interpreter) •

combined events restroom (two per athlete)



coaching zones (field events — one per athlete)



sport information centre (only for collecting items from the pigeonhole — up to a maximum of three per team, depending on team size)



road race refreshment stations

Competition bibs • TO2015 will supply a total of five bibs for each athlete taking part in the athletics competition: two for the competition vest (one name and one number), two for the tracksuit (one name and one number) and one for the bag. These numbers must not be cut, folded or obscured in any way. These same bibs are to be used by the athlete, regardless of the number of events in which they compete. •

The bibs (and safety pins) will be distributed at the sport information centre in the CIBC Pan Am/Parapan Am Athletes’ Village. Bibs not collected by Monday, July 20, 2015, at 20:00 (ET) will be taken to the sport information desk at the CIBC Pan Am/Parapan Am Athletics Stadium.



All competitors must display the name bib on their chest and number bib on their back, except in the high jump and pole vault events, where only the name bib may be worn on either the chest or the back.



For the relay events, bibs carrying the country code (e.g. CAN) will be distributed in call room 2.



Transponder timing will be used for the road events. For these events, the bib with the transponder will be distributed at the call room on the day of the event and is to be attached to the chest.



For the combined events, the athlete who is leading after each event will be given a bib with a green background to wear for the next event. These will apply to the front bib with the athlete’s name only. These bibs will be controlled by the combined events referee and will be distributed in the combined events rest area. Additionally, combined events athletes in the final heat of the 800 m and 1,500 m will be given a bib indicating their position prior to the last event.



All competitors in track events will also be given two adhesive hip numbers before entering the track, which must be fixed to both sides of their shorts or legs.

Personal belongings Athletes (including those in combined events) will only be permitted to take a backpack or similar-sized bag with them on to the field of play. Combined events athletes may bring larger bags, but they must be left in the rest area during the events. A strict inspection will be made for illegal and prohibited items that athletes may have in their possession. Cassette recorders, radios, CD/MP3 players, digital music devices (i.e. iPods), mobile phones, cameras, etc. will not be permitted. Any items that do not conform to the IAAF technical rules and regulations will be confiscated. Confiscated items may be retrieved at the sport information desk after the event.

Call room There will be two call rooms for all track and field events. The first will be adjacent to the warm-up area. Boards displaying information regarding call room times will be posted. Team leaders must remind all of their athletes when they must report to the call room and the procedures that must be followed while there. Athletes must report to the call room according to the official time schedule for their event: Pole vault: High jump: All other field events: Track events:

An official will accompany the athletes to a second call room located in the adjacent indoor facility. Water and bathrooms will be available at the second call room. Call room officials will check the following items, in accordance with IAAF Competition Rules 2014-2015 (143/144): • bib numbers •

bags (ID and contents)

For road events, there will be one call room that will do the same purpose as the stadium. This call room will be located in the warm-up area. Combined events A combined events rest area will be located underneath the grandstands. Access to the combined events rest area will be limited to athletes and up to two other accredited persons, per athlete (coach, doctor, etc.), who have a combined events rest area pass. These passes will be distributed at the sport information desk before the start of the combined events competition. Athletes who compete in the combined events are to report to the call room before the first event of each day (the reporting times above will apply, depending on the event). After the call room, they will be taken directly to the combined events rest area where the necessary checks will be carried out for the first event of the day as well as for all subsequent events. Although athletes will not be required to stay in the combined events rest area for the entire day, they will be required to report there before the start of each event to undergo their final check. Toilet facilities will be available and TO2015 will provide fruit and beverages for the athletes. The cumulative results from the combined events competition will be displayed in the combined events rest area.

Entry onto field of play All athletes, escorted by competition officials, will enter the field of play from the northwest corner (behind the 100-metre start). During an event, no athlete may leave the competition area without permission from the chief judge. In cases where an athlete must leave the field of play, an official must escort the athlete. Sealed refreshment bottles (such as water and/or isotonic drinks) will be provided to all athletes in the competition area.

(starting pistol) Lanes 2 to 9 will be used for all straight sprint events when there are fewer than nine athletes. Field events trials In horizontal jumps and throws, the competing order for the fourth, fifth and final rounds of trials will be in the reverse ranking order recorded after the first three rounds of trials. Pole vault Before the competition starts, each athlete will inform the appropriate official of the position of the crossbar he/she requires for their first trial, and this position will be recorded. If, subsequently, an athlete wants to make any changes, he/she should immediately inform the appropriate official before the crossbar has been set in accordance with their initial wishes, otherwise the time for their attempt will continue to run. Coaching zones Dedicated seating will be provided in appropriate areas for the field event coaches. These will be accessible by a specific ticket, one per athlete, distributed through the sport information desk once the start lists are issued. Post-competition procedures All athletes will leave the field of play via the mixed zone. The only exception will be the combined events athletes who will only be required to go through the mixed zone at the end of each session. The media may conduct short interviews in the mixed zone. Please note that the first three athletes in each final may also be required to attend the post-event press conference. After passing through the mixed zone, athletes will move to the post-event area where they will be able to recover and collect their clothing. The post-event area will be located at the end of the mixed zone. For the Medal Ceremony, press conference or doping control, the athletes concerned will be escorted to the dedicated areas via specific routes. Athletes needing to return to the warm-up area will be directed behind the main grandstands. Road events TO2015 will be provide transportation for athletes and team officials from the CIBC Pan Am/Parapan Am Athletes’ Village to the start line. Athletes will warm-up at the start area. Kilometre points will be marked along the route, and race timings will be displayed at strategic locations along the route. TO2015 will provide a vehicle to follow the race to pick up competitors who are unable to complete the course or who have been disqualified and take them to the finish line.

Drinking/sponging stations Drinking/sponging stations will be located on-course between refreshment stations, as per IAAF regulations. More details, based on the conditions, will be provided at the technical meeting. Signs will be displayed 100 metres before each drinking/sponging station. Refreshment stations Refreshment stations will be situated according to IAAF regulations, and signs will be displayed 100 metres before each station. Each of these stations will be divided into three areas: •

Personal refreshments Competitors in all events will be able to have personal refreshments on the course, which will be marked with their national flag and country code (e.g. Canada = CAN). The tables will be arranged in alphabetical order according to the country code. If an athlete takes a refreshment from a place other than the officially designated refreshment stations, he/she may be disqualified. Personal refreshments must be handed in at the CIBC Pan Am/Parapan Am Athletes’ Village prior to the events. The times and place for this procedure will be outlined in the Team Leader’s Guide. Personal refreshments must clearly display the following information: •

three-letter country abbreviation



desired refreshment station location(s)

Athletes will be allowed to receive their personal refreshments at the designated areas from their coaches or team officials. Team officials will be permitted to hand their athletes their personal refreshment but will not be permitted to leave the personal refreshment station designated area to follow their athletes on the course. Appropriate passes for these areas will be distributed at the sport information centre in the Athletes’ Village. Athletes without team officials to assist them will have their bottles placed on the table by TO2015 officials according to the national flag and country code on the bottles. The athletes will pick up the bottles themselves. Marathon The marathon circuit will consist of four laps of 10 kilometres plus a small extension of 2.2 kilometres at the start of the race. The start area will be approximately five metres wide and the first bend in the course will be roughly at the 1.1 kilometre mark. Race walk The race walk circuit will consist of a two-kilometre loop course. The start area will be approximately five metres wide. There will be a slight bend at the 160-metre mark and the first major turn will be 500 metres from the start. Course tour A course tour of both the marathon circuit and race walk circuit will take place on Friday, July 17, 2015, from 11:00–13:00. The technical meeting for the road events will take place following the course tour.

Rules, Clothing and Equipment The rules, clothing and equipment for the athletics competition will be in accordance with the terms and conditions outlined in the following documents which will be in force at Games time: •

TO2015 brand guidelines

Athlete clothing Athletes must compete wearing the official national uniform approved by their delegation. This also includes during the lap of honour and the Medal Ceremony IAAF Rule 143.1 recommends that the front and the back of the uniforms be the same colour, while all team members participating in a relay event must wear exactly the same uniform. Athletes not wearing their official team uniform will need to acquire the correct attire before they progress through the call room. Uniforms will be checked upon arrival; the time and location of this check will be provided at a later date. Any infringement of the rules may result in the athlete’s disqualification.

Sport equipment Vaulting poles Vaulting poles that arrive at the airport will be transferred to the Athletes’ Village. There will be scheduled transfers from the Athletes’ Village to the venue and more information on this service will be provided at the sport information centre. After competing, the athlete’s poles will be transferred back to the Village, where they will then be transferred to the airport with the athlete/team. The athlete concerned, or his/her team official, will be required to identify the poles, ensure that a tag with the athlete’s details is placed on the poles for easier identification, and place them on the designated vehicle. Athletes/teams will be able to make arrangements in the Village for shipping their poles upon completion of competition. If an athlete/team wishes to ship their poles, please refer to the Chefs de Mission Dossier which contains information on freight shipments. Additional implements may be added to the approved list, if requested by member Federations directly or by manufacturers with the endorsement of a member Federation, by January 31, 2015, and if supplied to TO2015 free of charge. All such implements must have IAAF certification and must be approved by the IAAF technical delegate. Four of each implement must be supplied by the member Federation or manufacturer concerned and must be sent to TO2015 by June 1, 2015. To make a request, please contact the TO2015 sport manager at [email protected]. The use of personal implements will be allowed, provided: • They are readily identifiable and are IAAF certified. •

They are not on the above implement list.



They have been checked for compliance with IAAF rules.



They are incorporated into the official implement pool and available for use by all competitors.



They are checked into the competition no later than 18:00 on the eve of the competition.

Protests Protests concerning the result or conduct of an event will be resolved according to IAAF Rule 146, and will be made within 30 minutes of the official announcement of the result of that event. Competition management will ensure that the time of the announcement of all results is recorded. All protests must be made at the first instance and made verbally to the referee by an athlete or another person acting on his/her behalf. Such person or team may protest only if they are competing in the same round of the event to which the protest (or subsequent appeal) relates. To arrive at a fair decision, the referee should consider any available evidence which he/she thinks necessary, including a film or picture produced by an official video recorder or any other available video evidence. The referee may decide on the protest or may refer the matter to the jury. If the referee makes a decision, there will be a right of appeal to the jury. In the instance where the referee is not accessible or available, the protest should be made to him/her through the sport information desk. An appeal to the jury must be made within 30 minutes of: a) The official announcement of the amended result of an event arising from the decision made by the referee; or b) The advice being given to those making the protest, where there is no amendment of any result.

The protest must be written, signed by the athlete (or by another person acting on his/her behalf) and submitted with US$100 or its equivalent in Canadian (CAD) dollars. This amount will be forfeited if the appeal is not allowed. The athlete or team may appeal only if they are competing in the same round of the event to which the appeal relates. Note: After the decision on a protest, the relevant referee will immediately inform the sport information desk of the time of the decision. If the referee was unable to communicate this orally to the relevant team(s)/athlete(s), the official time of the announcement will be that of the posting of the decision at the sport information desk.

Medals and Diplomas Gold, silver and bronze medals will be awarded in the athletics competition. In accordance with PASO regulations, top-eight diplomas will also be awarded in each event. When a delegation competes in relay semifinals and finals with more than four athletes, only the four athletes in the final will be awarded medals during the official ceremony. The other athletes will receive their medals later at the sport information desk. Where practical, Medal Ceremonies will be held during the same session as the event, usually before the doping control procedures, where applicable. If a Medal Ceremony cannot be held during the same session as the event, it will be held during the next immediate session. TO2015 volunteers will be responsible for gathering the first three athletes or relay teams and escorting them to the ceremony waiting area.

Venue CIBC Pan Am/Parapan Am Athletics Stadium The CIBC Pan Am/Parapan Am Athletics Stadium is a brand new facility constructed for the TORONTO 2015 Games. The venue meets the standards of the IAAF and features a Class 1 Certified 400-metre track, as well as jumping and throwing disciplines. The main stadium has capacity for 12,000 spectators and is located across from the current training facility for the Canadian National Team. A new Conipur M track has been installed with nine lanes in the straight and eight lanes in the oval. The warm-up track also has a new Conipur M surface. All pole vault training will occur at the warm-up track.

Ontario Place West Channel (marathon and race walk) Ontario Place, an agency of the Government of Ontario, features a 96-acre premiere waterfront park located in downtown Toronto. Nearby sites also include the Molson Canadian Amphitheatre, event facility “Atlantis” and a marina. In February 2012, the Government of Ontario announced plans for a revitalization of the theme park to create for a ‘must-visit’ destination and landmark for Ontario. Ontario Place West Channel will also be the site of triathlon, open water swimming, road cycling, and waterski & wakeboard competitions during the TORONTO 2015 Pan Am Games.

Sport Information Sport Information Desks Sport information desks will be located at all competition venues and at the sport information centre in the CIBC Pan Am/Parapan Am Athletes’ Village. These desks will provide a variety of services to teams, including: •

The main role of the desk will be to ensure a smooth liaison between each delegation and TO2015, the APA technical delegate and the competition management of the Games regarding technical Issues. The sport information desk will be responsible for, but not limited to, the following: •

Displaying official communications to the teams, including start lists, results and call room reporting times, on the relevant notice board. These will also be displayed at the warm-up area.



Distributing urgent notices to the delegations from the technical delegate and competition management via the pigeonholes. It will be the team leader’s duty to collect this information in a timely manner.

Note: This schedule is subject to change. The final training schedule will be available at the sport information centre and sport information desk. Note: Athletes competing in pole vault may train at CIBC Pan Am/Parapan Am Athletics Stadium (warm-up track) during competition sessions from July 21 to 24 as training will not be available at Birchmount Stadium during those dates. Detailed transport schedules to/from the village to the CIBC Pan Am/Parapan Am Athletics Stadium and to/from the village and Birchmount will be posted at the sport information desk and sport information centre.

Technical Meeting TO2015 will conduct two separate technical meetings for athletics. The first technical meeting will be held on Friday, July 17, 2015, for the road course events. It will be held at 13:00 at the Ontario Place West Channel, following the course tour. The second technical meeting will be held on Monday, July 20, 2015, for the track and field events. It will be held at 16:00 at the CIBC Pan Am/Parapan Am Athletics Stadium. A maximum of two representatives from each NOC can attend this meeting, with the company of an interpreter or an attaché, if necessary. Team leaders must collect their invitations for the technical meeting from the sport information centre at the Athletes’ Village upon arrival. The technical delegate, sport manager and Sport Organizing Committee chair will preside over the meeting, which will be conducted in English. The meeting will provide updates and new information not already mentioned in this manual and will include: •

Qualifying procedures for races.



Qualifying distances for field events.



Starting heights and raising of the bar for vertical jumps.

Qualification to Rio 2016 The TORONTO 2015 Pan Am Games athletics competition will serve as an opportunity for athletes to meet the IAAF qualifying standards for the Rio 2016 Olympic Games.

Quota The maximum number of male and female competitors in athletics is 680. In the event that entries surpass the quota of 680, the technical delegate has the authority to limit entries in some events by using performances as criteria or by imposing team quota limits. Entry numbers will be reviewed by the technical delegate following the entry-by-number deadline of March 27, 2015. NOCs will be notified if any changes to the qualification system are made.

Each NOC can register one competitor per individual event, even if the athlete has not achieved the minimum standard performance. To register a second competitor in an individual event, both athletes must have achieved the minimum standard performance.

Athlete Eligibility Only NOCs recognized by PASO and whose National Athletics Federation is affiliated with the International Association of Athletics Federations (IAAF)/Association of Panamerican Athletics (APA) may enter competitors in the TORONTO 2015 Pan American Games. Athletes must have signed and submitted the Athlete Eligibility Condition Form.

Age requirements Male athletes competing in the marathon and the 50-kilometre race walk must be at least 18 years of age on December 31, 2015. Female athletes competing in the marathon must be at least 18 years of age on December 31, 2015. For all other events, competitors must be at least 16 years of age on December 31, 2015.

Qualification System The top finisher from each discipline at the 2014 Pan Am Sport Festival will be considered as having achieved the minimum standard performance. Minimum standard performances must be achieved at an official competition recognized by the respective National Federation, from January 1, 2014, until June 28, 2015. NOCs must submit their sport entries for athletics by June 15, 2015. NOCs will be allowed to update their submitted entries for athletics during the delegation registration meeting, based on performances achieved after June 15 but not later than June 28, 2015. In these instances, athletes must have been included on the NOC’s long list submitted to TO2015 by the accreditation deadline of March 27, 2015. As the Host Country, Canada will automatically qualify for all athletics events, with two athletes per event, at the TORONTO 2015 Pan American Games.

Conditions for the validity of performances

Athletics



Performances must be achieved during competitions organized or authorized by the IAAF, its area associations or its member federations. Therefore, results achieved at university or school competitions must be certified by the member federation of the country in which the competition was organized (see below for marathons and race walks).



Performances must be achieved during an official competition organized in conformity with current IAAF rules.

Performances achieved in mixed events (see Rule 147) will be accepted only under the following circumstance: For all field events, and races of 5,000 metres and longer held completely within the stadium, the results will be: •

Automatically accepted if achieved at national permit competitions.



Accepted only with the area association’s approval if achieved at competitions under IAAF Rule 1.1 (i) and (j).



Unaccepted if achieved at competitions conducted under IAAF Rule 1.1 (a) to (h).



Always accepted for road races (marathons and race walks).



Wind-assisted performances will not be accepted.



Hand-timed performances in 100 m, 200 m, 400 m, 800 m, 110 m/100 m hurdles, 400 m hurdles, 4 x 100 m and 4 x 400 m relay will not be accepted.



Indoor performances for all field events, and for races of 200 metres and longer, will be accepted.



For running events of 200 metres and longer, performances achieved on oversized tracks will not be accepted.

Marathons 1. Only marathon race performances that abide by the following criteria will be considered valid toward meeting the entry standards: •

The course is (or will be) measured prior to the race by an IAAF/AIMS (Association of International Marathon and Distance Races) Grade A or B international road race course measurer.



The measurement certificate must have been established no earlier than five years prior to the race date.



The overall decrease in elevation between the start and finish must not exceed 1:1000 (1 metre per kilometre).

A list of qualifying marathon courses can be found on the IAAF website and will be updated as new information on correctly measured courses is received by the IAAF. Please note that for a marathon course to be published on the list, it will no longer be necessary for the IAAF to receive an application before a given deadline. Member federations and organizers must, however, still ensure that a proper measurement is conducted by an IAAF/AIMS-approved Grade A or B international measurer — and that the measurement report is sent to the relevant area measurement administrator before the race is conducted — for the certificate to be issued. 2. Marathon races conducted at competitions held under IAAF Rule 1.1 a), b), c), f) and g) will not be listed; however, the results will be valid for the purpose of entry standards. 3. In addition, the top 10 finishers at the IAAF Gold Label Marathons (in 2014 and 2015) held within the qualification period will also be considered as having achieved the A standard. Gold Label Marathons for 2014 and 2015 are listed on the IAAF website.

Race walks 1. Performances achieved at international race walk competitions defined under IAAF Rule 1.1 (a), (b), (c), (d), I, (f), (g) or (j) will be valid toward the achievement of the entry standards, providing the following conditions (where applicable) are respected: •

The course is (or will be) measured by an IAAF/AIMS approved Grade A or B international road race course measurer.



A minimum of three international or area race walking judges are on duty.

2. Performances achieved at international competitions defined under IAAF Rule 1.1 (i), or at national competitions, will be valid toward the achievement of the entry standards only if the member federation concerned submits a specific application to the IAAF. The application letter, indicating the date, venue and competition event program, must confirm that the above conditions will be respected. The 2014/2015 list of current qualifying race walk competitions will be posted on the IAAF website. Member federations that want their national permit competitions to be added to the list for 2014 or 2015, and that qualify for the Pan Am Games, must make sure that a proper measurement is conducted by an IAAF/AIMS-approved Grade A or B international measurer and that a minimum of three international or area race walking judges will be on duty. This information must be provided to the IAAF by submitting the above-mentioned application form, prior to the race.

Qualification system approval This qualification system has been approved by the APA and the Pan American Sports Organization (PASO).

Confirmation of Quota Places By May 5, 2015, the APA will confirm to NOCs the quota places they have qualified for the 4 x 100 m and 4 x 400 m relays. By May 13, 2015, NOCs are to confirm to the APA the relay places they will use.

Reallocation of Unused Quota Places The APA will allocate unused quota places in the relays to the highest-ranked NOC not already having a relay team in the corresponding event, by May 18, 2015.

Accreditation Accreditation is the process of identifying individuals and their role(s) at the Pan Am Games, and ensuring they are granted the appropriate access to fulfil their role(s). The role of the NOC is to register, appropriately, every potential athlete, official, dignitary and press person from its territory. Applications for accreditation must be received by TO2015 no later than March 27, 2015, in order for NOCs to receive the pre-valid cards (PVCs) before the delegations’ departure for the Games.

Eligibility Condition Forms As required by the PASO statute, each athlete and team official must complete an eligibility condition form acknowledging his or her compliance with Games objectives and goals regarding participation in the Games. The form is mandatory and must be signed by participating athletes and officials before their arrival at the Games, in order for their accreditation to be validated.

Pre-valid Cards By May 30, 2015, and following the data verification and the pre-DRMs, TO2015 will produce and send out PVCs to each NOC. NOCs will be responsible for distributing the PVCs to their delegation members before they travel to Toronto. The PVC, along with a valid passport, will serve as an official entry document to Canada. Individuals will be able to enter Canada using this process from May 11, 2015 to August 25, 2015, at 11:59 p.m., for a period of stay no longer than six months from first entry. No additional entry visas will be required during this period. The PVC will be valid for multiple entries, provided it is accompanied on each occasion by a valid passport.

Accreditation Card Validation After the DRM has been completed, eligible delegation members will be able to validate their PVCs, which will provide access to the CIBC Pan Am/Parapan Am Athletes’ Village, once the village opens on July 5, 2015. It can also be used to access other official competition and non-competition venues, as determined during the DRM. Only once the PVC is validated does it become an official Pan Am identity and accreditation card (PIAC). Upon arrival in Toronto, delegation members holding PVCs can have their cards validated (providing the DRM is complete) at one of the accreditation centres, to gain access to Pan Am venues and the CIBC Pan Am Athletes’ Village.

Same- and Different-discipline Spectating Athletes Athletes and officials may access the athletes’ stand during their own discipline’s competitions without a ticket, upon presentation of their accreditation. In order to watch competitions at venues in disciplines other than their own, however, athletes and officials will require a ticket. NOC Services will implement a request process for the order and allocation of complimentary tickets for different discipline athletes and officials, through the NOC Services centre.

Accommodation The CIBC Pan Am/Parapan Am Athletes’ Village will accommodate approximately 7,500 athletes and NOC team officials. TO2015 will also operate four satellite accommodations for the comfort of athletes competing at remote venues, as listed below: •

The CIBC Pan Am/Parapan Am Athletes’ Village The CIBC Pan Am/Parapan Am Athletes’ Village is located in east downtown Toronto in the Lower Don Lands, adjacent to the Don River. This area of Toronto is currently undergoing extensive regeneration, with many new developments existing harmoniously alongside heritage neighbourhoods and districts. The Athletes’ Village is conveniently located within a few blocks of Toronto city centre and close to public transportation. Following the Games, the Village will be one of the Games’ lasting legacies with a mixed-use neighbourhood with affordable housing, new condominiums, a YMCA and a dormitory for George Brown College students.

Site Orientation The Athletes’ Village will consist of three distinct zones: the Village Plaza, residential zone and operations zone. The Village Plaza will contain the retail facilities and ceremonial facilities available to residents and guests, whiles the residential zone will be a restricted area for residents and guests with an R on their Pan Am accreditation and Identity card (PIAC). The residential zone will contain five accommodation lots, recreation, dining, medical facilities, parklands and transportation links to the competition and training venues. The operations zone will include the workforce entry, logistics warehouse, facilities services area, the support services operations centre, waste transfer area and NOC container freight storage. The Welcome Centre will be the entry point for first-time arrivals. The taxi drop-off and pick-up area will be located adjacent to it. The Village Plaza entry point will be located off Trinity Street for dedicated access to the Guest Pass Centre and VIllage Press Operations Centre.

Residences Athletes and NOC team officials will be accommodated in newly constructed permanent buildings, ranging in height from nine to 15 storeys. The buildings will contain a combination of apartments for three, four, five, six, nine or 10 beds.

All bedrooms are equipped with furniture to provide a comfortable stay for residents, in accordance with past Games practice. In-suite finishes include coated flooring in bedrooms and social spaces, tiled floors in the bathrooms, and window coverings and shelf space in bedrooms. Corridors within the residential blocks will be carpeted. Public and NOC office spaces will have a combination of carpet and sealed concrete floor finishes. Social spaces furniture will include tables and comfortable seating as outlined in the table below. All suites will have free Wi-Fi access. TO2015 is planning for a resident experience that will reflect an average athlete-to-bathroom ratio below 4:1.

Resident Services There will be five residential blocks with one resident centre in each, located throughout the Athletes’ Village. Four resident centres will operate 07:00–23:00 and one will be open 24 hours a day. The resident centres will cater to all the accommodation needs of the NOCs and Village residents. Each resident centre will provide hotel-like front desk service, which will assist with the resolution of issues relating to Village accommodation services.

Main Dining Hall The main dining hall will be located adjacent to the Canary Building in the residential zone and will operate on a 24-hour basis. A diverse range of ethnic and cultural food options will be available. Menus are being developed in consultation with caterers and sport nutritionists and will be published in early 2015. Additional dining options will include a Village Plaza café and grab-and-go items, refreshments and various cuisines that will reflect some of the diverse neighborhoods of Toronto.

Athlete Venue Meals Athlete venue meals (AVMs) will be available for athletes and officials who will be away from the Village for competition and training for more than five hours. AVMs must be ordered from the catering desk 48 hours in advance. The meals will be prepared at the venue for collection from the athlete lounge. AVMs will be available from July 1 to 26, 2015.

NOC Services Centre The NOC Services Centre will be located in the Athletes’ Village residential zone, situated centrally to facilitate communication and coordinate issue resolution between TO2015 and the NOCs. Services available at the front desk will include mail distribution, reservation of bookable meeting rooms, and distribution of participation certificates and medal boxes. Arrivals and departures, transport, logistics and rate card will also have desks in the NOC Services Centre.

Resident Entertainment and Recreation An athlete lounge, DVD lounge, Internet café and Games room will be available to Village residents.

Fitness Centre The Athletes’ Village will feature recreational sports facilities for general use. The Village recreational fitness facilities will include playing fields (general grass areas), an internal running track and an indoor pool, designed to suit general fitness activities. In addition, the Village will have a gymnasium with a large selection of cardiovascular equipment and free weights, and space for stretching and warming up and cooling down.

There will also be plenty of safe places for running within the Village, including an 18-acre park with paved trails, located east of the accommodation blocks and within the security perimeter. The Fitness Centre will operate 24 hours a day, but will only be supervised between 06:00 and 22:00, except when temporarily closed for cleaning or maintenance.

Village Plaza The Village Plaza will be comprised of a number of retail outlets and services. TO2015 will design this area as a significant focal point of the Village to attract both residents and visitors alike. The Plaza will act as an interface with athletes, guests and media, enabling this interaction without needing to enter the residential zone. The Plaza will include a user-pay café, which can also act as a casual meeting place. All team Welcome Ceremonies will take place in the Village Plaza.

Medical Services Services during the TORONTO 2015 Pan Am Games will be provided at all competition and training venues, and non-competition venues such as the CIBC Pan Am Athletes’ Village, the Satellite Accommodations, the Games Family Hotel and the International Broadcast Centre/Main Press Centre. The TO2015 medical team will cater to the needs of all accredited athletes, coaches and officials for new and exacerbated medical conditions requiring diagnosis and treatment.

Polyclinic Polyclinic services will be located in the Residential Zone of the Village and will be open between July 1 to 29, 2015 from 07:00 to 23:00. Emergency medical services will be available 24 hours per day. The following services will be available at the Village Polyclinic: •

Specialty Services

Satellite Accommodations The satellite villages will have a medical clinic in the accommodations building to service family practice, sport medicine and rehabilitation needs from 07:00 to 23:00. Within the local communities, there will be access arranged for initial diagnostic and laboratory testing covered under the medical insurance plan. Emergency services will be available in satellite accommodation medical clinics 24 hours a day and transported as needed to the local community hospitals for in-patient emergency care or specialist.

Venue Medical Services Medical facilities will be provided at competition, training and other official venues. Athlete and spectator services will be stocked with appropriate equipment, supplies and medication and will be staffed by experienced medical personnel. Ambulances, staffed by paramedics will be stationed at competition and some non-competition venues.

Competition and training venues Emergency services and sports medicine for ill and injured athletes and team officials will be available at each competition and training venue. These services will be provided by physicians and therapists and will be available for 2 hours before competition and for 1 hour post competition.

Information

Field-of-play response Athletes injured on the field of play during competition or training will be evaluated on-site. If necessary, they will be evacuated from the field of play and transported to the athlete medical room, polyclinic or hospital as appropriate. Field-of-play response will abide by the International Federation rules.

Transportation Transportation System for Athletes and Team Officials The TA bus system will provide the following transportation services for accredited athletes and team officials, including their accompanying baggage and sport equipment: •

Arrival and departure services between Toronto Pearson International Airport (YYZ) and TORONTO 2015 accommodation sites.



Training and competition services between TORONTO 2015 official accommodation sites and official competition and training venues.



Ceremonies services.



Connectivity between the CIBC Pan Am/Parapan Am Athletes’ Village and satellite accommodation locations.

Training and Competition Venue Services Athlete and team official training and competition transportation services are being planned and developed in consultation with the Continental Federations (CFs)/International Federations (IFs). Service timings are planned to enable: •

Arrivals at the venue for warm-up and preparation pre-session.



Transfers to and from venue and Village Plaza during the session time.



Departures immediately after the session.



Departures after the session following cool-down.



Other requirements such as doping control procedures.

Athlete transport mall to competition venues Competition venue transportation services will depart the CIBC Pan Am/Parapan Am Athletes’ Village from the transport mall with a 30-minute frequency in order for athletes to be at the venue two hours prior to the competition start time, with the last vehicle leaving the venue two hours after competition.

Athlete transport mall to training venues Regular transportation services will be scheduled with a 60-minute frequency to transfer athletes to designated training venues. Leaving the CIBC Pan Am/Parapan Am Athletes’ Village from the transport mall, the service will enable athletes and team officials to be at the venue one hour prior to training and leave up to one hour after training.

The service will begin in accordance with the training schedule, to a maximum of five days prior to the first day of competition, and will continue until the closing day of each sport’s individual training session.

Team Sport Vehicles Each team will be allocated one team bus with driver(s) to operate on a pre-arranged schedule for use during the training and competition period and cease upon return to the CIBC Pan Am/Parapan Am Athletes’ Village after the team’s final competition. Team sports for which a bus will be provided include baseball, basketball, field hockey, football, handball, rugby sevens, softball, volleyball and water polo. These buses will be available to support training and competition movements only. Team buses will be equipped with a vehicle access and parking permit (VAPP), which will allow access to the CIBC Pan Am/Parapan Am Athletes’ Village and the respective sport training and competition venues as well as the GRN. Teams will first meet their bus in the athlete transport mall. Bus services will be arranged through the team’s host, and all schedule changes must be communicated to the transport desk in the NOC Services Centre by 16:00 for the following day’s requirements.

CIBC Pan Am/Parapan Am Athletes’ Village Connection with Satellite Accommodations A transportation service will connect the CIBC Pan Am/Parapan Am Athletes’ Village with each of the four satellite accommodations. This will allow athletes and team officials to travel between the Village and satellite accommodations to connect to services departing from the athlete transport mall at the Village. The service will operate from the opening day of each satellite accommodation to July 26, 2015.

NOC-dedicated Vehicles Each NOC will be provided with a number of dedicated vehicles based on its delegation size (Aa, Ac, Ao). The number of dedicated vehicles allocated to each NOC will be confirmed at the delegation registration meeting (DRM). The seven-seat, multi-passenger vehicle (Chevrolet Traverse) will include a fuel card, automobile insurance, driver handbook including venue route maps and vehicle access and parking permits (VAPP).

Public Transportation All Games accredited clients with a “T” privilege, will be entitled to travel free of charge when wearing their accreditation on the following modes of public transportation within the Greater Toronto Area during the Games. •
